Since 2018, the People's Committee of Trieu Phong district and the People's Committee of Quang Tri province have repeatedly proposed to the Ministry of Transport to connect 14 routes in Ai Tu town with National Highway 1 to create convenient and smooth traffic to serve socio-economic development and expand urban space. However, up to now, this issue has not been resolved.
Road "jams", people and businesses face difficulties
Tran Phu Street, a wide, beautiful, flat asphalt road connecting the center of Ai Tu town with An Mo bridge, has been basically completed, but the dozens of meters of the intersection with National Highway 1 are still littered with sand and gravel, with no clear shape.
“This section cannot be constructed because the authorities have not yet allowed the connection of Tran Phu Street with National Highway 1. This reality causes many difficulties and dangers for people's travel as well as urban order and beauty,” said an official from the Economic - Infrastructure Department of Trieu Phong district accompanying the reporter.
Present in this area, we noticed that many people wanting to go from Tran Phu Street to National Highway 1 or vice versa had to go very slowly to cross the temporary road, a pile of gravel blocking the path to prevent vehicles from passing, then crossing the sidewalk was very difficult and dangerous.

Due to work conditions, Mr. Ho Van Xuan travels from his home in Trieu An commune to Ai Tu town almost every day. On his journey, every time he passes through this area, Mr. Xuan is very worried.
“Tran Phu Street is spacious, but the section connecting to National Highway 1 has not been completed yet, causing many difficulties and potential risks of accidents for people. I hope the government will soon complete this section so that people can travel conveniently and safely,” Mr. Xuan suggested.
Not far from Tran Phu Street is Nguyen Phuc Nguyen Street, the main road connecting National Highway 1 with Dong Ai Tu Industrial Park. This industrial park currently has many businesses operating, the largest of which is Hoa Tho Trieu Phong Garment Factory. With about 1,200 workers, the number of motorbikes of workers going to work and cars transporting raw materials, products... coming in and out every day is very large, so the fact that Nguyen Phuc Nguyen Street has not been completed to connect with National Highway 1 has caused many difficulties for this business.
“At many times of the day, trucks carrying goods in and out of the factory have difficulty moving, taking a lot of time, and when workers go to work or get off work, traffic jams occur, which can easily lead to collisions and traffic accidents. If the traffic infrastructure is smooth and safe, businesses operating in this industrial cluster will produce and do business smoothly and effectively, and workers will feel more secure at work,” said Phan Ngoc Hung, Director of Hoa Tho Trieu Phong Garment Factory.

“Since 2018, the District People's Committee and the Provincial People's Committee have worked with relevant agencies and units many times and proposed that the Ministry of Transport consider resolving this issue, but so far there has been no progress. This reality has greatly affected people's travel, business operations, and the expansion of urban space and aesthetics,” said Hoang Thi Hong Hue, Head of the Economic - Infrastructure Department of Trieu Phong District.
What is the cause?
Based on the proposal of Trieu Phong District People's Committee, on July 31, 2018, Quang Tri Provincial People's Committee sent a document to the Ministry of Transport on the agreement on the planning of connecting 14 routes in Ai Tu town to National Highway 1.
Following the direction of the Ministry of Transport, on September 5, 2018, the Vietnam Road Administration sent an official dispatch to the Provincial People's Committee on this issue, requesting that the planning dossier for connection points to National Highway 1 must have the opinion of the directly managing road department, written opinion of the BOT project investor on traffic safety, impact on the structure of the project, toll collection and other related issues.
Following the direction of the Provincial People's Committee on assigning the People's Committee of Trieu Phong district to complete the dossier as required by the Directorate for Roads of Vietnam, on September 27, 2018, the District People's Committee worked with representatives of the leaders of the Department of Road Management II, the Department of Road Management II, the Department of Transport of Quang Tri and Truong Thinh Group Joint Stock Company (the enterprise investing in the construction of National Highway 1 from Km 741+170 to Km 756+705 and expanding National Highway 1 from Dong Ha City to Quang Tri town) on related contents and conducted a field survey, and at the same time made a working record as a basis for the Department of Road Management II and Truong Thinh Group Joint Stock Company to send a document to the Directorate for Roads of Vietnam for consideration and consultation with the Ministry of Transport to agree on the planning of connecting the above 14 routes to National Highway 1.
On October 4, 2018, the Road Administration Department II sent a document to the Provincial People's Committee and the Vietnam Road Administration on the above issue, in which they basically agreed to the connection planning. On November 7, 2018, Truong Thinh Group Joint Stock Company sent a document to the Provincial People's Committee and the Vietnam Road Administration, in which it clearly stated that it did not agree to add the connection planning of the above 14 routes to National Highway 1 due to the impact on traffic safety, construction structure and the investor's ability to recover capital because vehicles avoid BOT toll stations.
Head of the Economic - Infrastructure Department of Trieu Phong district, Hoang Thi Hong Hue, said: Since then, there has been no progress, although in 2020, the People's Committee of Trieu Phong district continued to issue a document confirming that 12/14 routes in Ai Tu town proposed to connect to National Highway 1 were formed before the project to expand National Highway 1 from Dong Ha city to Quang Tri town was assigned by the Government to Truong Thinh Group Joint Stock Company for investment in the form of BOT. At the same time, she affirmed that the reason why Truong Thinh Group Joint Stock Company has not agreed to add the planning to connect the above 14 routes to National Highway 1 is not satisfactory, hindering the socio-economic development of the district in general, Ai Tu town in particular, and increasing the risk of traffic accidents.
Recently, at the 26th session of the 8th Provincial People's Council, which took place on July 11-12, 2024, this issue continued to be "hot" at the question and answer session. Explaining further the reason why these 14 routes have not been connected to National Highway 1, Director of the Department of Transport Tran Huu Hung said: According to the response document of the Road Management Department II, in order to connect to National Highway 1, the routes must be included in the planning. Trieu Phong district has included 14 routes in the planning and approved by the Provincial People's Committee. However, in the connection planning, it is necessary to use road corridors, ensure traffic safety conditions, have lighting at night, and have clean land to be able to connect.
From the above issues, it can be seen that the time when 14 routes in Ai Tu town will be connected to National Highway 1 is still undetermined.
To promote socio-economic development, facilitate and ensure safety for people's traffic and business activities in Trieu Phong district as well as neighboring localities, it is necessary for authorities at all levels and functional agencies to have more timely and effective solutions to soon connect 14 routes in Ai Tu town to National Highway 1.
