The plan aims to improve the quality of direction and management of administrative reform work by members of the Government's Steering Committee for Administrative Reform (Steering Committee), creating a breakthrough in administrative reform in 2024. Strengthen the responsibility of organizations and individuals, especially heads of state administrative agencies at all levels, in implementing administrative reform tasks.
In particular, regarding institutional and policy building, ministries, branches and localities improve the quality of appraisal and promulgation of legal documents, ensuring consistency and feasibility; promptly promulgate detailed regulations and instructions for the implementation of laws, ordinances and resolutions; increase resources and funding for judicial work.
Review, promptly detect and take measures to overcome overlapping, inappropriate, and impractical legal regulations that cause difficulties and hinder development.
Prioritize resources for the work of building and perfecting laws; improve the effectiveness and efficiency of law enforcement. Focus on removing bottlenecks in mechanisms and policies to support production and business activities and the lives of people and enterprises. Continue to synchronously perfect the legal framework to promote the development of science, technology and innovation.
Effectively implement the Project "Organizing policy communication with great impact on society in the process of drafting legal documents for the period 2022-2027" issued together with Decision No. 407/QD-TTg dated March 30, 2022 of the Prime Minister.
Innovate and enhance the effectiveness and efficiency of law enforcement monitoring, focusing on areas identified as key areas for socio-economic development in 2024, in line with the overall tasks of the 2021-2025 period. Effectively implement the Plan to monitor law enforcement in key, inter-sectoral areas in 2024. Continue to effectively and substantially implement solutions to improve scores and rank the Law Compliance Cost Index (Bl Index).
Research and develop specific policies and regimes for institutional workers.
Regarding improving the business investment environment and reforming administrative procedures, ministries and branches will review and report to the Prime Minister on a comprehensive plan to reduce and simplify business regulations that are barriers and cause difficulties for people and businesses, focusing on reviewing and proposing plans to reduce and simplify licenses related to business activities.
Proactively research, review, and recommend removing from the list of conditional business investment sectors those sectors that can be subject to more effective management measures.
Review and recommend the abolition of unnecessary, unfeasible, unclear, difficult to determine, and impractical business conditions; abolish unnecessary certificates, and reduce duplicate certificates.
Fully, accurately and promptly update regulations related to business activities, review results, compliance costs, reduction and simplification plans; conduct consultations with organizations, individuals and subjects affected by policies and regulations; receive, synthesize, absorb, explain, respond and update handling results for comments, problems and proposals of organizations and individuals on policies and regulations within the scope of management functions and publicize on the business regulations consultation and lookup portal.
Ministries and agencies shall review, adjust and agree on the simplification plan and roadmap for handling legal documents with regulations on administrative procedures and citizen papers related to population management as assigned in the Government's specialized Resolutions for the 2017-2018 period, ensuring consistency with the current status of connection, management and exploitation of data from the National Population Database and laws on personal data protection; issue legal documents within their authority or submit them to competent authorities for promulgation to organize the implementation of the plan to simplify regulations on administrative procedures and citizen papers related to population management in 2024.
Regarding the reform of the civil service system, ministries, branches and localities continue to implement solutions to improve discipline, administrative discipline, the quality of public service implementation and improve the quality of service to people and businesses; resolutely and strictly handle violations of discipline and administrative discipline, ensure strictness in law enforcement and strengthen people's trust in the Party and the government.
The Ministry of Home Affairs has completed and submitted to the Government for promulgation a Decree amending and supplementing regulations on deputy positions in Decree No. 101/2020/ND-CP dated August 28, 2020 and Decree No. 120/2020/ND-CP dated October 7, 2020 of the Government; Decree on policies to attract and promote talented people in state administrative agencies and public service units.
