In order for low-income people to have their dream home, stabilize their lives, and ensure social security, in recent times, policy credit capital with many incentives has played an important role as a "support" to promptly meet people's capital needs to buy, rent-purchase social housing or build new, renovate, and repair houses.
Implementing Decree 100/2015/ND-CP (now Decree 100/2024/ND-CP) of the Government on the development and management of social housing, in recent times, the Vietnam Bank for Social Policies (VBSP) Quang Ninh branch has directed local VBSPs to actively coordinate with savings and loan groups, socio-political organizations, and the government to propagate; review, grasp, and confirm beneficiaries, creating favorable conditions for beneficiaries to access capital sources; promptly remove difficulties and obstacles... At the same time, advise the province and the central government to promptly allocate capital sources, thereby quickly disbursing capital support for people to build new, renovate, and repair houses.
Ms. Nguyen Thi Huong (Hiep Thanh area, Phuong Nam ward, Uong Bi city) said: Thanks to the loan from the Social Policy Bank, my family has more favorable conditions to develop production, send my children to school, and my family life has gradually stabilized. For many years, I have been a member of the Savings and Loan Group, so I have often been informed about social policy credit programs by the Farmers' Association and the Head of the Savings and Loan Group. Thanks to that, I have access to the policy credit program for loans to buy, rent-purchase social housing or build new, renovate, and repair houses. Once again, the policy credit capital is like a lifebuoy that helps my family determined to build a house. With the amount of 400 million VND borrowed, accounting for about 60% of the estimated value, with a loan term of nearly 17 years, my family has built a 2-storey house with an area of 134m2 . My family is extremely excited, assured to work, produce, do business, and develop the economy.
Along with that, the social housing project of the Bank Hill residential area is located in the territory of Hong Hai and Cao Thang wards with synchronous and modern technical infrastructure, construction scale of over 25,900m2 . has been opened for sale, 70% of the items have been completed, striving to hand over houses to people in the first quarter of 2025. In order to help people reduce financial burden, have their dream house, and stabilize their lives, the Bank for Social Policies, Quang Ninh branch, actively coordinates, guides the completion of documents, and timely disburses loans. To ensure that capital is used for the right purpose, facilitate people, and simplify procedures, this loan amount is transferred by the bank to the investor in installments according to the progress of the project. The maximum loan term is 25 years from the date of disbursement of the first loan. The maximum amount is up to 80% of the apartment value. The lending interest rate under the poor household lending program is 6.6%/year. Up to now, the Bank for Social Policies, Quang Ninh branch, has disbursed loans to 69 households to buy social housing with a total approved amount of over 13.3 billion VND.
Ms. Ly Thi Hien (office staff of the Young Entrepreneurs Association of Quang Ninh province) said: I am a low-income earner, do not have a house, and have to rent a room. When the social housing project in the Bank Hill residential area was implemented, I was able to buy an apartment with an area of 70m2 , over 1.1 billion VND. Not only was I able to buy a house, I was also given a loan of 500 million VND by the Bank for Social Policies, Quang Ninh branch, to pay. This is a significant amount of money for low-income earners, reducing financial burdens and stabilizing life.
Ms. Vu Thi Ngoc Bich, Director of the Bank for Social Policies, Quang Ninh branch, said: The program of lending to low-income people to buy, lease-purchase social housing or build new, renovate, or repair houses according to Decree 100/2015/ND-CP is an important social security program. Therefore, the bank always prioritizes capital sources to disburse loans to promptly meet the needs of low-income people, helping them settle down, find jobs, stabilize their lives, contribute to attracting workers, improve the quality of human resources, and develop the local socio-economy.
