According to Article 8 of the Law on Dissemination and Education of Law 2012, November 9 of each year is the Law Day of the Socialist Republic of Vietnam. The Law Day of the Socialist Republic of Vietnam, November 9 (Vietnam Law Day) has an important meaning in affirming the supreme position of the Constitution and law in social life.
2023 is the 11th year the whole country has responded to Vietnam Law Day with many exciting, practical and effective activities. On this occasion, Deputy Minister of Justice Nguyen Thanh Tinh, Vice Chairman of the Central Council for Coordinating the Dissemination and Education of Law, had an exchange with the press about this content.
Vietnam Law Day is increasingly entering life
Reporter (PV): After 11 years of implementation, how does the Deputy Minister evaluate the effects of Vietnam Law Day?
Deputy Minister Nguyen Thanh Tinh: In the process of national renewal, especially in the current period, strengthening the role and effectiveness of the Constitution and laws is an objective necessity and an urgent requirement. "Respecting the Constitution and laws" is the core element of the Socialist rule of law State and is a fundamental element to realize the goal of a rich people, a strong country, a democratic, equitable and civilized society. Building a Socialist rule of law State requires our State to build a legal system that is democratic, equitable, humane, complete, synchronous, unified, timely, feasible, public, transparent, stable and accessible, paving the way for innovation, sustainable development and a strict and consistent law enforcement mechanism, creating new momentum for the country's rapid and sustainable development.

Building a socialist rule-of-law state can only be successful when the provisions of the Constitution and laws are strictly observed, gradually becoming the intrinsic needs of each person. Therefore, legal awareness can be considered an ideological premise for consolidating and developing the legal system, the basis for building and perfecting a socialist rule-of-law state. Ensuring respect for the Constitution and laws is one of the key tasks identified in Resolution No. 27-NQ/TW dated November 9, 2022 of the Central Executive Committee on continuing to build and perfect the socialist rule-of-law state of Vietnam in the new period.
Article 8 of the Law on Dissemination and Education of Law defines the organization of Vietnam Law Day to honor the Constitution and law, educate people in society about the rule of law, contribute to improving the effectiveness of law-making and law enforcement, thereby realizing the goals and tasks in Resolution No. 27-NQ/TW.
Since 2013, activities in response to Vietnam Law Day have been carried out annually with appropriate themes and many highlights; building awareness of respect for the Constitution and law, arousing beliefs, feelings, and attitudes in accordance with the law. It can be affirmed that the implementation of Vietnam Law Day has increasingly entered life and become an annual political and legal activity, organized and implemented seriously and in a systematic manner; attracting the attention of the whole society, widely spreading the spirit of respect for the Constitution and law, making an important contribution to the cause of building and perfecting the Socialist Republic of Vietnam. Vietnam Law Day has become an event of profound educational significance to raise awareness, consciousness, responsibility for implementing and protecting the Constitution and law, using the law to protect and ensure human rights and civil rights.
Based on the results of the 10-year review of the implementation of Vietnam Law Day, in 2023, the Central Council for Legal Education and Dissemination has proactively guided and urged ministries, branches and localities to organize the implementation with the goal of being organized at all levels and branches and attracting the participation and active response of the people. At that time, Vietnam Law Day will become a festival to recognize and remind the awareness of respecting the Constitution and the law - the requirement and goal of Resolution No. 27-NQ/TW.
Law Day has created a strong attraction and spread in society.
PV: Mr. Deputy Minister, the highlight of this year's Vietnam Law Day is the organization of the 4th National Excellent Mediator Competition and the 2nd "Legal Exemplar" Selection and Honoring Program. What is the significance and influence of these activities, sir?
Deputy Minister Nguyen Thanh Tinh: As the standing agency of the Central Council for Legal Dissemination, the Ministry of Justice has developed a comprehensive plan to organize and implement Vietnam Law Day 2023, including two key events: the 4th National Excellent Mediator Competition and the 2nd "Legal Exemplar" Selection and Honoring Program. With the requirements and practical significance of responding to Vietnam Law Day, relevant units of the Ministry of Justice have been proactive, creative, and responsible in implementation.

The 4th National Excellent Mediator Competition was organized by the Central Council for Legal Education and Training to raise public awareness of the position, role and significance of mediation work at the grassroots level; to commend, honor and create a forum for exchanging and sharing experiences, improving legal knowledge and mediation skills for the mediator team. Each province and centrally-run city enthusiastically organized the competition from the grassroots level and selected 01 team to participate in the National Competition. The National Competition consists of 02 rounds: Regional Round and National Round. The regional round was organized in three regions with the participation of 63 teams, 250 outstanding mediators representing more than 500,000 mediators nationwide. Through the Regional Rounds, the Organizing Committee selected the 14 best teams from each region to enter the National Round, including: Ba Ria - Vung Tau, Dak Lak, Dong Nai, Dong Thap, Hanoi, Ha Tinh, Hai Phong, Nghe An, Ninh Binh, Tay Ninh, Thai Nguyen, Thanh Hoa, Ho Chi Minh City, Vinh Phuc. On November 8, 2023, the National Round of the 4th National Excellent Mediator Competition was held in Hanoi. The Closing and Award Ceremony of the Competition was broadcast live on VTV1.
Along with the Competition, the Program to honor "Legal Exemplars" is an activity directed by the Ministry of Justice and assigned to the Vietnam Law Newspaper to organize on the evening of November 1, 2023 to commend and honor outstanding individuals in the work of building and enforcing the law, thereby spreading good images, heroic examples, and sacrifices of citizens and officials, civil servants in the cause of building the Socialist Republic of Vietnam; improving the effectiveness of legal dissemination and education, spreading the spirit of respect for the Constitution and the law.
It can be affirmed that the activities in response to Vietnam Law Day 2023 in general, the organization of the 4th National Excellent Mediator Competition and the 2nd "Legal Exemplar" Voting and Honoring Program in particular have created attraction, inspiration and strong spread in society. Through the activities in response to Vietnam Law Day, a widespread legal activity has been created, attracting the attention of many people, thereby raising the understanding, awareness of respect and compliance with the law of everyone in society.

