Bac Giang meets and dialogues with Cooperatives in 2024

On the morning of December 12, the People's Committee of Bac Giang province held a meeting and dialogue with Cooperatives (Cooperatives) in 2024. Comrade Phan The Tuan - Vice Chairman of the Provincial People's Committee, Head of the Steering Committee for Collective Economic Development (PTKTTT) of the province attended and directed the conference.

Attending the conference were leaders of departments, branches, and organizations participating in the Steering Committee, the Provincial Economic Development Working Group; the Provincial Cooperative Union; the Steering Committee for Economic Development of districts, towns, and cities; a number of commercial banks and cooperatives and cooperative unions in the province.

Reporting at the conference, Deputy Director of the Department of Planning and Investment Vu Van Cuong said that by December 2024, the whole province had nearly 1,200 cooperatives; the total number of members participating in cooperatives was about 43,300 people, an increase of 3% compared to 2023; the number of people participating in the board of directors (BOD) of cooperatives was more than 3,500 people. The number of cooperatives operating in production and business was about 774, accounting for 64% of the total number of registrations. The average revenue of a cooperative with production activities was about 1.7 billion VND/cooperative/year; the average profit was about 250 million VND/cooperative/year, an increase of about 8% compared to 2023. The whole province had 04 Cooperative Unions all operating in the agricultural sector with 21 participating member cooperatives; 426 cooperative groups (CGs) operate in many diverse fields such as livestock cooperatives, agricultural water services, women's cooperatives helping each other in economic activities, beekeeping cooperatives, safe vegetable cooperatives, environmental sanitation cooperatives, etc.

In recent times, state management of the collective economy has received attention and focus from Party committees and authorities at all levels. Information and propaganda work on the position and role of collective economy has been focused on, contributing to gradually changing the awareness of officials and people about the importance and role of collective economy and cooperatives in socio-economic development. Consulting and support activities continue to be implemented, bringing practical results to cooperatives and members. Coordination between departments, branches, localities and the Provincial Cooperative Union continues to receive attention and be strengthened, promptly resolving difficulties and problems in the operation of cooperatives, protecting the rights and legitimate interests of member cooperatives.

Departments, branches and organizations continue to have many activities to support the improvement of the efficiency of cooperatives. Many solutions and support policies such as training and fostering human resources; supporting cooperatives through policies on industrial promotion, science and technology; supporting trade promotion, expanding markets; building new and typical agricultural cooperatives; providing credit capital... create great motivation for the development of collective economy. Cooperatives have developed in quantity, the quality of cooperative activities has increased every year; the scale, capital and business lines have been expanded; many new models have been built, gradually affirming the important role of cooperatives in implementing programs and projects for socio-economic development in the locality.

In 2025, Bac Giang province will continue to propagate and disseminate the Party's guidelines and the State's laws and policies to gain a correct and complete understanding of the nature, position, role and importance of the collective economy. Continue to implement and perfect institutions and policies; organize the implementation of policies to support and give incentives for the development of cooperatives. Improve the operational efficiency of the collective economy and cooperatives; strengthen State management of the collective economy.

At the conference, Chairman of the Provincial Cooperative Union Nguyen Duc Hien presented the responses of departments, branches and People's Committees of districts, towns and cities on the difficulties and recommendations of cooperatives focusing on 4 main groups of contents: Land and capital policies; policies on investment in infrastructure development, equipment, support for activities in the agricultural sector; support for damage and risks caused by natural disasters; some contents related to taxes, environmental sanitation, transportation, market access and research, etc.

Discussing at the conference, cooperatives and cooperative unions actively participated in the dialogue in a frank, open and constructive spirit, contributing to strengthening the relationship between Party committees and authorities at all levels and the people. Some cooperatives and cooperative unions had some opinions and recommendations related to support for seeds, fertilizers, and growing media; support for funding to renovate greenhouses and automatic irrigation systems; special mechanisms to increase the rate of machinery support for cooperatives; policies to support agricultural production after natural disasters;...

Based on the opinions of cooperatives and cooperative unions, representatives of provincial leaders, departments, branches, district, town and city People's Committees discussed and clarified a number of issues under their authority, and at the same time oriented a number of solutions to help cooperatives and cooperative unions quickly resolve difficulties and problems they are facing in issues related to guiding procedures for cooperatives to lease land for stable production at preferential rental prices; training to support cooperatives to better understand taxes; measures and sanctions to handle establishments that counterfeit and fake products of cooperatives;...

Concluding the conference, Vice Chairman of the Provincial People's Committee Phan The Tuan emphasized that Bac Giang is the first province to build an e-commerce website for cooperatives. He suggested that the Cooperative Union and cooperatives proactively coordinate to maintain and upgrade the e-commerce website to introduce, promote and consume products.

Clarifying some issues proposed by cooperative representatives at the conference, Vice Chairman of the Provincial People's Committee Phan The Tuan requested departments, branches and localities to seriously synthesize, absorb, urgently research and advise on solutions to remove difficulties and obstacles for cooperatives. The Provincial Social Policy Bank, the Provincial State Bank and the Provincial Cooperative Union will coordinate to create conditions for access to capital for cooperatives with sufficient resources for production and business. He hopes that cooperatives will continue to reflect difficulties to the Provincial Cooperative Union and boldly propose needs, ideas and solutions.

Identifying the development of collective economy and cooperatives as a regular task, playing an important role in socio-economic development, he affirmed that Bac Giang province is always determined to remove difficulties and obstacles; support, arrange resources, create favorable conditions for cooperatives to develop production and business, promote the role of the collective economy sector, expand and improve the quality of operations to exploit and make the most of the strengths of each region and locality with the main subject being farmers./.
