Deputy Minister of Education and Training: 'Students should not be allowed to go to extra-curricular centers'

According to Deputy Minister of Education and Training Pham Ngoc Thuong, the mission and goal of schools and teachers is to prevent students from having to go to extra-curricular centers.

The Deputy Minister said that nearly 30 years ago, in 1996, the Resolution of the 8th Central Committee, Session 2, warned about the widespread situation of extra teaching and learning: "Rampant extra teaching and learning wastes a lot of students' time and money, negatively affecting the comprehensive development of students and the teacher-student relationship." The Resolution also required that by the year 2000, the widespread situation of extra teaching and learning must be ended.

Through many National Assembly sessions, many delegates have reflected on this situation. “There are many reasons for this. We have long been accustomed to the tradition of ‘studying hard’; the number of students is large, so the conditions for ensuring quality and facilities are lacking; the disease of achievement; parents leave it to the schools; the role of teachers and education management is not resolute…”, said the Deputy Minister.

He said that the consequences of extra teaching and learning are to eliminate students' spirit and self-study methods due to dependence on teachers; affect the teaching staff, and damage the image of the education sector.

Therefore, the birth of Circular 29, although it cannot immediately end the situation of extra teaching and learning, has somewhat limited this.

Faced with the emergence of many tutoring centers and businesses, the Deputy Minister advised localities to “stay calm”. “Our goal is to prevent students from having to go to tutoring centers. That is also the mission of schools and teachers,” he said.

According to him, schools need to implement synchronous solutions. “Teachers must also be self-respecting and self-respecting. They cannot know but deliberately violate the law and teach illegally. If teachers are self-respecting and self-respecting, they go to an outside center and see that the facilities are dilapidated, there is not enough light, and fire prevention is not guaranteed. Teachers are requested not to teach there and to advise students not to come to study. The spirit is to not encourage students to take extra classes by any means,” said Mr. Thuong.

According to him, in the past, teachers thought of extra classes as a normal activity in class. Many parents were also used to it, so when strict management was put in place, difficulties were inevitable. However, now, the rampant extra classes have “touched the red line”. Ending the situation of extra classes is an order from the education sector.

“It is a command of responsibility to educate students to develop comprehensively, bring education back to its inherent principles, and give back childhood to students.

Despite many difficulties, localities and schools must be determined and strict with violations, not lax or compromising with illegal extra teaching and learning," Deputy Minister of Education and Training Pham Ngoc Thuong affirmed.
