TPO - Lap An lagoon is a natural part of the beautiful Lang Co bay - the 30th member of the Worldbays Club. This scenic spot of Thua Thien-Hue (TT-Hue) is always facing the risk of landscape and ecological damage due to unfriendly aquaculture activities and economic projects that have been behind schedule for many years, creating giant concrete "garbage dumps" that are difficult to handle.
At Lap An lagoon (Lang Co town, Phu Loc district, TT-Hue province), for many years there has been a kilometer-long concrete stake field running along the western bank of Hai Van residential area. Many tourists visiting Lang Co and even local people do not know what purpose this giant stake field was built for. However, the reality is that the existence of a kilometer-long stake field, with thousands of large concrete stakes embedded in the water surface of Lap An lagoon, is currently affecting the aesthetics and environment of this scenic spot. |
Mr. Nguyen Thanh Nhan - Vice Chairman of Lang Co Town People's Committee, said that this is an unfinished construction project of a tourism project. However, because the project has been implemented for a long time, through many generations of local leaders, he does not know specifically what this project is, and which enterprise invested. |
According to the reporter's investigation, the "strange" stakes are stuck in the middle of the scenic Lap An lagoon - a part of the world-famous Lang Co bay, part of the Lang Co Tourism - Marina - Water Sports project invested by Ngoc Island Tourism Joint Stock Company (headquartered in Lang Co town, Phu Loc district). |
Previously, in 2007, this project was granted an investment certificate by the competent authority of TT-Hue province. The project has a total investment of 80.40 billion VND, deployed on an area of 12 hectares in Hai Van residential group, Lang Co town. |
After that, Ngoc Island Tourism Joint Stock Company deployed a number of construction items, including building and driving many rows and clusters of concrete piles to create a tourist area, boat dock, and water sports in Lap An lagoon and beautiful Lang Co bay. |
Along with that, concrete stilt houses were also built in the above mentioned area. However, after a short period of construction, the project was implemented slowly and then stopped completely. |
Over the years, the Lang Co Tourist Area - Marina - Water Sports project of Ngoc Island Tourism Joint Stock Company has often been on the list of projects behind schedule, forcing the People's Council and People's Committee of Thua Thien Hue province to issue documents requesting inspection, supervision, urging implementation or handling according to regulations on investment law. |
In July 2017, the People's Council of TT-Hue province issued Resolution 08 on the results of monitoring the situation and land use results of investment projects in the province in the period of 2011 - 2016. In which, this project was listed as not being implemented on schedule and needed to be considered for revocation. |
In August 2018, the Management Board of the Economic and Industrial Zones of Thua Thien Hue province issued a decision to terminate the operation and revoke the investment project of Lang Co Tourist Area - Marina - Water Sports, due to prolonged delays and no further implementation in the field. |
After the project was terminated, the consequences of the half-hearted and unfinished investment and construction process were thousands of meters of stakes and reinforced concrete "houses" that were not treated or dismantled, affecting the aesthetics, environment, and waterway traffic on Lap An lagoon. |
In addition to the concrete "thorns" that have been deeply embedded in the ground, at the bottom of the lagoon there are also many rows of discarded concrete pillars lying haphazardly, visible through the clear water. |
Speaking to reporters, a representative of the Management Board of the Economic and Industrial Zones of Thua Thien Hue province said that recently, the Board has called for investment in this area. In case there are investors researching, the Board will coordinate with related units and investors to have a plan to utilize the stake fields and existing unfinished works. If it is not possible to utilize, the Board will make a plan to dismantle the stake fields and related works according to regulations. |
