On the afternoon of April 17, Comrade Bui Thi Minh Hoai, Politburo member, Secretary of the City Party Committee, Head of the National Assembly Delegation of Hanoi city, met with voters of Constituency No. 4 (Gia Lam district, Hoang Mai district) before the ninth session of the 15th National Assembly.
Participating in the meeting with voters were Deputy Head of the Hanoi City National Assembly Delegation Pham Thi Thanh Mai; Most Venerable Thich Bao Nghiem, Vice President of the Central Executive Council of the Vietnam Buddhist Sangha, Head of the Executive Board of the Vietnam Buddhist Sangha in Hanoi. Attending the meeting were Vice Chairman of the City People's Committee Nguyen Manh Quyen; leaders of departments, branches, Hoang Mai district, Gia Lam district.
The conference was held in person and online from the main bridge at the headquarters of the People's Council - People's Committee of Hoang Mai district.
At the beginning, Deputy Head of the Hanoi City National Assembly Delegation Pham Thi Thanh Mai reported on the expected content of the 9th session of the 15th National Assembly; and reported on the summary of responses from ministries, branches and Hanoi City to the opinions and recommendations of local voters during the previous meeting.
Voters petition to crack down on high-tech crime
Expressing opinions and recommendations to National Assembly delegates, voters Tran Anh Hong (Mai Dong ward, Hoang Mai district), and Ho Thi Mau (Phu Dong commune, Gia Lam district) proposed that the central government and Hanoi city soon issue specific guidelines on resolving the regime for non-professional staff at the commune level participating in work in villages and residential groups.
Voter Nguyen Thi Hue (Trau Quy town, Gia Lam district) reflected that currently high-tech crimes, especially fraud via social networks and telephones, are very sophisticated. Voters recommend that the central government and the city pay attention to directing the authorities to find the source of disclosure of citizens' personal information and strictly handle the buying and selling of personal data; effectively combat high-tech crimes, especially fraud via social networks and telephones...
Also mentioning the above issue, voter Nguyen Ngoc Phuc (Giap Bat ward, Hoang Mai district) proposed researching severe sanctions for crimes using high technology in cyberspace.
Voter Tran Thu Hang (Tran Phu ward, Hoang Mai district) proposed that the Government and the National Assembly speed up the development of the Personal Income Tax Law (replacement), to soon adjust the family deduction level for taxpayers and dependents, reducing the burden on people.
Responding to voters' concerns, Major General Nguyen Thanh Tung, Director of Hanoi City Police, said that the situation of high-tech crimes in cyberspace is becoming more complicated. The methods and tricks of this type of crime are very sophisticated and diverse. The subjects often use locations outside the country to commit fraud in Vietnam. Noting the 11 main methods of high-tech crime, the Director of the City Police advised people with the message: "Do not know, do not meet, do not transfer money".
Closely follow the Central's direction and take into account the unique characteristics of Hanoi
On behalf of National Assembly delegates, exchanging with voters, Hanoi Party Secretary Bui Thi Minh Hoai acknowledged and accepted all voters' opinions to report to the National Assembly.
Emphasizing that the ninth session is of great importance, deciding many major revolutionary issues, the Secretary of the City Party Committee affirmed that the Hanoi City National Assembly Delegation will actively study, discuss and from the opinions raised by voters, will participate best, contributing to the success of the session.
The Secretary of the Hanoi Party Committee briefly informed about the situation in the capital and the country in recent times, especially the revolutionary policies decided by the Central Executive Committee at the recent Eleventh Conference. The whole country is moving and implementing with determination to successfully streamline the political system, rearrange administrative units and organize two-level local governments; at the same time, ensure uninterrupted service to people and businesses, and strive for economic growth of 8% or more in 2025 to create momentum for double-digit growth in the following years.
With the responsibility of the Capital, Hanoi city has been proactively, actively and urgently implementing all the above tasks. Regarding the organization of 2-level government and the arrangement of commune-level administrative units, the city is focusing on completing the project.
According to the Secretary of the City Party Committee, Hanoi has 526 communes, wards and towns and is the locality with the second largest number of commune-level administrative units in the country (after Thanh Hoa province). The city's viewpoint is that the Project ensures close adherence to the Central Government's direction, meaning that the number of commune-level administrative units will be reduced by 60-70%; at the same time, it takes into account the specific characteristics of Hanoi.
Regarding concerns about personnel work during the reorganization process, comrade Bui Thi Minh Hoai said that in the near future, 3-4 communes, wards and towns may become one unit; district, county and town officials will return to the commune level to participate in the political system... The city will implement the work in the spirit of "running and lining up at the same time", very urgently, but must be stable and orderly; at the same time, not to interrupt or affect the work.
Regarding non-professional cadres who must end their activities, the Secretary of the City Party Committee said that the whole city has about 8,000 non-professional cadres at the commune level; so along with waiting for specific instructions from the Central Government, the city will also study to have appropriate policies, ensuring "reasonableness and reason".
Secretary of the City Party Committee Bui Thi Minh Hoai said that at the meeting with voters of Constituency No. 1 held on the morning of April 17, General Secretary To Lam acknowledged and highly appreciated the socio-economic development results of the capital in the first quarter with a GRDP growth rate of 7.35% and an estimated budget revenue of more than VND 250,000 billion, an increase of 69% over the same period (the latest updated figure as of April 15, the city's state budget revenue has reached VND 270,503 billion, equal to 53% of the ordinance estimate for 2025). The General Secretary also acknowledged that the implementation of environmental pollution remediation of the To Lich River in the city is being carried out day and night to reach the finish line on time before National Day September 2, 2025 .
Referring to some of the contents of voters' recommendations, including the situation of high-tech crimes, Secretary of the City Party Committee Bui Thi Minh Hoai highly appreciated the Hanoi City Police for implementing synchronous and comprehensive measures to resolutely combat this type of crime. According to her, with 11 basic methods of operation as provided by the Director of the City Police, this is a very dangerous and complicated type of crime. Therefore, along with the efforts of the functional forces, each citizen also needs to raise their vigilance and improve their understanding to proactively protect themselves.
