On October 11, Mr. Dang Hoang Vinh - Project Management Director, Expressway Management Board (under the Can Tho City Construction Investment Project Management Board) - investor of component project 2 of Chau Doc - Can Tho - Soc Trang Expressway said that consulting units of the mine management enterprise have exploited and drilled to survey the reserves of An Nhon sand mine (Cai Be district) and two mines Ngu Hiep 1, Ngu Hiep 2 in Cai Lay district. At the same time, they have prepared a project and submitted a dossier requesting recognition of reserves.

"The enterprise managing the three sand mines has also committed to submitting a complete environmental impact assessment to the Department of Natural Resources and Environment of Tien Giang province by October 21. If all goes well, Tien Giang province will issue a confirmation at the end of this month," said Mr. Vinh.

In early July, after working sessions, Tien Giang province committed to supporting Can Tho city with sand resources from three mines: An Nhon (Cai Be district) with an estimated reserve of more than 900,000 m3; two mines Ngu Hiep 1 and Ngu Hiep 2 in Cai Lay district with an estimated reserve of more than 1.24 million m3 and nearly 2.6 million m3, respectively. The total initial estimated reserve of the three mines is about 4.7 million m3.

Up to this point, after reviewing reserves, the volume of sand in these mines has changed.

Specifically, the mines have measured the riverbed topography, drilled and are preparing a reserve review report. Of which, An Nhon mine has an estimated actual reserve of about 400,000m3; Ngu Hiep 1 mine has an actual surveyed reserve of about 1.3 million m3 and Ngu Hiep 2 has a reserve of about 1 million m3.

Thus, the total reserves of the three sand mines after the survey are about 2.7 million m3, a decrease of 2 million m3 compared to the initial estimate of 4.7 million m3. This difference is because the initial estimate is the result of a survey many years ago.

Component 2 project requires about 7 million m3 of sand for filling. Construction started on June 17, 2023. After nearly 10 months of waiting for sand, it was not until mid-April 2024 that the project began to have sand from the mine on Tien River in Binh Phuoc Xuan commune, Cho Moi district, An Giang province.

This sand mine has reserves sufficient to build the highway, about 2.3-2.4 million m3. The remaining sand shortage is about 4.7 million m3 and Tien Giang province is expected to meet this number. However, with the above survey results, the project will still have to find additional sources for the remaining 2 million m3 of sand.

Meanwhile, two months ago, the sand mine in Binh Phuoc Xuan commune shared 700,000m3 for the Can Tho - Ca Mau expressway project, reducing the daily sand supply capacity for component 2 of the project by more than 50%. Currently, the investor has proposed that the An Giang Provincial People's Committee arrange and transfer this volume of sand this year.

Since the sand exploitation at Binh Phuoc Xuan mine started in mid-April 2024, about 1 million m3 of sand has been brought to four bid packages of component project 2. After a long period of "standing still", the project has "turned around" to speed up and regain progress.

As of early October, the construction volume of four main construction packages reached over 11.61% (two months ago it was 7.05%). Specifically, package 11 reached 10.81%; package 12 reached 8.89%; package 13 reached 20.10% and package 14 reached nearly 9%.

Specifically, the main roadbed excavation packages reached 28.5/30km; service roads and service roads reached 37/39km.

Of the 30 bridges on the route, which is over 7.2km long, 25/30 have been completed, and the remaining 5 bridges will be completed this year. According to the investor, the project is expected to reach 20% of its volume by the end of 2024, and contractors are working hard to achieve this result.

The Chau Doc - Can Tho - Soc Trang Expressway Project Phase 1 is over 188km long, passing through four provinces and cities: An Giang, Can Tho, Hau Giang and Soc Trang. The scale of Phase 1 includes four lanes, with a design speed of 100km/h. The total investment of the project is about 44,700 billion VND.

The project is expected to be basically completed in 2026 and put into operation in 2027. In the final phase, the project will be invested with a scale of 6 expressway lanes and a cross-section of 32.25m.

The project consists of four component projects, which will start construction simultaneously on June 17, 2023. Of which, component project 1 in An Giang province and Can Tho city, is more than 57km long, with a total investment of an estimated VND 13,800 billion.

Component project 2 is located in Can Tho, with a length of more than 37km and a total investment of more than 9,700 billion VND.
