29 delegates expressed their opinions at the group discussion session.

On the morning of October 4, the 17th Conference of the Dak Nong Provincial Party Executive Committee continued its second working day under the chairmanship of comrade Ngo Thanh Danh, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, and comrades: Luu Van Trung, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Ho Van Muoi, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Ho Xuan Truong, Deputy Secretary of the Provincial Party Committee.

At the group discussion session on the afternoon of October 3, the conference had 29 delegates speaking. The majority of delegates highly agreed with the draft report on the results of the implementation of tasks in the first 9 months; key tasks in the fourth quarter of 2024 presented at the conference. Many opinions further explained the results of implementation, difficulties, obstacles and causes, and made suggestions, requests for consideration, supplementation and clarification of some contents in various fields.

Specifically, regarding socio-economics, delegates said that the state budget revenue is low, the disbursement of public investment capital is slow; it is forecasted that by the end of the year, some targets will be difficult to achieve such as budget revenue, industrial development index... Therefore, the province needs to pay attention to leadership and direction resolutely.

Delegates said that there should be more effective and specific solutions to remove difficulties and obstacles, creating the best conditions for businesses to invest and develop locally. The province is interested in directing relevant agencies and units to promptly advise and implement projects such as the Aluminum Electrolysis Plant, Dak Sor - 4 Hydropower Plant, CO2 Recovery Project, Sweet Potato and Vegetable Processing Project, etc., contributing to increasing the province's revenue in the coming time.

Regarding the deforestation situation in Dak Glong district, the delegate requested the Provincial People's Committee to direct forest owners to actively coordinate with localities and related sectors in forest management and protection to prevent and handle cases of deforestation and encroachment on forest land.

Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Dak Nong Provincial People's Council Luu Van Trung chaired the discussion session at the hall.

Regarding the disbursement of capital for national target programs in some districts, there are slow disbursement, difficulties and obstacles such as Dak Glong and Dak Mil districts, including the slow disbursement of some departments and branches. The appraisal of the contents submitted by the districts, some guiding documents are unclear and difficult to implement. Therefore, the delegates requested the Provincial Party Committee to lead the Provincial People's Committee to direct relevant branches to actively support the districts in this issue to speed up the disbursement of capital for the above programs.

The disbursement of public investment capital and the three national target programs has been low, facing many obstacles, and many projects have not been implemented. However, some localities have not promptly reported, proposed, or recommended to resolve difficulties and obstacles, or have not proactively proposed solutions to handle them.

Some sub-projects have been implemented effectively by localities, while others have not; there is a mentality of waiting and relying on instructions from superiors. Therefore, it is necessary to have fundamental solutions, considering the responsibilities of agencies, units, and localities regarding proactiveness, creativity, and how to use staff.

The conference listened to reports on the discussion results of the groups at the 17th Provincial Party Executive Committee Conference, term XII, term 2020 - 2025.

Regarding the work of Party building and the political system, some delegates reflected that there were signs of officials being afraid of responsibility, avoiding, pushing away, and being passive in the process of performing public duties, which were mentioned many times in the Provincial Party Committee's conferences but there were no changes, causing negative impacts on investment attraction activities, disbursement of public investment capital... The province has specific solutions and measures in personnel work to effectively handle the above situation.

In addition, delegates said it is necessary to speed up inspections and supervisions according to plan and promptly conclude cases of party organizations and party members with violations (if any) to promptly serve the personnel work of party congresses at all levels in the next term.
