The implementation of the National Program to join hands to eliminate temporary and dilapidated houses (abbreviated as the Program) has affirmed the great efforts and determination of Party committees at all levels, authorities, the entire political system and the joint efforts of the business community and people towards people with meritorious services, the poor, and people in difficult circumstances.
To implement the above important and humane program, Tien Giang has established a Steering Committee for social housing development, eliminating temporary and dilapidated houses in the province (referred to as the Provincial Steering Committee). At the same time, it has developed a specific plan, focused resources from the budget, mobilized contributions from the business community, social organizations, and philanthropists inside and outside the province to join hands to implement the Program effectively and sustainably.
UNITY FROM PERCEPTION TO ACTION
Prime Minister Pham Minh Chinh, Head of the Central Steering Committee for the elimination of temporary and dilapidated houses nationwide, always emphasized at the Steering Committee meetings: “The elimination of temporary and dilapidated houses nationwide is a program of profound human significance of our Party and State; demonstrating gratitude, gratitude, and repayment to those who have contributed to the country; demonstrating the spirit of great national unity, “mutual love and affection”, “national love and compatriotism”; is a responsibility to the people, especially the disadvantaged, the disadvantaged, and the remote areas... The Party has directed, the Government has agreed, the National Assembly has agreed, the people support, and the disadvantaged hope; only discuss action, not retreat”.

The Prime Minister thoroughly grasped the motto "The Party leads, the State manages, the Fatherland Front and mass organizations support, and the people are the masters". Promote the spirit of great national unity and the viewpoint of not sacrificing progress and social justice to pursue simple economic growth. Mobilize the participation of the entire political system, the business community and the people of the whole country to participate in eliminating temporary and dilapidated houses nationwide.
Heads of Steering Committees at all levels in localities and local leaders must have high determination, make great efforts, say they must do, commit to do, be pioneers and set good examples, must assign, decentralize, and assign tasks to ensure 5 clarity (clear people, clear work, clear results, clear progress, clear responsibilities) and only discuss action, not backtrack, to be determined to basically complete the goal of eliminating temporary and dilapidated houses by October 31, 2025...
The Prime Minister directed to strengthen information and propaganda, create motivation and inspiration for everyone to support, share, join hands to support and accompany in implementing the Program with the spirit of "leaving no one behind".
The Prime Minister pointed out that it is necessary to diversify resources to implement the Program in a comprehensive, widespread, and inclusive manner, with the spirit of "whoever has something to help, those who have merit help those who have merit, those who have money help money, those who have little help little, those who have much help much". Especially, the leading economic localities such as Hanoi, Ho Chi Minh City, Bac Ninh, Quang Ninh, Dong Nai, Ba Ria - Vung Tau, Binh Duong... need to support localities that are still facing difficulties in implementing the Program.
The Head of the Central Steering Committee requested to improve the effectiveness of coordination between agencies in the political system; promote the spirit of self-reliance, self-reliance, self-control, and not to wait or depend on others of localities in implementing the Program. Closely follow the situation, be proactive, flexible, creative, determined, and resolute in carrying out tasks and solutions to eliminate temporary and dilapidated houses according to authority.
Relevant parties must immediately report and propose issues beyond their authority; strengthen inspection, supervision, and urge the implementation of housing support policies for people with revolutionary contributions, poor households, and near-poor households according to regulations, to avoid exploitation, profiteering, negativity, and waste.
The Standing Committee of the Steering Committee and ministries and branches regularly update and clearly identify difficulties and obstacles of localities, especially regarding capital, procedures, land, human resources, material transportation, etc. to proactively resolve them according to their authority or advise and propose to competent authorities for resolution. Closely monitor and report to competent authorities to commend and reward good practices, typical examples and consider disciplining cases of slow progress and inactivity in supporting the elimination of temporary and dilapidated houses.
DEPLOYMENT RESOLUTION, SYNCHRONOUSLY
Emphasizing that the task of completing the elimination of temporary and dilapidated houses by 2025 is very heavy, Prime Minister Pham Minh Chinh requested that Ministers, Heads of sectors, Secretaries of Provincial/Municipal Party Committees, Chairmen of People's Committees of provinces and centrally-run cities promote a sense of responsibility before the Party, State and people, pay special attention to focusing on leadership and direction to successfully implement the set goals, practically welcoming the Provincial and Municipal Party Congresses towards the 14th National Party Congress.
