The Provincial People's Council's Legal Committee supervises in Kim Son district

On the afternoon of October 3, at the People's Committee of Kim Son district, the Supervisory Delegation of the Provincial People's Council's Legal Committee supervised the implementation of legal regulations on disaster response, prevention, search and rescue, and building a movement for the entire people to participate in protecting national sovereignty and border security.

Attending the meeting were members of the Supervisory Delegation, leaders of Kim Son District People's Committee, representatives of the Provincial Border Guard Command, Squadron 2 - Provincial Border Guard, and Kim Son Border Guard Station.

In recent times, Kim Son district has coordinated with the Border Guard force stationed in the area to firmly protect the sovereignty of the sea; maintain security, order and social safety in accordance with the Law on National Borders; Law on the Sea of ​​Vietnam; Law on Vietnam Border Guard and related legal documents.

Direct the District Military Command to coordinate with Kim Son Border Guard Station, Squadron 2 - Provincial Border Guard to regularly review and evaluate civilian vessels mobilized to participate in protecting sea sovereignty according to regulations. Currently, the district has 6 vessels operating offshore, of which 3 are registered and ready to mobilize to participate in the struggle to protect sea and island sovereignty.

Every year, communes and towns have organized well propaganda, cultural, artistic, sports, etc. activities to celebrate the National Border Guard Day.

The Border Guard force stationed in the district has coordinated with communes and towns in the coastal border area to build a model of "Self-managed hamlets for security and order" in hamlet 5, Kim Dong commune and hamlet 4, Kim Trung commune, Kim Son district; "Self-managed teams for security and order" in the alluvial area, Con Noi; "Safe boat teams"; safe boat anchorages in Cua Day and Cua Lach Can areas and information teams at sea.

In addition, the Party Committees of communes and towns in the coastal border area have effectively implemented the Program of coordination with the Party Committee of Kim Son Border Guard Station in leading the implementation of Border Guard tasks. Thereby, promoting the role of cadres and people in the coastal border area in performing the task of protecting the sovereignty of the sea, maintaining political security, and social order and safety in the area.

Disaster prevention, search and rescue work in the district has been seriously and promptly implemented, meeting the requirements of protecting the lives and property of the people and the State. Every year, the district has proactively developed plans, organized coordination with forces, and is ready to carry out tasks of responding to and overcoming natural disasters, catastrophes, climate change, and epidemics; regularly inspecting, maintaining, and repairing vulnerable points of flooding, dykes, embankments, and culverts, etc.

Direct all levels, sectors and people to proactively prepare human resources, materials, equipment and means according to the "4 on-site" motto to promptly respond to incidents, natural disasters, catastrophes, climate change and epidemics to minimize the loss of life and property of the State and people.

At the monitoring session, members of the monitoring delegation requested the District People's Committee and the Provincial Border Guard Command to clarify a number of issues related to budget allocation for activities: protecting sovereignty over seas and islands; natural disaster prevention, search and rescue; the movement of the whole people participating in protecting national security, National Defense Day, National Border Guard Day... Members of the delegation were also concerned about the implementation of the Coordination Regulations between the District Party Committee and the Provincial Border Guard Command Party Committee; dredging work at Cua Day; establishment of a permanent militia platoon in coastal communes...

Concluding the monitoring session, the representative of the monitoring delegation highly appreciated the coordination between the Provincial Border Guard and Kim Son district in implementing legal regulations on response, prevention of natural disasters, search and rescue and building a movement for the whole people to participate in protecting national border security and sovereignty in the past time.

At the same time, it is recommended that the Provincial Border Guard Command, Kim Son District, and communes and towns in the area study the legal provisions in depth to implement the Coordination Regulations more effectively. Actively advise all levels and sectors to pay attention to socio-economic development, protection of national border security and sovereignty, especially natural disaster prevention and search and rescue.

Advise on the development of specific policies for the district and coastal communes, focusing resources to ensure sustainable development. The delegation received and synthesized opinions and recommendations from agencies and units at the monitoring session and advised the Provincial People's Council on appropriate mechanisms and policies to ensure socio-economic development, national defense and security, and protection of sovereignty and security of the sea border in Kim Son district.
