Natural disasters cause damage of nearly 19,500 billion VND in 2022

On June 5, in Cua Lo Town, Nghe An Province, the Department of Dyke Management and Natural Disaster Prevention organized a Conference of Chairmen of District People's Committees of provinces and cities with dykes from level III to special level in 2023 with 500 delegates participating.

The conference aims to thoroughly grasp the direction of the Prime Minister and the Minister of Agriculture and Rural Development, the key tasks of dike management, natural disaster prevention and control in 2023; exchange and discuss to remove difficulties and obstacles, promote good initiatives and experiences in the implementation process.

In his opening speech, Deputy Minister of Agriculture and Rural Development Nguyen Hoang Hiep emphasized that in 2022, natural disasters killed or left missing 175 people, causing economic damage of nearly VND19,500 billion.

To ensure the safety of the dike system, the Chairman of the District People's Committee plays a very important role, being the direct command to prevent, stop and handle violations as soon as they occur; directing the organization of patrols, guards, detecting and handling incidents that threaten the flood safety of the dike from the first hour.

According to Deputy Minister Nguyen Hoang Hiep, the reality of work shows that where the leaders of the district-level People's Committees have experience, have a firm grasp of the legal regulations on assigned responsibilities, pay attention to directing, closely urging, resolutely and systematically organizing implementation, the work of managing, protecting and protecting dykes against floods is well implemented, violations of the law on dykes rarely occur; dyke routes are ensured to be safe against floods, minimizing damage caused by natural disasters.

Regarding this, Mr. Pham Duc Luan, Director of the Department of Dyke Management and Natural Disaster Prevention and Control, said that in 2022, 125 billion VND was allocated to support localities in urgently handling dike incidents; in 2023, 123 billion VND will continue to be allocated.

However, the country currently has 2,741 km of dykes from level III to special level; of which there are 288 critical points. Therefore, if there is a big flood or unusual rain, there will definitely be an incident. When a dyke breaks, the damage is huge, not only to people but also to infrastructure, export processing zones, and industrial zones. Therefore, protecting dykes means protecting people's lives and property.

According to Mr. Pham Duc Luan, to ensure the safety of the dike system in localities, in the coming time, the provinces need to organize working groups to directly inspect and direct flood prevention and control work; urge localities to review and be ready to deploy dike protection plans when there are floods and storms; organize technical training conferences on dike protection, flood and storm prevention and control for specialized dike management forces in 21 provinces and cities with dikes from level III to special level.

Provinces need to develop and disseminate technical documents on dike incident handling and dike protection; organize inspections of the preparation of materials, forces, means, techniques, command and two-way information to promptly fill in any shortcomings and problems; provide professional training for forces participating in dike protection, especially patrol, guard, shock troops and the army.

It is expected that there will be 11-13 storms in the last 6 months of 2023.

Speaking at the conference, Mr. Hoang Van Dai, Deputy Director of the National Center for Hydro-Meteorological Forecasting, said that in the last 6 months of 2023, the weather situation will be unusual, with about 11-13 storms and tropical depressions in the East Sea and 5-7 storms affecting the mainland.

Storms are more active from August to October and gradually decrease from November 2023. Regarding rain and floods, the flood peaks of rivers in the North are at alert levels 1-2, especially small rivers and streams from alert levels 2-3, concentrated from July to September; the flood peaks of main rivers from Thanh Hoa to Ha Tinh, Binh Thuan are at alert levels 1-2, some rivers are above alert level 2; rivers from Quang Binh to Ninh Thuan and the Central Highlands are at alert levels 2-3. Risk of flooding in urban areas, flash floods, landslides in provinces in the mountainous regions of the North and Central regions.

Regarding Nghe An province, Mr. Nguyen Van De, Vice Chairman of the Provincial People's Committee, informed that the province has a large dike system of nearly 500 km, the dikes have played an effective role in preventing floods on rivers, preventing storm surges on sea dikes, protecting the lives and property of nearly 2 million people and 260,000 hectares of residential land, industrial and agricultural production land.

The dikes have limited the damage caused by natural disasters, contributing to economic development and socio-political stability. In addition to flood control, these dikes also serve as important traffic routes in the region; the dike surface and dike foundation are combined to form national highways, district roads, inter-commune and inter-hamlet roads, and roads serving people's agricultural production.

According to Mr. Nguyen Van De, in the political system, the authorities at all levels of Nghe An province always consider natural disaster prevention and control a regular and important task of the Party Committee and government.

In recent years, despite the complicated developments in natural disasters, the province has always proactively developed prevention and control plans and implemented them as soon as possible with the motto "proactive prevention, timely response, urgent and effective remediation; in which prevention is the main focus".

In the coming time, the province hopes to continue receiving attention and support from the Government, ministries and central branches in the work of responding to, preventing and overcoming the consequences of natural disasters, as well as in other areas to help Nghe An develop comprehensively and sustainably. The Ministry of Agriculture and Rural Development is interested in allocating funds to complete the Luong Yen Khai dike (Thanh Chuong district).

In addition, at the conference, many presentations by leaders of the Irrigation Department, Chairmen of District People's Committees in localities such as Nam Dinh, Thai Binh, Thanh Hoa, Nghe An, Hai Duong, etc. exchanged lessons learned, good practices, shared existing problems and limitations that need to be removed and resolved to maintain the safety of the dike system in the face of increasingly extreme and fierce storms and floods, in order to ensure the safety of people's lives and property and the State against natural disasters.
