Accordingly, former Defense Minister Sergei Shoigu said that at one point the country was ready to abandon attacks on Ukraine's energy facilities, but the reaction of the Eastern European country's government to this proposal surprised Moscow.
Mr. Shoigu mentioned the efforts to negotiate with Kiev on both sides abandoning attacks on energy facilities, including nuclear power, which took place shortly before the Ukrainian army entered the Kursk region.
According to the Secretary of the Russian Security Council, this idea was put forward by Türkiye, which acted as an intermediary. The proposal also included not attacking civilian ships in the Black Sea.
Russian President Vladimir Putin agreed with the proposal, saying: “Yes, let's make this decision.”
However, Mr. Shoigu noted, Ukraine refused to accept the proposed conditions, which surprised President Putin.
Only after the attack by the Armed Forces of Ukraine (VSU) on the Kursk region and the attacks on the Kurchatov nuclear power plant did Moscow understand the reason for the refusal, which was the Eastern European country's attempt to force Russia to negotiate on Kiev's terms.
Previously, President Putin stated that Russia does not refuse peace negotiations, but the conditions must be based on the document that was preliminarily agreed in Istanbul (Türkiye) in 2022, and not on any far-fetched demands.
Also on September 10, Mr. Shoigu met with Chinese Foreign Minister Wang Yi in St. Petersburg. Here, the Chinese official said that the Chinese government always has an "objective and fair" view on the Ukraine conflict and will contribute to the rapid resolution of this crisis through peaceful means.
On the same day, US Secretary of State Antony Blinken said that President Joe Biden is scheduled to meet with British Prime Minister Keir Starmer on September 13 in Washington DC, discussing military support for Ukraine and the potential consequences for relations with Russia if the conflict escalates.
One of the main topics will be discussion of the possibility of allowing the Ukrainian Armed Forces (VSU) to carry out strikes deep into Russian territory with long-range weapons, something Moscow warns would draw the West into the conflict and invite retaliation.
