On February 22, the Investigation Security Agency of Hau Giang Provincial Police initiated a case, prosecuted and detained Le Phuoc Nhan (Director of the Land Registration Office, Department of Natural Resources and Environment of Hau Giang Province) to investigate the crime of Abusing position and power while performing official duties.
On the same day, the police also searched the residence and workplace of the defendant Nhan.
Initial information, Ha Liem Company Limited (located in Can Tho City) won the auction for land use rights with an area of 3,500 m2 with an auction price of 8.5 billion VND.

The entire area is commercial service land, belonging to the remaining land fund of the residential area project on both sides of Tay Song Hau Street (Ward 5, Vi Thanh City); the method of land lease by the State is to pay the rent once for the entire lease period, with a term of use of 50 years.
However, after being allocated land and granted a certificate of land use rights, house ownership rights and assets attached to the land, Ha Liem Company Limited did not build the headquarters as committed during the auction.
Instead, Ha Liem Company Limited signed a contract to transfer land use rights to Phuong Nam Construction and Transportation Exploitation Joint Stock Company (abbreviated as Phuong Nam Company, headquartered in Ho Chi Minh City) for 9 billion VND in October 2021.
After receiving the transfer documents, in November 2021, Mr. Le Phuoc Nhan signed to adjust the certificate of land use rights, house ownership rights and assets attached to the transferred land to Phuong Nam Company without consulting the People's Committee of Hau Giang province.
After that, Phuong Nam Company mortgaged the land use right certificate to the bank and received a disbursement of 12 billion VND.
Through inspection, the Inspectorate of the Department of Natural Resources and Environment of Hau Giang province discovered that the transfer had signs of violating the law, so the case file was transferred to the Hau Giang Provincial Police.
The Investigation Security Agency of Hau Giang Province Police determined that Mr. Le Phuoc Nhan's signing of the adjustment to transfer the above land use rights was not in accordance with the assigned tasks, violating the provisions of the law on land management and use, causing serious consequences.
