This morning, November 17, Deputy Prime Minister Tran Luu Quang, Head of the Government's Steering Committee for Crime Prevention and Control (Steering Committee 138/CP), Head of the National Steering Committee for Combating Smuggling, Trade Fraud and Counterfeit Goods (National Steering Committee 389) chaired a national online conference to review the work in 2023 and deploy tasks in 2024 of Steering Committee 138/CP and National Steering Committee 389. According to the report of Steering Committee 138/CP, in 2023, ministries, departments, branches, organizations and localities have focused on effectively implementing crime prevention measures. Effectively combating all types of crimes, especially crimes of fraud and appropriation of property in cyberspace, organized crimes disguised as businesses operating in property extortion, and crimes related to the inspection of road and waterway motor vehicles.

The progress of investigation of cases under the supervision and direction of the Central Steering Committee on Anti-Corruption and Negativity has been accelerated. Typical cases that have attracted public attention have been promptly brought to trial.

Regarding the work of preventing and combating human trafficking, the authorities have proactively grasped the situation, resolutely implemented plans and strategies, and dismantled many human trafficking rings domestically and abroad. They promptly prosecuted and strictly tried human trafficking criminals. The work of receiving, protecting and supporting victims of human trafficking has been focused on by ministries, branches and localities...

Regarding the fight against smuggling, trade fraud and counterfeit goods, in 2023, a number of activities emerged such as illegal trading and transportation of drugs, firecrackers, cigarettes, and wild animals across border areas, seaports, and airports; illegal trading and transportation of sugar, gold, and foreign currency across borders. Taking advantage of the e-commerce environment and social networking sites to trade, transport, and store prohibited goods, smuggled goods, goods of unknown origin, counterfeit goods, and goods that violate intellectual property rights... in provinces and cities.

Ministries, branches, functional forces and localities have detected, arrested and handled 146,678 violations, an increase of 4.95% over the same period, including: 11,499 cases of buying, selling and transporting prohibited and smuggled goods; 129,713 cases of trade fraud, tax fraud; 5,464 cases of manufacturing, buying, selling and transporting fake and poor quality goods, violating intellectual property rights. More than 14,570 billion VND was collected for the state budget. 616 cases and 724 subjects were prosecuted.

Regarding the tasks for 2024, the Steering Committee 138/CP and the National Steering Committee 389 require ministries, branches and localities to continue promoting the combined strength of the entire political system and the entire population in crime prevention and control; closely combining proactive prevention with active detection, combat, and strict and timely handling, with no forbidden zones and no exceptions for criminal acts.

Proactively grasp, closely and accurately forecast the situation; identify routes, areas, key subjects, goods, emerging activities; identify new methods and tricks of operation; propose appropriate solutions to effectively combat and prevent smuggling, trade fraud and counterfeit goods in the assigned and managed fields and areas. Focus on hitting the masterminds, leaders of complex and prominent networks, groups and hotspots. Strictly handle violations.

Concluding the conference, Deputy Prime Minister Tran Luu Quang emphasized that in the context of the economy still facing many difficulties, it is forecasted that in the coming time, crimes, smuggling, trade fraud and counterfeit goods will continue to increase. He requested ministries, branches and localities to continue to thoroughly grasp and seriously and effectively implement the directives of the Government, the Prime Minister, the Steering Committee 138/CP and the National Steering Committee 389.

Review, propose amendments and supplements to inappropriate policies and laws. Actively coordinate and share information to promptly detect and strictly handle crimes, smuggling, trade fraud and counterfeit goods. Develop plans to combat and collect information appropriate to the new situation; actively apply information technology and digital transformation in the fight against crime, especially high-tech crimes that are increasingly sophisticated.