Reporter: Could you please tell us what solutions the Ministry of Justice will focus on implementing in the coming time to improve the effectiveness of legal dissemination and education work and continue to effectively implement Vietnam Law Day?
Deputy Minister Nguyen Thanh Tinh: To improve the effectiveness of legal dissemination and education work as well as organize Vietnam Law Day nationwide, the Ministry of Justice has identified a number of major orientations to focus on implementing in the coming time, specifically:

Firstly, promote the role of the Coordination Council for Legal Dissemination at all levels in directing and guiding the work of legal dissemination; continue to raise awareness of each citizen about the position, role and significance of the Constitution and laws. Responding to Vietnam Law Day needs to closely follow and concretize the Party's guidelines and policies, the State's policies and laws, focusing on Resolution No. 27-NQ/TW of the Party Central Committee on continuing to build and perfect the Socialist Republic of Vietnam's rule of law state in the new period; Conclusion No. 80-KL/TW dated June 20, 2020 of the Secretariat on continuing to implement Directive No. 32-CT/TW dated December 9, 2003 of the Secretariat on strengthening the Party's leadership in legal dissemination and education work, raising awareness of law observance among cadres and people; effectively implement Decision No. 238-QD/TW dated September 30, 2020 of the Secretariat promulgating the Regulation on coordination between propaganda departments at all levels and state agencies at the same level in law enforcement, implementing socio-economic development plans, resolving outstanding issues of public concern to achieve the goal of "by 2030, respect for the Constitution and the law will become the standard of conduct for all subjects in society".
Second, continue to innovate and diversify the content and forms of legal dissemination, enhance the application of information technology, and digital transformation in legal dissemination with the direction that the state creates mechanisms, policies, and tools for people to easily access and learn about the law. At the same time, focus on organizing "early and remote" communication of policies that have a great impact on society in the process of developing legal documents according to Decision No. 407/QD-TTg dated March 30, 2022 of the Prime Minister approving the Project "Organizing communication of policies that have a great impact on society in the process of developing legal documents for the period 2022 - 2027" to create consensus in society for the policies in the draft documents, creating favorable conditions for organizing law enforcement after the documents are issued. At the same time, effectively implement Project 977 of the Prime Minister on enhancing people's access to law to facilitate people in proactively learning and enforcing the law. Organize the implementation of Vietnam Law Day in the direction of linking legal dissemination and education with law making and enforcement, suitable for each subject and locality; with the implementation of political and professional tasks of each agency, unit, and locality; orienting legal dissemination and education to the grassroots, taking people as the center. Promote the role of media, press, cultural institutions, grassroots information, visual propaganda; focus on organizing policy dialogues, legal advice, and legal aid in response to Vietnam Law Day.
Third, regularly provide legal knowledge and legal dissemination skills to cadres working in legal dissemination from central to grassroots levels, especially legal reporters and propagandists, and mediation skills for mediators. Cadres, civil servants and public employees must be responsible for proactively learning and setting an example in law enforcement; at the same time, mobilize and encourage citizens to learn, use and comply with the law. After the 4th National Excellent Mediator Competition, it is recommended that localities continue to pay attention to improving the quality and effectiveness of mediation work at the grassroots level, focusing on skillful mass mobilization in organizing law enforcement and mediation work at the grassroots level. At the same time, carry out assessment and recognition of communes that meet legal access standards to ensure substance and effectiveness, associated with the implementation of the movement to build new rural areas and advanced new rural areas, taking the results of people's benefits as the implementation goal in the spirit of "people know, people discuss, people do, people check, people supervise, people benefit".
Fourth, strengthen coordination between agencies and organizations in disseminating legal knowledge and responding to Vietnam Law Day. Judicial agencies and legal organizations need to promote their leading role, proactiveness and creativity in advising on implementation. Responding to Vietnam Law Day does not stop at honoring and taking place during the peak week, but more importantly, this is a regular, daily activity so that every day of the year is a day of law enforcement.
Fifth, promote the mobilization of social resources to participate in legal dissemination and education, responding to Vietnam Law Day; promote the role of schools, law research and training institutions, professional legal social organizations, and legal practice organizations in responding to Vietnam Law Day. Focus on inspection, supervision, interim and final reviews of implementation; build and replicate effective and practical legal dissemination and education models, responding to Vietnam Law Day, targeting specific groups of people; pay attention to rewarding and honoring collectives and individuals with outstanding achievements in the work of building, disseminating and enforcing the law.
