According to the project, the village and residential group model continues to be defined as a self-governing organization of the residential community, not an administrative level. In the immediate future, the number of existing villages and residential groups will remain the same.
After merging communes and wards and abolishing the district level, educational and health service units will remain the same. Secondary schools, primary schools, kindergartens, and commune health stations will be transferred to commune-level authorities for management. This policy aims to ensure health care for people at the grassroots level and enough schools and classes for students in communes and wards.
For other public service units, the Government will guide the streamlining of focal points, ensuring the provision of many basic and essential public services to people in the commune or inter-commune.
According to regulations of the Ministry of Home Affairs, villages are organized in communes, including hamlets, villages, hamlets, villages, buon, bon, phum, and soc; residential groups are organized in wards and towns, including residential groups, neighborhoods, blocks, quarters, and sub-regions.
By the end of 2021, the country had more than 90,000 villages and residential groups, including 69,500 villages and 20,900 residential groups. The country had 297,800 part-time workers in villages and residential groups.
Villages and residential groups are not an administrative level but self-governing organizations of residential communities sharing a common residential area in an area. Villages and residential groups operate on the principle of ensuring the self-governance of residential communities, complying with the direct state management of commune-level authorities and the leadership of the Party Committee; complying with the law, implementing village conventions (conventions); ensuring democracy, publicity, and transparency.
Each village has a village chief, each residential group has a residential group leader. If necessary, there is also a deputy village chief or a deputy residential group leader.
