Provincial Social Insurance promotes pension payment through accounts

According to the report of the Social Insurance (SI) of Phu Tho province, as of July 31, 2024, Viet Tri city only reached 32.5% of pensioners and monthly social insurance benefits paid through bank accounts, lower than the average rate of the province (36%) and the whole country (60%).

Provincial Social Insurance promotes pension payment through accounts

Faced with this situation, the Party Committee and the Board of Directors of Phu Tho Provincial Social Insurance determined that it was necessary to focus on implementing cashless payment methods in Viet Tri. Since Viet Tri City Social Insurance merged with the Provincial Social Insurance since January 2020, the Provincial Social Insurance is now both the general director in the province and the direct focal point for organizing the implementation of social insurance and health insurance policies in the city.

The provincial Social Insurance has reported and advised the People's Committee of Viet Tri city to issue Document No. 2258/UBND-LD dated August 16, 2024 on continuing to promote the payment of pensions and monthly social insurance benefits without using cash. Accordingly, relevant departments, the police, post offices, banks, and People's Committees of communes and wards clearly define their positions, roles, and responsibilities, and are determined to implement and create favorable conditions for all classes of people, including beneficiaries of social insurance regimes, to access social security services conveniently, especially in the payment of pensions and social insurance benefits without using cash.

The provincial Social Insurance has organized 2 working groups led by the Deputy Director, the members are leaders of the Financial Planning Department, the Social Insurance Regime Department, and the Communications Department. The working groups include representatives of the Viet Tri City Police and the Viet Tri City Post Office. During 3 days from August 26-28, 2024, the 2 working groups visited 22 communes and wards in the city, discussed with ward leaders, local social workers and ward police leaders about the situation of people receiving monthly pensions and social insurance benefits through personal accounts at the grassroots level; at the same time, proposed specific and drastic solutions in the spirit of "only discussing, not retreating".

At the working sessions, the provincial Social Insurance provided the People's Committees of communes and wards with all communication materials on receiving monthly pensions and social insurance benefits through personal accounts; registration methods, implementation forms and a list of people receiving cash payments. Through discussions, representatives of both sides highly agreed on the implementation of allowing beneficiaries to register to receive social insurance benefits through accounts, thereby mobilizing the participation of the entire political system.

Specifically, the People's Committees of communes and wards will establish working groups to implement the establishment of non-cash payments, with the group leader being the leader of the People's Committee at the commune and ward levels; the deputy group leader being the leader of the commune-level police; members being police officers, social insurance officers, post offices, banks, area heads, party cell secretaries and inviting representatives of mass organizations to participate, and at the same time assigning specific targets to the groups and residential areas. Based on the list of people receiving monthly pensions and social insurance in cash provided by the social insurance agency, area heads and party cell secretaries will encourage beneficiaries to promote the role of exemplary party members in implementing the policies of the Party and the State, social insurance officers will coordinate with banks to support people in opening accounts, filling out necessary forms, etc.

Hopefully, with high consensus on working methods among relevant sectors and levels, the rate of people receiving monthly pensions and social insurance benefits through personal accounts in Viet Tri will increase significantly, commensurate with its position as a class I urban city.
