On the morning of March 27, the Provincial Steering Committee on the implementation of administrative unit arrangement in the area held its first meeting to announce the decision on establishment, working regulations and discuss the work contents of the Steering Committee in the coming time. Comrade Truong Quoc Huy, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial National Assembly Delegation chaired the meeting.
Attending the meeting were comrade Dinh Thi Lua, Standing Deputy Secretary of the Provincial Party Committee; comrades members of the Provincial Party Committee Standing Committee, Standing Committee of the Provincial People's Council, leaders of the Provincial People's Committee; heads of departments, branches, secretaries of district, town and city Party Committees who are members of the Steering Committee.
At the meeting, comrade Dang Dinh Thoang, member of the Provincial Party Committee, Head of the Provincial Party Committee's Organization Board, announced the decision of the Provincial Party Committee to establish the Provincial Steering Committee on the implementation of administrative unit arrangement in Ha Nam province, and approved the Working Regulations of the Steering Committee. Accordingly, the Steering Committee has 30 members. The Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial National Assembly Delegation is the Head of the Steering Committee; the Standing Deputy Secretary of the Provincial Party Committee is the Deputy Head of the Standing Steering Committee; the Standing Vice Chairmen of the Provincial People's Committee, the Standing Vice Chairmen of the Provincial People's Council, and Head of the Provincial Party Committee's Organization Board are the Deputy Heads of the Steering Committee.
Regarding the working regulations, the Steering Committee operates according to the principle of democratic centralism; collectively discusses issues and contents proposed by the Provincial Party Committee Standing Committee and the Provincial Party Executive Committee. The regulations also clearly state the duties and powers of the Steering Committee; the duties and powers of the Head of the Steering Committee, Deputy Head of the Steering Committee, and members of the Steering Committee.
On behalf of the Steering Committee, the Head of the Provincial Party Committee's Organization Board, Deputy Head of the Provincial Steering Committee on the implementation of administrative unit arrangement, also reported on the implementation of Official Dispatch No. 43-CV/BCĐ dated March 20, 2025 of the Central Steering Committee on summarizing Resolution No. 18-NQ/TW on the plan to continue arranging the apparatus of the political system in the area. Regarding the arrangement of administrative units, the provincial advisory agencies have developed plans to submit to the Steering Committee for comments.
After listening to the proposed plans for the arrangement of the province's administrative units, the members of the Steering Committee discussed, evaluated and raised many opinions; many opinions said that the arrangement of the province's administrative units needs to ensure the principle of reducing the number of provincial administrative units in accordance with the Central's regulations by 70-75%; the process of arranging the province's administrative units needs to take into account the arrangement and use of grassroots cadres in the future, meeting work requirements; pay attention to arranging adjacent administrative units that are shaping industrial parks, urban areas... to ensure that they are on the same administrative unit to create space, potential and shape development goals for the future; limit the consolidation between communes and towns that are not in the same locality, separated by rivers or ferries that are inconvenient in terms of transportation and geography, causing waste of existing infrastructure...
Concluding the meeting, Secretary of the Provincial Party Committee, Head of the Provincial Steering Committee Truong Quoc Huy requested the agencies advising and assisting the Provincial Party Committee, and members of the Steering Committee in the process of developing a plan to merge administrative units in the area to closely follow the Central's direction, properly implement the principles and criteria when merging, in which paying attention to the Central's requirements on the ratio of the number of administrative units reduced from the current level of 70-75%; the arrangement process should pay attention to standards on area and population, in which paying special attention to standards on area according to regulations to ensure development space for facilities in the future. The Provincial Party Secretary and Head of the Provincial Steering Committee requested that the Provincial Party Committee's Organization Board and the Department of Home Affairs develop a detailed plan for each week and month of the work that needs to be done by the Provincial Party Committee's Standing Board, as well as the Provincial People's Committee, related to the arrangement of administrative units of the province in the spirit of Official Dispatch 43 of the Central Steering Committee, ensuring that the assigned tasks clearly indicate the person, the work, and the implementation time, creating favorable conditions for assessing the capacity and arranging cadres of the province in the current period.
