According to the announcement, the restructuring process will be completed on July 1, meaning that USAID will officially cease operations.

The Trump administration has repeatedly accused USAID of mismanaging American taxpayer dollars and funding foreign programs that do not directly benefit the United States.
Many USAID experts and staff have objected, arguing that despite its limitations, the agency plays an important role in humanitarian relief and strengthening America's soft power around the world.
In the first weeks after taking office in January, the Trump administration sought to dissolve USAID and freeze nearly all foreign aid while it reviewed the programs.
Since then, thousands of USAID employees have been laid off or forced to leave, and billions of dollars in aid contracts have been canceled. As of last week, USAID had fewer than 900 employees, according to another notice to Congress.
USAID’s rapid downsizing has led to numerous lawsuits from aid organizations and agency employees, with some employees reporting that they have struggled to return from overseas assignments without reimbursement.
In an internal memo to remaining USAID employees, Jeremy Lewin, a representative of the US Department of Government Efficiency (DOGE) and a senior USAID official, said the move would "significantly improve the efficiency, accountability, consistency, and strategic impact of the implementation of foreign assistance programs - allowing the nation and the President to have a unified voice on foreign affairs."
