Ho Chi Minh City - Moc Bai Expressway Project: Removing difficulties, speeding up compensation and site clearance progress

Trang Bang Town started construction of a resettlement area to accommodate households affected by the project.

According to the Provincial Transport Construction Investment Project Management Board, by the end of March 2025, for the progress of component project 4 - Compensation, support, and resettlement of Ho Chi Minh City - Moc Bai Expressway section through Tay Ninh province, localities have completed the work of notifying land acquisition to each household on August 20, 2024 with a total of 1,786 households and organizations, on 3,066 land plots.

Localities have conducted a survey and inventory of 2,626 land plots (440 plots remaining) of 1,874 households, are reviewing ownerless households and drafting a compensation and site clearance plan. During the implementation process, there was a problem that the land acquisition area changed between the feasibility study and the pre-feasibility study stages.

Up to now, the feasibility study report of component project 4 - Compensation, support, resettlement of Ho Chi Minh City - Moc Bai expressway section through Tay Ninh province has been approved by the Chairman of the Provincial People's Committee in Decision No. 577/QD-UBND dated March 13, 2025.

Localities are speeding up the surveying work for compensation for land acquisition and clearance. The surveying product dossier for compensation has been completed, inspected and accepted by the Department of Agriculture and Environment (according to the pre-feasibility study report dossier boundary) and handed over to localities to implement compensation for land acquisition and clearance of the project.

Regarding the work of determining specific land prices, Trang Bang town is completing the dossier to submit to the appraisal council. Go Dau district is editing some contents according to the opinions of the People's Council. Ben Cau district has had its specific land prices appraised by the People's Council in Notice No. 23/TB-HDTD dated February 5, 2025.

Departments, branches and localities coordinate to remove and handle difficulties and obstacles in the process of implementing site clearance work. Regarding the problem of the scope of compensation and site clearance for the project to renovate the Trans-Asia Highway Ho Chi Minh City - Moc Bai (National Highway 22) passing through An Thanh commune, Ben Cau district, the Department of Transport held a meeting on December 30, 2024.

Accordingly, the meeting agreed to propose that the Provincial People's Committee consider giving opinions on the plan to determine the scope of compensation and site clearance at the intersection between National Highway 22 and Ho Chi Minh City - Moc Bai Expressway (the final scope of the project).

In addition, the Provincial People's Committee held a meeting to resolve the difficulties in implementing the site clearance for the Ho Chi Minh City - Moc Bai Expressway project and the Duc Hoa - Chon Thanh 500KV power line project in Trang Bang town according to the Notice of Meeting Conclusion No. 1813/TB-VP dated February 28, 2025.
