(HNMO) - On May 19, the Ministry of Information and Communications held a conference to direct and thoroughly implement surprise inspections of compliance with the law on management of subscriber information for terrestrial mobile telecommunications services.
According to the Inspectorate of the Ministry of Information and Communications, implementing the Prime Minister's direction on thoroughly handling SIM cards with pre-entered subscriber information, pre-activated services on the market, and strictly managing mobile telecommunications subscriber information, on March 31, the Ministry of Information and Communications sent an official dispatch to the People's Committees and Departments of Information and Communications of provinces and cities to inspect compliance with the law on subscriber information management for branches of telecommunications enterprises, telecommunications service providers, organizations and individuals registering a large number of SIM cards... The units of the Ministry have established inspection teams at 8 mobile telecommunications enterprises.
There are 82 inspection teams with a total of 445 officers conducting simultaneous inspections nationwide against 8 mobile telecommunications enterprises, branches of 8 telecommunications enterprises, telecommunications service providers and organizations and individuals registering a large number of subscriber SIM cards (the Ministry of Information and Communications deployed 8 teams, the Department of Information and Communications deployed 74 teams).
The objective of this large-scale inspection is to strictly handle the situation of taking advantage of and using other people's information to register subscriber SIMs; intentionally registering multiple subscriber SIMs for circulation but not transferring the right to use. The main inspection subjects are organizations and individuals registering multiple subscriber SIMs, telecommunications service providers illegally using information of organizations and individuals or using their own information to register and pre-activate multiple SIMs for circulation, including telecommunications service providers established by telecommunications enterprises; the implementation of responsibilities and obligations of telecommunications enterprises in managing subscriber information; detecting and strictly handling violations of Decree No. 49/2017/ND-CP of the Government on management of subscriber information.
At the conference, the Ministry of Information and Communications answered questions and difficulties of inspection teams, especially inspection teams in localities, disseminated the content and methods of inspection and verification to detect violations in subscriber information management. At the same time, it received opinions and recommendations to amend policies and laws to better manage subscriber information, creating favorable conditions for the development of telecommunications service production and business to report to competent authorities.
Deputy Minister of Information and Communications Pham Duc Long requested inspection teams to focus on clarifying existing problems and violations in the management of subscriber information arising during the registration and management of subscriber information and thoroughly handling the following situations: Taking advantage of and illegally using other people's information to register and activate SIM cards in bulk; activating multiple SIM cards, buying and using SIM cards registered with other people's information in violation of regulations, not changing information when transferring usage rights; forging or modifying identity documents to register subscriber information; registering and activating SIM cards in large numbers but not being able to prove the purpose of use.
Units under the Ministry and Department of Information and Communications focus resources on implementing and ensuring the achievement of the above goals, especially thoroughly handling the purchase and sale of SIM cards with pre-registered subscriber information...
