Talking to Tuoi Tre about this issue, Ms. Pham Thi Thinh - Head of the Land Registration Department, Department of Land Registration and Information Data (Ministry of Natural Resources and Environment) - affirmed that the changes in the design of land use right certificates and property ownership rights attached to land (red books) were studied from the experience of developed countries, and at the same time aimed at overcoming the shortcomings of old certificates.

"The new red book is designed to be printed on A4 paper size, which has many advantages such as being neat, easy to preserve, avoiding folding during use, while still showing basic, clear information," said Ms. Thinh.

* Public opinion is questioning why the red book was reduced from four pages to two pages and the additional page was removed, madam?

- The old red book, on page 1, only shows a few pieces of information such as the national emblem, national emblem, name of the certificate, and name of the person who issued the certificate.

In this change, all the information on pages 1 and 2 before is brought to one page. The plot diagram is specified to be non-scale, so it is easy to design, there is very little note content, the change content is recorded briefly, the rest is shown in the QR code.

Why do we have to remove the supplementary page? Because this page was originally designed separately from the book, it is very easy to lose. Every time it is lost, it has to be reissued, which takes a lot of time.

Previously, the land registration office had to transfer to the Department of Natural Resources and Environment to print the book, but now it has been decentralized. At the same time, the regulations on the implementation time between confirming changes to information on the red book and issuing a new book are the same, the process is very concise, if adding an additional page does not demonstrate the confidentiality of the paper.

Not to mention other countries in the world also use two pages, compact and very convenient. France or Australia also only print red books on A4 paper and store them in the database, only print them when people need them and they record changes very briefly.

* So how many times can the new red book record transfers and mortgages?

- On page 2 of the new red book, there is a section on the land plot diagram, notes and changes after the red book is issued. When making red books for people, officials should note that because the land plot diagram is not shown to scale and the content of the notes is very little, this section should be presented neatly so that the changes are wider.

Page 2 is not designed according to a fixed size. Circular 10/2024 does not specify how many percent of the paper the map occupies, but to allow the staff to be flexible, recording changes in transfers or mortgages will be more times.

Officials directly involved in issuing red books need to study the contents that the Ministry of Natural Resources and Environment, the Department of Land Registration and Information Data have trained on the contents of printing red books, QR codes, and showing changes. As for people, they only need to use QR reading software to know detailed information about land users, land plots, assets attached to land, etc.

* So, the current display of changes recorded on the new red book in some localities is not in accordance with the instructions?

- As reported by Tuoi Tre newspaper, in Da Nang, the way of showing on the new red book is still based on the old law, so it is written too long and has not followed the instructions.

The Department of Land Registration and Information has sent a document to localities instructing them on how to print new red books and QR codes. The document provides very detailed instructions to be sent to the Department of Natural Resources and Environment to use as a handbook.

In addition, there are many official documents guiding before printing out the form after this circular takes effect. Our department leaders also directly go to the localities to guide.

Regarding how to display the content of the change record, we also have instructions to record it as concisely as possible. For example, to record the content of the bank mortgage change, just write "mortgaged", with a dynamic QR code for people to easily look up detailed information.

Previously, when mortgaging, it was necessary to write "mortgage land use rights, assets attached to land at the bank according to file number, contract number...", the length was at least 3-5 lines and there was no dynamic QR code.

* People wonder if in addition to the dynamic QR codes equipped in the dynamic section, there is also a QR code on page 1, madam?

- People just need to download any software that can read QR codes to look up detailed information about land users, land plots, and assets attached to the land.

The QR code on page 1 will reflect all the information on the red book and information about the land plot and users on the land records. For example, there are 10 people who bought a piece of land together, previously all their names were recorded, but now only one representative of the land users is recorded, and who is the representative is shown in the QR code.

In addition to the QR code, the red book code is also updated to manage paper blanks, control input and output, and the central management agency knows how many red books have been used. The red book code is automatically issued from the land database and has regulations and is applied when the national land information system is put into operation and officially exploited.

The reason for equipping the QR code and the red book code at the same time, the security factors are to prevent counterfeiting. Previously, bad guys could make fake red books without even knowing the notary office, that's why pages 1 and 2 of the new red book have added anti-counterfeiting factors.

What is the difference between the names of the new and old red books?

● New red book: CERTIFICATE OF LAND USE RIGHTS, OWNERSHIP OF ASSETS ATTACHED TO LAND (16 words), equipped with QR code.

● Old red book: CERTIFICATE OF LAND USE RIGHTS, OWNERSHIP OF HOUSE AND OTHER ASSETS ATTACHED TO LAND (20 words), no QR code.

Deploying new red book model from January 1, 2025

Ms. Pham Thi Thinh said that with the desire for people to access the modernization of the land management sector, the Department of Land Registration and Information Data has advised the Ministry of Natural Resources and Environment to issue Circular 10/2024 to develop a red book model in A4 paper size. And the implementation of the new red book model will start from January 1, 2025.

The design of the red book not only reflects the tradition imprinted in the subconscious of every citizen, but also ensures solemnity when looking at the new red book, gradually helping people access technology, smart devices, and modernize the land management industry.

Need to severely punish officials who deliberately write lengthy changes

The new red book model according to Circular 10/2024 with a compact design and integrated QR code is considered an important step forward in administrative reform and land management. The application of technology helps to make information transparent, reduce the risk of counterfeiting and support management agencies to easily monitor fluctuations.

In fact, the way of recording changes still depends on the person doing it, which can lead to running out of space faster than expected. Therefore, the authorities need to control the issuance and reissuance of new ones to avoid causing trouble, adding administrative burdens, and creating a mechanism of asking and giving.

For example, when issuing a new red book, on page 2, the officer needs to proactively reduce the non-scale map and notes section. Increase the "area" for the section recording changes after issuing the book, write the content concisely and put all detailed information into the dynamic QR code section for people to look up.

It is necessary to strictly handle if officials are found to intentionally record long changes, not in accordance with the provisions of Circular 10/2024 as well as other instructions. In the long term, the State should move towards a policy of free exchange when there is no more space to record changes to reduce the cost of making red books.
