Director of the Department of Education and Training Tran Thi Ngoc Diem said that to implement Circular 29, the Department of Education and Training requires the Department of Education and Training of districts, towns, cities and educational institutions in the province to deploy, disseminate and propagate to cadres, civil servants, teachers, staff, students and parents about the content, purpose and meaning of Circular 29. At the same time, thoroughly educate cadres and teachers to fully understand and strictly implement the regulations of the Ministry of Education and Training on extra teaching and learning.

Implement well the professional solutions for teaching and learning to implement the 2018 General Education Program to ensure quality and effectiveness. Be flexible in adjusting the school's education plan, subject plan in terms of content, duration, and requirements to ensure the organization of teaching and learning activities suitable to the awareness of each group of students. The work of testing and evaluating students' learning outcomes must comply with regulations: The test questions and regular and periodic assessments must be appropriate, within the capacity, and meet the requirements of the 2018 General Education Program.

Strictly manage extra teaching and learning

According to the general assessment, after the implementation of Circular 29, schools, teachers and parents agreed and supported it. The Department of Education and Training has directed schools to strictly manage extra-curricular teaching in accordance with regulations. Extra-curricular teaching and learning activities in the province have had many positive changes. All units have proactively developed inspection and supervision plans; resolutely not allowing extra-curricular teaching and learning to occur in violation of regulations; absolutely not creating pressure for students to attend extra-curricular classes.

The situation of organizing extra classes in schools; extra classes outside of schools have registered their business according to regulations. The disclosure of information of organizations and individuals organizing extra classes and learning activities outside of schools that collect money from students, the management of teachers teaching at schools who participate in extra classes outside of schools is carried out according to regulations. The whole province has 979 extra classes outside of schools that have registered their business.

Educational institutions are organizing review and training for students, especially those with unsatisfactory academic results and final year students; subject teachers regularly monitor and review students with unsatisfactory academic performance to organize additional teaching to meet students' wishes...

Director of the Department of Education and Training Tran Thi Ngoc Diem emphasized: “In the coming time, the Department will continue to direct units to thoroughly implement Circular 29 in educational institutions; widely propagate to parents and the whole society to grasp the spirit of Circular 29. At the same time, direct educational institutions to implement the 2018 General Education Program to ensure effectiveness. Improve the quality of regular school hours to ensure the program objectives of subjects, reduce the pressure of extra-curricular learning, and promptly support students who have not achieved. Encourage teachers to apply active teaching methods and forms, effectively apply information technology in teaching and learning; focus on experiential activities and career guidance to promote initiative, creativity, practice self-reliance, self-improvement, self-study methods, practical skills, and apply knowledge to solve practical problems of students".

The Department of Education and Training continues to coordinate with agencies, departments and branches to advise the Provincial People's Committee to issue regulations and guidelines for extra teaching and learning activities in the province. Strengthen the direction of organizing review and training for students with unsatisfactory learning results, organize for final year students to strengthen review for the entrance exam to grade 10, review for the high school graduation exam. At the same time, do a good job of inspecting and checking extra teaching and learning activities according to the plan and combine with professional inspection of the industry; continue to grasp and promptly resolve comments and feedback related to extra teaching and learning activities in the province through citizen reception, communication channels, hotlines of the Department of Education and Training, etc.

Regarding the management of teachers who are teaching at schools and participating in extracurricular teaching, there are 744 secondary school teachers and 751 high school teachers participating in extracurricular teaching at licensed tutoring establishments. All cases of extracurricular teaching are reported to the principal about the subjects, location, form, and time of participation in extracurricular teaching.
