Double the number of exam codes, organize separate exams for 2 groups of candidates

According to the Department of Quality Management, Ministry of Education and Training, regarding the exam questions, this year the high school graduation exam questions according to the 2018 general education program will be printed on an A3 sheet of paper. As for the two elective subjects that candidates choose from the remaining subjects studied in grade 12, including: Foreign Language, History, Physics, Chemistry, Biology, Geography, Economic and Legal Education, Information Technology, the number of multiple-choice test codes will increase to 48 codes per subject, double that of last year.

Candidates for the first exam will be given test codes from 1-24, and candidates for the second exam will be given test codes from 25-48. Candidates for both the first and second exams must arrive at the beginning of the exam. Candidates for the first exam will return to the waiting room and wait until the end of the exam before leaving. Candidates for the second exam will wait in the waiting room and go to the exam room when it is time to go to the exam room.

In addition to increasing the number of multiple-choice test codes, 2025 is also the first year to organize the high school graduation exam with 2 separate types of exam questions for 2 groups of candidates including independent candidates (who have not passed high school graduation or retake the exam to get university admission results) according to the 2006 General Education Program and candidates currently in grade 12 taking the exam according to the 2018 General Education Program.

According to Prof. Dr. Huynh Van Chuong, Director of the Department of Quality Management of the Ministry of Education and Training, the organization of the exam between the 2006 and 2018 general education programs will have some differences. Specifically, regarding the printing of exam papers, the number of multiple-choice exam papers of the 2006 general education program will be packed in each bag including 24 exam codes and printed on 4-5 A4 sheets while the 2018 program will only print enough for the number of candidates in the exam room.

Regarding the exam supervision, candidates who only take the second subject in the optional or combined exam must be present 10 minutes before the exam time for the 2006 program, while candidates studying the 2018 program must be present from the beginning of the session and wait in the waiting room. The time between 2 exams for the 2006 program is 10 minutes, while for the 2018 program it is 15 minutes.

With the organization of the exam according to the 2018 General Education Program, the number of exam rooms this year will increase compared to before because candidates register for many different elective subjects. Therefore, in principle, the exam room arrangement will be arranged according to the exam and elective subjects.

During the elective exam session, once the exam papers for a subject have been opened, all candidates who have registered for the exam in that room must take the exam immediately. In addition, in each exam session of the elective exam session, many different subjects can be tested in one room at the same time. Therefore, when arranging the exam rooms, it is necessary to avoid cases of printing missing papers, wrong papers, putting the wrong exam bags, or even wrong rooms; pay attention to increasing the number of waiting rooms at the exam sites.

Because the 2025 high school graduation exam has many new points in the way of organizing the exam for 2 groups of candidates, the complexity in arranging and organizing exam rooms for elective subjects, the Departments of Education and Training across the country all hope that the Ministry of Education and Training will soon have detailed and specific instructions. A representative of the Hanoi Department of Education and Training said that this year, the whole city has about 126,000 candidates registered to take the exam, an increase of about 17,000 candidates compared to 2024.

With the different nature of the exam organization between the two programs, the Department of Education and Training hopes to have more time to prepare for printing the exam papers. In addition, due to printing large quantities, machines and techniques may also have problems, so the Hanoi Department of Education and Training hopes that the Ministry of Education and Training will provide the exam papers 1-2 days earlier so that localities can prepare and handle any problems that may arise.

The representative of the Department of Education and Training of Ho Chi Minh City also proposed that the Ministry of Education and Training provide the exam questions early, especially prioritizing the early transfer of the exam questions of the 2018 program to avoid confusion with the exam questions of the 2006 program. In addition, the Ministry of Education and Training also needs to regulate the signs to distinguish the exam bags of the two programs to avoid printing the wrong questions, putting the exam questions in the wrong bags, bringing the exam questions to the wrong rooms, etc.

Dr. Le Viet Khuyen, Vice President of the Association of Vietnamese Universities and Colleges, shared the concerns and worries of localities in organizing elective exams in the 2025 High School Graduation Exam. According to Mr. Khuyen, to increase the number of exam codes to 48 in a subject with 2 exam sessions in the context of organizing the exam for the first time according to the 2018 General Education Program, it is necessary to build a large enough standardized question bank and prepare a suitable team of exam writers to avoid unnecessary errors in the exam writing process.

In addition, to avoid confusion and confusion for staff involved in printing and copying exam papers and invigilation, and to minimize possible fraud during the organization of optional exams, the Ministry of Education and Training needs to have detailed instructions and training, and disseminate information to exam invigilators as well as specific instructions for candidates taking the exam according to the 2018 General Education Program.

Deputy Minister of Education and Training Pham Ngoc Thuong affirmed that this is the first year of organizing the high school graduation exam according to the new general education program, organizing the exam for both candidates studying in the two programs, so it is necessary to provide thorough training on organizing exam sites, organizing exams, and grading exams. In particular, the printing and copying of exam questions is very important, requiring the Department of Quality Management to carefully study and advise to soon have specific and detailed instructions for the Departments of Education and Training.

The exam papers should also be handed over early, at least 2 days in advance, especially for localities with a large number of candidates such as Hanoi, Ho Chi Minh City, Nghe An... to have the best preparation. The leaders of the Ministry of Education and Training also noted that the Examination Councils of provinces and cities organize separate examination sites for groups of candidates taking the 2006 program, even if there is only one candidate registered, they must organize separate examinations and follow the regulations for candidates of this program.
