In 2024, the province implemented 213 projects to diversify livelihoods and develop poverty reduction models, including 10 projects supporting value chains and 203 projects supporting community production development, with 18,774 households participating, with a total cost of nearly 138 billion VND. Participating in the model, households are supported with capital, plant varieties, livestock, etc. Many poverty reduction agricultural extension models have created jobs, sustainable livelihoods, and good incomes for poor, near-poor, newly escaped-poverty households, and ethnic minorities in the districts of Hoa An, Bao Lam, Trung Khanh, and Thach An. In addition to being supported with seeds, plants, and livestock, poor and near-poor households participating in the models are also trained, transferred with science, techniques, technology, vocational training, production materials, supplies, tools, machinery, production equipment, and physical facilities.
Localities promote the role of cooperatives, enterprises, production and business establishments in linking production development according to the value chain model, expanding rural industries associated with preservation, processing, product consumption, trade promotion, market access, and solving output for agricultural commodities and key products. The implementation of projects to support production development, diversify livelihoods and replicate poverty reduction models in localities has achieved many positive results, helping the poor access the "necessary conditions" to develop the family economy, contributing to promoting sustainable economic development, social stability, and maintaining political security in the locality.
Bao Lam district has implemented 44 projects to support community production development (30 crop projects, 8 livestock projects, 12 forestry projects) with a total budget of over 22,840 million VND with 2,505 households (1,404 poor households, 757 near-poor households, 42 newly escaped poverty households, 302 ethnic minority households) participating. In 2024 alone, the district will support 211 breeding cows, provide 813,500 star anise seedlings, 208,526 cinnamon trees, and implement 7 models of growing giang trees for leaves with 732 households participating in the model. These models are all suitable to local characteristics and bring high economic efficiency, helping households increase income, stabilize their livelihoods, escape poverty and establish their own businesses.
Receiving support from the project, Mr. Hoang Van Thanh, Zone 4, Pac Mjau Town (Bao Lam) happily shared: My wife and I do not have any land to cultivate, we have to work for hire, so our income is unstable. With support from the breeding model of cows, I built a barn, taking advantage of natural grass sources as food for the cows. The model is quite suitable for the family's conditions, and is also a new direction to have more income to raise children to study.
With the State's support level of 100% for poor households, near-poor households at 80% and households that have just escaped poverty at 50% in terms of livestock and livestock, it has created motivation, aroused the determination and responsibility of the people not to wait or rely on poverty reduction policies but to strive to escape poverty. In addition, the people's initiative to renovate the barn area as well as prepare food sources... to meet the project's support conditions, demonstrates their determination to escape poverty.
Chairman of Bao Lam District People's Committee Ma Gia Hanh said: The Resolution of the Bao Lam District Party Congress for the 2020-2025 term sets the goal of reducing the average annual poverty rate by 5% or more. In recent years, with the implementation of livelihood diversification projects, the poverty reduction model under the National Target Program for Sustainable Poverty Reduction has created conditions for people to develop the economy to eliminate hunger and reduce poverty, contributing to the district's achievement of the target of average annual poverty reduction.
To make poverty reduction more effective, Party committees and authorities at all levels continue to promote propaganda and dissemination of multidimensional poverty approaches and sustainable poverty reduction goals with appropriate methods and approaches to create consensus and join hands for the poor among the entire political system and people in implementing sustainable poverty reduction goals.
