Construction started in mid-November 2017 with an initial approved total investment of 104 billion VND. After more than 7 years of construction and 7 extensions, Quan Ngang Wastewater Treatment Plant (Phase I) in Quan Ngang Industrial Park, Gio Linh District, has yet to be put into operation.

Present at Quan Ngang Wastewater Treatment Plant on the morning of February 20, 2025, the reporter noticed that this project has many wastewater treatment tanks of different shapes and sizes, equipped with various types of equipment and machinery; concrete water storage areas; operating and management blocks with collection, drainage, electricity, yards, fences, etc.

Despite the impressive structure, all the offices were locked, the security room was cluttered with blankets and pillows, the entire factory grounds were deserted, with only a herd of cows grazing and a few dogs barking loudly at strangers. According to the reporter's observations, the water tanks and treatment plants were covered with moss; some equipment and machinery, and some locations of the wastewater collection and drainage system showed signs of deterioration.

According to the reporter's investigation, the Quan Ngang Wastewater Treatment Plant was consulted by Vietnam Water and Solution Joint Stock Company, and the Quang Tri Economic Zone Management Board is the investor. The project's goal is to improve the water pollution and sanitation situation in the area, creating a favorable investment environment to attract investors to Quan Ngang Industrial Park.

The project includes main items such as a centralized wastewater treatment plant with a capacity of 1,500 m3/day and night; pipelines over 4.4 km long collecting wastewater from factories to the centralized wastewater treatment plant; a drainage system nearly 5.5 km long connecting from the wastewater treatment plant to the junction of Hieu and Thach Han rivers; operation, management and security houses...

According to the plan, Quan Ngang Wastewater Treatment Plant will be put into operation in 2020. However, due to various reasons, the investor has requested an extension 7 times, the most recent of which was to December 31, 2024 and was approved by the Provincial People's Committee. However, up to now, this wastewater treatment plant has not been able to be put into operation.

Working with reporters on February 24, 2025, answering the question of why the Quan Ngang Wastewater Treatment Plant, after more than 7 years of construction with 7 extensions for different reasons, is still "missing the deadline" and cannot operate, Mr. Vo Thanh Trung, Director of the Construction Investment Project Management Board, Quang Tri Province Economic Zone Management Board said: In December 2023, after completing the construction investment, the unit submitted the environmental licensing dossier to the Ministry of Natural Resources and Environment (TN&MT). After that, the TN&MT established a team to inspect the actual situation at the factory.

After the inspection, the investor was required to add an incident handling pond (this item was not previously included in the regulations) in order to be granted a license. After that, the unit requested a policy to adjust the items and budget to carry out the construction as required.

By November 2024, the incident treatment pond project was completed. Immediately after that, the Provincial Economic Zone Management Board worked with enterprises in Quan Ngang Industrial Park to organize wastewater connection to the collection pipe system, test the stability of the wastewater treatment plant, and ensure conditions for technical acceptance. In December 2024, the unit prepared a dossier to submit to the Ministry of Natural Resources and Environment to request an environmental license.

“We are currently waiting for the license from the Ministry of Natural Resources and Environment to carry out the next steps. According to regulations, after receiving the environmental license, the unit will carry out the procedures on management, operating costs, and then organize a trial operation of the plant for 3 or 6 months. During this process, samples of treated water will be taken and sent to the Ministry of Natural Resources and Environment for review. If it meets current standards, the plant will be licensed for official operation,” added Mr. Vo Thanh Trung.

Thus, it can be seen that the time when Quan Ngang Wastewater Treatment Plant will officially come into operation is still undetermined. Meanwhile, the treatment of wastewater in industrial zones to meet standards according to current legal regulations is an important and urgent requirement to protect the environment, protect the health and livelihood of the people.

Quan Ngang Industrial Park was established in 2008, with a total planned area of ​​321.73 hectares. After 17 years of operation, this industrial park has attracted many investment projects in production and business from enterprises inside and outside the province, creating jobs for many local workers, and contributing positively to the state budget.

However, up to now, Quan Ngang Industrial Park still has no operating wastewater treatment plant, the wastewater discharged from factories and enterprises here has the potential to pollute the environment, affecting the livelihoods and daily life of the people. People living around here have repeatedly reported and petitioned the authorities at all levels to promptly pay attention to solving the problem.

The delay in putting the Quan Ngang Wastewater Treatment Plant into operation not only affects the ecological environment and the ability to attract more businesses to invest in the Quan Ngang Industrial Park, but can also lead to the risk of degradation of items and waste of state investment resources.