Resolution 42 dated November 24, 2023 of the 8th Conference of the 13th Party Central Committee on continuing to innovate and improve the quality of social policies to meet the requirements of national construction and protection in the new period, sets the goal of completely eliminating temporary and dilapidated houses for poor households, near-poor households, and people affected by natural disasters and climate change by 2030. On November 9, 2024, Prime Minister Pham Minh Chinh signed and issued Directive 42 on accelerating the elimination of temporary and dilapidated houses nationwide. The Prime Minister requested that temporary and dilapidated houses be eliminated by 2025, 5 years earlier than the target of Resolution 42. |
Accordingly, the Ministry of Construction has promptly implemented Decision 55 dated January 21, 2025 on guidelines for criteria for temporary and dilapidated houses. At the same time, central ministries and branches (Ministry of Construction, Ministry of Agriculture and Environment, Ministry of Finance, etc.) have presided over, coordinated, guided, urged, and inspected support for new construction or renovation and repair of houses for people with revolutionary contributions, poor households, and near-poor households, etc.
Coordinate with ministries, branches and localities to review and propose adjustments to support funding from the funds mobilized at the Program launch and funds from the 5% savings on regular expenditures in 2024 in accordance with actual needs. Mobilize state-owned corporations and groups to actively participate in eliminating temporary and dilapidated houses nationwide.
At the 3rd meeting of the Central Steering Committee on Eliminating Temporary and Dilapidated Houses recently, the work of eliminating temporary houses is being vigorously implemented, bringing many positive marks in localities. Up to now, 36 localities across the country have launched a movement to eliminate temporary houses, mobilizing 2,690 billion VND.
The country has supported the elimination of 121,638/223,146 temporary and dilapidated houses, of which 65,564 have been completed and 56,074 are under construction. Seven localities have completed the elimination of temporary and dilapidated houses, including Hanoi, Ho Chi Minh City, Hai Phong, Quang Ninh, Ba Ria - Vung Tau, Vinh Phuc and Bac Ninh. Some localities have registered to complete in April 2025, while nine other units also set the target of completion in April, May and June 2025.
In Tien Giang, since July 2024, the Provincial People's Committee issued Plan 271 on implementing the emulation movement "Joining hands to eliminate temporary and dilapidated houses by the end of 2025" in the province. On November 28, 2024, the Provincial Party Standing Committee issued Decision 1247 to establish the Provincial Steering Committee. On January 10, 2025, the Provincial People's Committee issued Plan 08 on implementing the elimination of temporary and dilapidated houses in the province.
To specify the specific tasks and responsibilities of each member, the Provincial Steering Committee immediately issued the Regulations on organization and operation of the Steering Committee on social housing development, eliminating temporary and dilapidated houses in the province.
At the same time, assign specific tasks to each member of the Steering Committee. 11/11 district-level Party committees have issued Decisions to establish and Regulations on the operation of the Steering Committee to implement the elimination of temporary and dilapidated houses in the area, with the Party Committee Secretary as Head of the Steering Committee.
The District People's Committee issued a Plan to implement and launch the elimination of temporary and dilapidated houses in the area. 163/164 communes, wards and towns have also established a Steering Committee to implement the elimination of temporary and dilapidated houses in the area (except for Tan Hoa town, Go Cong Dong district, which has no temporary or dilapidated houses, so a Steering Committee was not established).
Comrade Ly Van Cam, Director of the Department of Home Affairs of Tien Giang province, said: According to Plan 08 of the People's Committee of Tien Giang province, the total number of houses for people with meritorious services, relatives of martyrs, poor households, and near-poor households eligible for support for new construction and repair is 485 (284 newly built, 201 repaired). Specifically, for people with meritorious services to the revolution, relatives of martyrs are 136 houses (33 newly built, 103 repaired). Poor households, near-poor households are 349 houses (251 newly built, 98 repaired).
The support level for new house construction is 60 million VND/house, repair is 30 million VND/house. However, the province found that repair of 30 million VND/house is low and the province submitted to the Provincial People's Council a decision to increase the support level for repair to 40 million VND/house. The total support cost is more than 24 billion VND, ensuring the completion of 485 houses before April 30, 2025.
In addition, localities are continuing to review and identify subjects with temporary and dilapidated houses according to the criteria specified in Decision 55 of the Ministry of Construction to supplement and report to the Provincial People's Committee for consideration and continued support in 2025. Through the review, it was noted that there were 55 poor and near-poor households with housing difficulties, ensuring the criteria that the province has agreed to for construction implementation.
