Ministry of Agriculture cuts more than 80 product lines subject to specialized inspection

(HQ Online) - The Ministry of Agriculture and Rural Development has just issued a table of HS codes for the list of goods under the state management authority of the Ministry of Agriculture and Rural Development and the list of import and export goods subject to specialized inspection in the field of agriculture and rural development.

Accordingly, from March 20, 2024, more than 80 lines of goods subject to specialized inspection before customs clearance will be reduced compared to Appendix II of Circular No. 11/2021/TT-BNNPTNT. The reduced lines of goods include: 4 lines of aquatic animal quarantine goods under group 15.04 (Fat and oil and their fractions, of fish or marine mammals, whether or not refined, but not chemically modified), including HS codes: 1504.10.20, 1504.10.90, 1504.20.10, 1504.20.90 and about 80 lines of plant quarantine goods.

The reduction of product lines is to comply with the requirements of the Government's Resolutions on improving the business environment and enhancing national competitiveness. Accordingly, Resolution No. 02/NQ-CP dated January 10, 2024 of the Government requires: "Continue to review and reduce the list of import and export goods subject to specialized management and inspection. Review and amend the list subject to specialized management and inspection in the direction of reducing goods with very low or almost no risk; supplement the list of goods exempted from or reduced specialized inspection".

In addition, some new items have also been added and transferred to the List of imported goods subject to specialized inspection after customs clearance. Specifically, in Appendix III of Circular No. 01/2024/TT-BNNPTNT stipulating the HS code table for the list of imported goods subject to specialized inspection after customs clearance under the state management authority of the Ministry of Agriculture and Rural Development, many more product lines have been added compared to Appendix III of Circular No. 11/2021/TT-BNNPTNT, including machinery and equipment used in agriculture (HS 8424: Spraying equipment used in agriculture) and aquatic feed items, aquaculture environmental treatment products, and animal feed products to the List of imported goods subject to specialized inspection after customs clearance.

According to the Ministry of Agriculture and Rural Development, goods such as aquatic feed, aquaculture environmental treatment products; imported animal feed products (including: traditional feed, complete mixed feed) according to the provisions of Decree 46/2022/ND-CP and Vietnamese standards all apply the measure of declaring conformity "Certification results of a registered or recognized certification organization according to the provisions of law". This inspection measure does not include "Notification of satisfactory inspection results of a specialized inspection agency". Thus, these items will no longer be on the list of imported goods subject to specialized inspection before customs clearance (Appendix II) but will be transferred to the List of imported goods subject to post-customs clearance inspection (Appendix III).

Other types of animal feed including “Concentrated feed” and “Supplementary feed” are still on the list of goods subject to import inspection before customs clearance. At the same time, an additional HS code table for the list of forestry plant varieties was added, bringing the total number of goods under the management authority of the Ministry of Agriculture and Rural Development to 27 HS code tables.

In recent years, continuing to innovate and reform specialized inspection activities has always been identified by the Ministry of Agriculture and Rural Development as a key task of the sector. Thanks to that, the reforms in specialized inspection of the Ministry of Agriculture and Rural Development, unifying a unit under the Ministry to inspect a commodity, are estimated to have saved people and businesses 21.6 billion VND/year. The estimated cost savings from cutting business conditions is 46.42 billion VND.

In addition, the reform of specialized inspection work also helps to create a transparent business environment, contributing to improving national competitiveness in accordance with the requirements and directions of the Government in Resolution 19/NQ-CP, now Resolution 01/NQ-CP such as: transparency of specialized inspection procedures, inspection bases by specific regulations in legal documents, standards, and technical regulations. This is very helpful for enterprises, organizations, and individuals in the process of import and export, circulation of goods, contributing to strongly promoting import and export activities.
