According to the document of the Ministry of Education and Training requesting verification of foreign language proficiency certificates to exempt foreign language subjects from the 2023 high school graduation exam, the legal certificates include: first, certificates issued to candidates in Vietnam before September 10, 2022 (this is the time when the Ministry of Education and Training issued Circular No. 11/2022 regulating the joint organization of foreign language proficiency certificates to take effect).

Second, the certificate is granted to the test takers at the test locations stated in the decision of the Ministry of Education and Training approving the joint organization of foreign language certificate examinations in Vietnam after the approval date. The list of facilities approved to jointly organize certificate examinations is published on the electronic information portal of the Ministry of Education and Training and the electronic information page of the Department of Quality Management (Ministry of Education and Training).
Third, the certificate will be issued to candidates in the Home edition form before September 10, 2022.

"Verification of certificates (form and specific information printed on the certificate) is done by looking up the official website of the organization that issues the certificate, the unit that is affiliated with the organization that issues the certificate in Vietnam, or by asking the certificate holder to provide information and evidence," the document of the Ministry of Education and Training stated.
After high schools received this document, many high schools in Hanoi and Ho Chi Minh City were very worried because candidates only knew how to take the exam and receive a valid foreign language certificate, but could not know whether the time and location of the exam were valid or not.
If we check again, candidates who were previously exempted from the exam and have to take the exam again will put them in a very disadvantageous situation both mentally and in terms of knowledge preparation for the exam. In particular, candidates who know they are exempted from the exam will be subjective and not focus on reviewing foreign languages while there are only more than 10 days left from now until the exam day.
Therefore, candidates and high schools all hope that the Ministry of Education and Training will have a plan to ensure candidates' rights as soon as possible.
Speaking to Thanh Nien after receiving this information, the leader of the Department of Quality Management said: the ministry is carefully considering and will have instructions in the direction of ensuring the rights of candidates, avoiding confusion and anxiety.
This person also agrees that the candidates are not at fault because they cannot know whether the location and time of the foreign language certificate exam are allowed or not.
According to Thanh Nien , the number of candidates using foreign language certificates to be exempted from the high school graduation exam is increasing. In Hanoi, in 2019, there were about 5,000 students with foreign language certificates used to consider high school graduation recognition; in 2020, about 7,000 students; in 2021, more than 10,000 students; in 2022, more than 13,000 students and this year, 15,991 students.
Nationwide, this year, the Ministry of Education and Training has not yet had specific statistics, but according to the Department of Quality Management, in the 2022 exam, about 35,000 students used international certificates to be exempted from the foreign language exam.
According to regulations of the Ministry of Education and Training, candidates who have one of the foreign language certificates (same or different from the foreign language they are studying at high school) that is valid until at least June 27 and achieves the minimum score for each type of certificate (for example, IELTS is 4.0) will be exempted from the foreign language exam.
When exempted from the foreign language high school graduation exam, candidates will be given 10 points in this subject to add to their high school graduation score. In case candidates do not register to use the right to be exempted from the foreign language exam, they must take the exam and be considered for high school graduation recognition like candidates who are not exempted from the exam.
In 2022, the Ministry of Education and Training issued a document requesting localities to check the conditions to ensure the organization of foreign language proficiency certificate exams according to the provisions of Circular No. 11/2022/BGDDT on joint organization of foreign language proficiency certificate exams in the locality. Organizations and individuals are only allowed to organize foreign language proficiency certificate exams when there is an approval decision or a decision to extend the joint organization of exams from the Ministry of Education and Training.
A series of units organizing foreign language certificate exams such as IELTS, Aptis, Cambridge (Starters, Movers, Flyers, PET, KET); HSK, HSKK certificates (international Chinese proficiency assessment); Nat-test (Japanese proficiency) ... have had to announce the postponement of organizing exams to complete procedures to request permission from the Ministry of Education and Training from September to November 2022.
From November 11, 2022 to present, the Minister of Education and Training has issued many decisions approving the resumption of foreign language certification exam organization for units.
