On the afternoon of May 20, at the 7th session of the 15th National Assembly, General To Lam, Minister of Public Security, presented two draft documents: Law on Management and Use of Weapons, Explosives and Support Tools (amended); Law on Amending and Supplementing a Number of Articles of the Law on Security Guards.
In particular, for the draft Law on Management and Use of Weapons, Explosives and Supporting Tools (amended), the submission stated that the concepts of weapons, explosives and supporting tools stipulated in the Law on Management and Use of Weapons, Explosives and Supporting Tools 2017 have revealed limitations, failing to meet the requirements of state management and the fight against crime.
Among these, crimes using homemade guns, primitive weapons, knives and knife-like devices as tools and means to commit crimes account for a very high rate and are complicated.
These subjects have taken advantage of loopholes in the law to illegally manufacture, store, buy, sell, transport, and use homemade guns , knives, and tools and vehicles similar to primitive weapons. If not promptly prevented and strictly handled, there will be a potential risk of disrupting security and order.
Therefore, it is necessary to amend and supplement regulations on the concepts of weapons, explosives, and supporting tools to ensure consistency with reality.
The proposal has added high-damage knives to the group of primitive weapons. The use of high-damage knives for labor, production, and daily life purposes is not within the scope of this Law. At the same time, it stipulates that primitive weapons used for the purpose of illegally infringing on human life and health are military weapons. The bill also adds shotguns, compressed air guns, and compressed air guns to the group of military weapons. In case these guns are used for hunting purposes, they are determined to be hunting guns.
Reporting on the review of the draft Law on Management and Use of Weapons, Explosives and Support Tools (amended), Chairman of the National Defense and Security Committee Le Tan Toi said that the majority of members of the National Defense and Security Committee of the National Assembly agreed on the necessity of amending this law.
Presenting the report on the review of the draft Law amending and supplementing a number of articles of the Law on Guards, the Chairman of the National Assembly's Committee on National Defense and Security said that the National Assembly's Committee on National Defense and Security agreed with the necessity of amending and supplementing a number of articles of the current Law on Guards for the reasons stated in the Government's submission.
