Ministry of Defense responds to Binh Thuan voters about measures to protect sea and islands

Regarding the work of ensuring security and order and protecting the sea and islands, the Ministry of National Defense said that Vietnam's sea areas are determined by the 2012 Vietnam Sea Law, in accordance with the 1982 United Nations Convention on the Law of the Sea. Activities of organizations and individuals in Vietnam's sea areas must comply with the provisions of Vietnamese law and relevant international treaties to which Vietnam is a member. In recent times, the Ministry of National Defense has directed the entire army to strictly maintain combat readiness, regularly grasp the situation, promptly report and advise the Party and State leaders on solutions and plans to effectively handle situations, avoid being passive or surprised, and ensure the maintenance of national sovereignty, sovereign rights, jurisdiction and a peaceful and stable environment in the sea areas. Strengthen the use of the Air Force, Navy, Border Guard, Coast Guard, and standing militia squadron to carry out the tasks of duty, patrol, control, management, law enforcement, promptly detect, monitor, propagate, and chase away foreign vessels violating and encroaching on Vietnam's waters. Regularly perform well the rescue work, support, and protect fishermen going offshore to develop the economy while protecting the sovereignty of the sea and islands.

Regarding ensuring security and order at sea, the Ministry of National Defense has directed law enforcement forces to closely coordinate with functional forces of ministries, branches and localities to synchronously deploy measures to grasp the situation, fight against crimes, law violations, illegal entry and exit and drug crimes at sea. Specifically, step up the implementation of the plan to combat IUU fishing by launching a peak period to prevent and end the situation of Vietnamese fishing vessels illegally fishing in foreign waters. Timely coordinate to investigate, verify and handle brokerage lines, sending Vietnamese people and fishing vessels abroad for illegal fishing and acts of coercion and assault on fishermen on fishing vessels, thereby contributing to significantly reducing the number of incidents.

However, the situation of Vietnamese fishing vessels violating IUU is still recurring, including fishing vessels of fishermen in Binh Thuan. Therefore, it is necessary to strengthen propaganda, education, raise awareness, and sense of law compliance of the people, and at the same time have strict management measures and strictly handle violations according to the provisions of law. Strengthen the fight against illegal entry and exit, smuggling, trade fraud and drug crimes. In particular, from the beginning of 2023 to now, the functional forces of the Ministry of National Defense have directly detected, coordinated to arrest, investigate and handle 1,232 cases/1,460 criminals and law violators at sea and in coastal areas. Maintain and effectively promote cooperation mechanisms and agreements with law enforcement forces of countries in the region, promptly exchange information to coordinate in resolving incidents related to security and order at sea and do a good job of protecting citizens.

Regarding information and propaganda work, the Ministry of National Defense affirmed that it regularly exchanges and provides information to the Ministry of Foreign Affairs and relevant ministries and agencies to promptly serve the information and propaganda work with voters and people nationwide about the situation of seas and islands according to regulations.
