Building livable villages is an important goal in the process of implementing the National Target Program on New Rural Development. In particular, when the commune police force becomes a regular force, the security and order situation in the villages and hamlets is increasingly peaceful, contributing to supporting socio-economic development in rural areas.

Deputy Director of the Provincial Police, Colonel Nguyen Viet Anh said that, implementing Plan No. 322/KH-BCA-PV05, dated June 21, 2022 of the Ministry of Public Security on organizing the implementation of the emulation movement "The whole country joins hands to build new rural areas" in the People's Public Security force, period 2021-2025, the Provincial Police have seriously deployed many solutions to well implement criterion 19.2 on ensuring security and order (ANTT), towards building increasingly peaceful villages.
In order to promote the work of ensuring security and order in the construction of new rural areas, the police force has promoted propaganda in many diverse forms to raise awareness among the people, contributing effectively to the prevention and fight against crimes and social evils in rural areas. Local police have coordinated with departments, branches and organizations to distribute 69,510 leaflets, hang 4,703 banners, billboards, posters... on propaganda to ensure security and order in the construction of new rural areas.
In addition, the application of information technology in propaganda work on cyberspace through Facebook pages, Zalo... of police units and localities has been enhanced, sharing more than 41,500 articles and images; organizing 29,695 propaganda sessions on the grassroots radio system.
At the same time, training courses on propaganda skills and implementation of security and order criteria in building new rural areas in villages and hamlets were opened for 750 village and hamlet officials; helping key village and hamlet officials do a good job of mobilizing and propagating people to participate in and maintain security and order in rural areas.
In order to ensure security and order more and more deeply, the police force has proactively grasped the situation, closely coordinated with departments, branches, and organizations, proactively advised the Party Committee and the government to promptly resolve and stabilize points of conflicts and disputes related to site clearance work. Taking advantage of and promoting the role of religious dignitaries, officials, and prestigious people in the community to effectively participate in the process of building new rural areas.
Focus on effectively combating all types of crimes and social evils in rural areas, especially key areas with complicated security and order issues, while simultaneously launching many high-profile campaigns to attack and suppress crimes, eliminating complicated social order points and gathering places, especially on routes and areas bordering rural areas.
In particular, building and replicating models in the movement of the entire people protecting the national security and participating in building the new rural areas. The whole province has built 43 models at 531 locations. A typical example is the model "Buddhism participating in protecting the national security and joining hands to build the new rural areas" which was initiated in 2017 in Cam Lo district, up to now, 34 effective models have been developed, announced by the V05 Department - Ministry of Public Security for replication nationwide; the model "Clans without lawbreakers and social evils", first built in Dong Thanh ward, Dong Ha city with 6 clans, up to now, 175 effective models have been developed; the model "Security cameras" has been built in communes registered to reach the new rural and advanced new rural target.
Captain Nguyen Ngoc Hai, Chief of Cam Hieu Commune Police, said that the locality is effectively maintaining the model of "Clans without lawbreakers and social evils" in 15 clans in the commune; effectively managing, operating and exploiting the security camera model and 4 models of mass organizations.
In addition, build 2 new models of drug prevention and school violence in schools and a model of Green Environmental Enterprise and participate in ensuring security and order at Quang Tri Energy Pellet Factory.
The operation of the models has effectively prevented from a distance, while supporting the police force in the fight to prevent.
Since the beginning of the year, Cam Hieu commune police have detected and punished 18 cases of administrative violations/24 subjects, fined more than 30 million VND, committed not to re-offend; established educational records for 3 subjects at the commune, strictly managed 9 subjects illegally using drugs, 2 addicts, 1 subject after drug rehabilitation, compared to 2022, there were 7 fewer subjects illegally using drugs, 3 fewer addicts and 2 fewer subjects after drug rehabilitation; established records to propose applying measures to send 1 case to a reform school, and 1 case to a compulsory drug rehabilitation facility.
Deputy Director of the Provincial Police, Colonel Nguyen Viet Anh affirmed: "With the determination of the Provincial Police, the efforts and responsibility of local police, the security and order situation in rural areas is increasingly changing in a positive direction.
Crime and social evils in rural areas have been basically controlled, with the number of crimes decreasing by more than 6.5% each year. Every year, more than 85% of communes meet the security and order criteria.
