(NLDO) - Up to now, the plan to merge and consolidate ministries, agencies and the plan to organize the internal apparatus of ministries and agencies under the Government has been basically completed.
On January 7, chairing a Government meeting on law-making in January 2025, discussing 7 draft laws and resolutions to be submitted to the National Assembly at the upcoming February session, Prime Minister Pham Minh Chinh highly appreciated the Ministry of Home Affairs for "working day and night" on very difficult and complicated tasks related to streamlining and reorganizing the apparatus.

In particular, the Ministry of Home Affairs has submitted to the Government for promulgation 3 Decrees 177, 178 and 179 on regimes and policies for cadres, civil servants, public employees and workers in implementing the organizational arrangement and policies to attract and promote talented people, basically creating consensus in society and among cadres, civil servants and public employees.
Prime Minister Pham Minh Chinh also stated that the plan to merge and consolidate ministries and agencies and the plan to rearrange the internal organization and apparatus of ministries and agencies in accordance with the direction of the Central Steering Committee and the Government have been basically completed to submit to competent authorities.
To continue implementing this work, the Government leader requested to continue listening to valid opinions, reflecting the correct procedures and regulations on what is unreasonable; reviewing the contents of mechanisms and policies that have not been fully covered or are still missing.
The Head of Government assigned ministers, heads of sectors and the Ministry of Home Affairs to continue to complete the plan to continue to arrange and streamline the internal apparatus, functions, tasks and powers of ministries, sectors and agencies to report to competent authorities.
For some ministries and sectors whose streamlining plans have not yet achieved their set goals, the Prime Minister requested that they continue to be reviewed to achieve the goals and ensure substance. The Prime Minister noted that whatever is permitted should be done immediately, without being left behind or prolonged, except for ministries and sectors that require the opinions of the Central Government and the National Assembly.
The Prime Minister emphasized that on issues where there are still different opinions, we should continue to listen and discuss to create a high consensus, first of all within the Government, and encourage discussion to find the best solution.
At this meeting, the Government will review and give opinions on: Draft Law on Government Organization (amended); Draft Law on Organization of Local Government (amended); Draft Resolution of the National Assembly on the establishment of a number of Ministries of the 15th Government, term 2021 - 2026; Draft Resolution of the National Assembly on the structure of the number of Government members for the 16th National Assembly; Draft Resolution of the National Assembly addressing issues arising in legal provisions related to the arrangement of the apparatus; Draft Law on Promulgation of Legal Documents (amended); Draft Law on Participation in United Nations Peacekeeping Forces.
Prime Minister Pham Minh Chinh emphasized that this is the first specialized law-making session of 2025 to continue implementing the Party's major policy, identifying institutional building and improvement as one of the three strategic breakthroughs, a "breakthrough of breakthroughs".
Stating the spirit of "open policies, smooth infrastructure, smart management", the Prime Minister hopes to unleash all social resources for development investment, bringing the country to a new era of rich, civilized and prosperous development.
According to the Prime Minister, the 7 draft laws and resolutions discussed at the meeting are very important in relation to the issue of organization and apparatus, promptly institutionalizing the Party's policies and guidelines on innovation of the organization and operation of the Government and local authorities to ensure "Refined - Compact - Strong - Effective - Effective - Efficient".
With a strong spirit of innovation, working from top to bottom and bottom to top, the Prime Minister said "The Central Government sets an example, the localities respond", "running and lining up at the same time". At the meeting, the Prime Minister noted that there should be no interruption in work, the new organizational model must be better, more effective, and the people will enjoy more of this achievement.
Requiring to abandon the mindset of "if you can't manage, ban it, if you don't know, manage it", the Prime Minister said that we must thoroughly grasp the mindset of "whoever does it best, let them do it". In particular, any content that is banned should be put into law, and any content that is not banned should be allowed for people and businesses to do and have space for creativity and innovation.
