Mobilizing many resources to create "rebound" to escape poverty
A Luoi (Thua Thien Hue) is a border district with a large ethnic minority population. Due to difficulties in natural conditions, climate and geography, A Luoi is still one of the 74 poor districts in the country. However, in recent years, thanks to ethnic policies, especially investment resources from National Target Programs, it has become an important premise for the Party Committee, government and people in A Luoi to be determined to get out of the list of poor districts in the country.
According to the multidimensional poverty screening data at the end of 2021, the whole district has 7,022 poor households, accounting for 49.98%; there are 2,185 near-poor households, accounting for 15.55%. Of which, 11 communes have a poverty rate of over 60%; 2 communes have a poverty rate of 35% to less than 60%; 4 communes have a poverty rate of 10% to less than 30%; and 1 commune has a poverty rate of less than 5%.
This figure has changed positively when by the end of 2022, the poverty rate in A Luoi decreased by 11.78%, accounting for 38.2%; by the end of 2023, the poverty rate had decreased to 24.91%. To achieve that result, the local government has implemented many solutions, including the effectiveness of the policy of mobilizing many resources to create "rebound" for poverty reduction work.
In particular, when the Target Program for Socio-Economic Development in Ethnic Minorities and Mountainous Areas for the 2021-20230 period, Phase I: From 2021-2025 (National Target Program 1719) was implemented, A Luoi surveyed and selected the right models to help people develop their economy. Models such as growing dwarf bananas, mushrooms, Bo Chinh ginseng, raising yellow cows for reproduction, organic pigs... have been effective in helping many ethnic minority households escape poverty.
A typical example is the dwarf banana growing model of Mr. Nguyen Hai Teo in Pi Ay 2 village, Quang Nham commune (A Luoi). After nearly 4 years of implementing the model, Mr. Teo's family now has over 3,000 banana trees, bringing in an income of over 100 million VND/year for the family. Not only has he paid off the initial debt, Mr. Teo's family also has surplus to invest in growing more green grapefruit and raising organic pigs. Now, Mr. Teo's family has become a well-off household in the commune; at the same time, it has become a visual model of household economic development for fellow countrymen to learn and follow.
According to statistics from the A Luoi District Department of Agriculture, up to now, the whole district has 116 hectares of dwarf bananas, with a yield of 28 tons/ha, each hectare of dwarf bananas generates an income of about 100 million VND/year. In addition to the dwarf banana growing model, the yellow cow breeding model has also helped many households escape poverty. The whole A Luoi district currently has 11,000 yellow cows. The good news is that on February 27, 2023, the Intellectual Property Office granted a Certificate of Registration of the Collective Trademark "A Luoi Yellow Beef" to the A Luoi District Farmers' Association for management.
Sharing with reporters of the Ethnic and Development Newspaper, Mr. Nguyen Manh Hung, Chairman of the People's Committee of A Luoi district, said that from the support capital of the National Target Program 1719, A Luoi is implementing the project "Investing and supporting the development of precious medicinal herb areas" with a total investment of 229 billion VND, deployed in Hong Bac and Quang Nham communes... . After the project is implemented and enters the revenue phase, ethnic minorities will have a great opportunity to escape poverty.
Along with capital from the National Target Program 1719, A Luoi also thoroughly utilized and integrated capital from the National Target Program on Sustainable Poverty Reduction and New Rural Development. From these resources, the locality has effectively focused on eliminating temporary housing and creating long-term livelihoods for people. At the same time, promoting propaganda and mobilizing people to promote the spirit of self-reliance and self-reliance to sustainably reduce poverty. Taking the goal of eliminating poverty for each household to complete the goal of bringing A Luoi out of the list of poor districts in the country.
Determined not to fall back into poverty
One of the key tasks that A Luoi district has identified is to prevent poverty from recurring. At the same time, it is necessary to gradually improve the material and spiritual life of the people.
To complete this key task, the People's Committee of A Luoi district has launched the movement "Families, villages, and hamlets without poor households". Since its implementation, the movement has promoted the role of prestigious people, village chiefs, and heads of the Front Working Committee in propaganda and advocacy for sustainable poverty reduction in localities. Promote the role and responsibility of leaders of Party committees and agencies at all levels in implementing the goals and targets of sustainable poverty reduction, determined not to let poverty recur. The movement has created a widespread influence and added strong motivation for people to rise out of poverty.
For example, the couple Ho Thi Ngam (37 years old, A Tia village, Hong Kim commune) used to be a poor household for many consecutive years (from 2005 to 2021). With a preferential loan of 50 million VND, Ngam and her husband bought cows and goats to develop livestock farming. Up to now, Ngam's family has a profit of about 10 million VND/year. In addition, her family also received capital support to grow dwarf bananas with an income of about 60 million VND/year. In 2022, her family officially escaped poverty.
Similarly, Ms. Kan Thu's family (Hong Thai commune, A Luoi district) also escaped poverty thanks to the dwarf banana growing model. Her banana garden with hundreds of trees has produced fruit regularly, with beautiful appearance and is exported to supermarkets. Ms. Thu estimates that, after deducting expenses, she earns about 50 million VND per year. In 2023, Ms. Thu's family will escape poverty. Currently, her family's economy is considered quite good in the commune.
In recent times, A Luoi district has focused on implementing many solutions to accelerate the disbursement of capital for the implementation of National Target Programs. Focusing on vocational training to create jobs, labor export and eliminating temporary housing for poor households. From these solid steps, the Party Committee, government and ethnic minorities in A Luoi have been gradually completing the goal of removing the locality from the list of 74 poor districts nationwide.
Sharing with reporters of the Ethnic and Development Newspaper, Mr. Huynh Cong Quang - Secretary of the A Luoi District Party Committee announced the good news: "On June 4, at the meeting of the "Council for assessing poor districts and communes with special difficulties in coastal and island areas for the period 2021-2025" at the headquarters of the Ministry of Labor, War Invalids and Social Affairs, 9/9 members of the Council voted to agree to submit to the Prime Minister to recognize A Luoi district (Thua Thien Hue) out of the situation of special difficulties.
Thus, with the determination of the entire political system and the consensus of ethnic minorities, A Luoi has completed the goal of escaping the list of poor districts of the country one year ahead of schedule.
