2024 is a breakthrough year, of special significance in successfully implementing the 5-year Plan 2021-2025, contributing to the implementation of the goals of the 10-year Socio-Economic Development Strategy 2021-2030 and plans according to the Resolutions of the Party, National Assembly, and Government. The international and domestic context and situation continue to pose many challenges and difficulties, but also bring many opportunities and advantages for the development of the Natural Resources and Environment sector.

In that context, to encourage cadres, civil servants, public employees and workers in the Natural Resources and Environment sector to enthusiastically compete, work, labor and study, promote the achieved results, overcome challenges and difficulties, continue to better fulfill the tasks assigned by the Party, State and People; at the same time, practically celebrate the important political events of the country, the Minister of Natural Resources and Environment launched the Emulation Movement in the whole sector in 2024 with the theme "Discipline, responsibility, proactiveness, speeding up innovation".

6 competition contents

Accordingly, the emulation movement focuses on 6 contents: First, emulation to perfect and synchronously develop policies and laws on natural resources and environment management to mobilize and effectively use natural resources to serve economic and social development, protect the living environment, proactively adapt to climate change, and develop sustainably.

Second, build and improve the quality of cadres, civil servants, public employees and workers according to the job position project, associated with tightening discipline and administrative discipline to improve the effectiveness and efficiency of agencies and units.

Third, continue to promote administrative reform, focusing on administrative procedure reform; effectively implement the contents and tasks of building and developing e-Government towards digital Government of the Ministry of Natural Resources and Environment.

Fourth, deploy and organize the implementation of assigned projects, tasks and works to ensure quality and progress; continue to improve the operational efficiency and performance of functions and tasks of agencies and units, contributing to the successful completion of the political tasks of the Natural Resources and Environment sector.

Fifth, respond to, organize and implement emulation movements launched by the Prime Minister, the Central Emulation and Reward Council, the Minister of Natural Resources and Environment and competent authorities to ensure practicality, efficiency, innovation and creativity; promote the work of building and replicating advanced models.

Sixth, promote cultural, physical education and sports movements to improve the health and spiritual life of cadres, civil servants, public employees and workers, contributing to the successful implementation of the political tasks of the agency and unit.

6 tasks and solutions

To effectively implement emulation movements, the Ministry of Natural Resources and Environment has proposed 6 tasks and solutions for units to focus on implementing.

Firstly, focus on developing, promulgating, and promptly and effectively implementing action programs and work plans to effectively implement the Action Program of the Ministry of Natural Resources and Environment to implement the Government's Resolution on key tasks and solutions to implement the Socio-Economic Development Plan and State Budget Estimate for 2024 and the 2024 Work Program/Plan of localities, agencies, and units.

Second, continue to review and improve institutions, synchronously develop policies and laws on resource management, environmental protection, and climate change response; submit to the National Assembly and the Government the draft Law on Geology and Minerals; complete, submit for promulgation and promulgate under authority documents guiding the implementation of the Law on Water Resources (amended) and the Law on Land (amended), ensuring synchronization, consistency and timely entry into force at the same time as the Law.

Third, continue to improve and implement the application of job positions in personnel management, associated with streamlining the payroll, arranging, restructuring and improving the quality of cadres, civil servants and public employees in the entire Natural Resources and Environment sector; strengthen discipline, administrative discipline and responsibility for performing public duties of cadres, civil servants and public employees. Continue to promote the work of preventing and combating corruption and negativity; protect cadres who dare to think, dare to do, dare to take responsibility.

Fourth, continue to improve and effectively operate digital infrastructure, shared digital platforms, and shared information systems to serve leadership, management, and professional expertise in the electronic environment, promoting the development of the digital economy and green economy. Continue to develop a natural resources and environment data information system, focusing on the national land database, connecting and communicating with information systems and databases of ministries, branches, and localities.

Fifth, continue to innovate in direction and management; proactively grasp the situation, identify difficulties and challenges, innovate thinking and implementation methods, closely follow reality, be proactive, flexible and creative to concretize into action programs and specific plans to synchronously and resolutely deploy tasks and solutions in all fields, promptly handle major and urgent tasks and important and sudden issues.

Sixth, promptly respond to patriotic emulation movements launched by the Prime Minister, the Central Emulation and Reward Council, the Minister of Natural Resources and Environment and competent agencies; proactively launch emulation movements associated with the implementation of assigned political tasks, especially prioritizing the development and launch of short-term and thematic emulation movements to promote responsibility, innovation and creativity in advising, proposing, improving the efficiency and quality of professional work. Implement commendation work well, ensuring democracy, publicity, timeliness, principles and procedures.

Competition criteria

The Ministry of Natural Resources and Environment also sets out specific emulation criteria for collectives and individuals. Accordingly, for collectives , the Ministry recommends that units have plans to respond to and launch practical and effective emulation movements associated with the political tasks of the agency and unit; have annual work programs and plans developed and approved according to regulations; successfully complete projects and tasks under assigned work programs and plans during the year, ensuring quality, progress and efficiency, including completing 100% of assigned tasks under the program for developing legal documents of the agency and unit; strictly implement administrative discipline and discipline; strictly implement office culture and ethics in communication, meetings and performance of public duties; internal solidarity; well implement the Party's guidelines, policies and laws of the State; improve the material and spiritual life of workers;...

For individuals , having technical innovation initiatives or scientific and technological research topics, innovative, creative and flexible solutions to improve the quality and efficiency of work; completing assigned tasks well; actively studying to improve professional qualifications and skills; complying well with the Party's guidelines and policies, the State's laws, administrative discipline and order, regulations on office culture, internal rules and regulations of the agency or unit; actively responding to emulation movements, especially emulation movements associated with the political tasks of the agency or unit.

For individuals who are leaders of units, in addition to the above criteria, the unit must be an outstanding collective.

To effectively implement the emulation movement of the Natural Resources and Environment sector in 2024, the Ministry of Natural Resources and Environment requests the Heads of units under the Ministry, Directors of Departments of Natural Resources and Environment of provinces and centrally-run cities, Heads of Blocks and Clusters of emulation Blocks and Clusters, based on the assigned functions and tasks of the agency and unit to organize and launch emulation, in order to perform well the monthly, quarterly and annual work of the agency and unit.

The Department of Organization and Personnel shall take the lead in monitoring, guiding, urging, inspecting, supervising regularly and periodically every 6 months, at the end of the year, reporting to the Minister on the implementation results; advising on timely commendation and rewards for collectives and individuals with achievements in the emulation movement.
