Deputy Prime Minister Tran Hong Ha recently requested the Ministry of Education and Training to promptly complete the draft of the revised Decree 81 and submit it to the Government before August 8, 2023. The Decree needs to be amended to clearly stipulate a number of provisions on the failure to implement or apply a roadmap for the mechanism of collecting and managing tuition fees. In particular, the Deputy Prime Minister requested that tuition fees not be increased for the 2023-2024 school year.
Before the Government's request, many localities had already established tuition fees for the new school year, most of which chose the floor level within the tuition fee framework according to Decree 81. Specifically, the collection level in urban areas is 300,000 VND/student/month, in rural areas is 100,000 VND/student/month.
Bac Ninh increased tuition fees in urban areas to 300,000 VND/month for students from kindergarten to high school and continuing education at high school level. In rural areas, kindergarten, primary and secondary school students pay 100,000 VND/month; high school and continuing education at high school level pay 200,000 VND/month.
This tuition fee is applied for 3 school years from 2023 - 2024 to 2025 - 2026.
Gia Lai announced the general tuition fee for preschool and secondary school is 66,000 VND/month, high school is 115,000 VND/month for students at educational institutions in communes, wards and towns not in communes in regions III, II, I in ethnic minority and mountainous areas in the period 2021-2025.

Bac Giang has decided to increase tuition fees, ranging from 55,000 - 320,000 VND/student/month. However, this tuition fee is higher than the minimum fee according to Decree 81 of the Government.
Vinh Phuc stipulates that for students in urban areas (wards of Vinh Yen and Phuc Yen cities), tuition fees for preschool, primary school, and secondary school are 300,000 VND/month (no more than 9 months/school year).
Rural areas including communes and towns that are not mountainous ethnic minority areas, the tuition fee for all levels is 100,000 VND/month. In ethnic minority and mountainous areas, the tuition fee for all levels is adjusted to a common level of 50,000 VND/month.
For high school level, the tuition fee is 300,000 VND/month in urban areas. In particular, Vinh Phuc High School for the Gifted has the highest tuition fee of 360,000 VND/month.
Nam Dinh announced that from the 2023-2024 school year onwards, the Provincial People's Committee will base on the ceiling level prescribed in Decree 81 and the average increase in the local consumer price index to decide to adjust tuition fees accordingly but not more than 7.5%/year. In case of no adjustment, the tuition fee will be implemented according to the collection level of the 2022-2023 school year.
Long An increases tuition fees for the 2023-2024 school year to 300,000 VND/month for preschool (nursery and kindergarten), junior high school students in urban areas and 100,000 VND/month for rural areas. At the high school level, tuition fees are 300,000 VND/month for urban areas and 200,000 VND/month for rural areas.
Hai Phong regulates the tuition fee for the 2023-2024 school year at 300,000 VND/month for urban areas. 100,000 VND/student/month for rural areas for three levels: preschool, primary, and secondary. 200,000 VND/month for high school.
Like before, this year Hai Phong continues to implement the tuition-free policy for students from preschool to high school according to Resolution No. 54 approved by the City People's Council in 2019. The city is expected to allocate more than 400 billion VND from the local budget to support education.
Da Nang has decided to increase tuition fees for preschool, primary, secondary and high schools in urban areas to 300,000 VND/month. In rural areas, preschool, primary and secondary schools will be charged 100,000 VND/month, while high schools will be charged 200,000 VND/month.
In mountainous areas, Da Nang applies a general fee of 50,000 VND/month.
The city also decided to spend 408.2 billion VND to support 100% of tuition fees for students from kindergarten to high school (in the 9 months of the next school year). Of which, more than 316 billion VND will be supported for public students and more than 92.2 billion VND will be supported for non-public students. Preschool children and students of foreign-invested schools are not exempt from tuition fees.
Next school year, Hanoi decided to collect tuition fees equal to the 2022-2023 school year and equal to the tuition fee floor according to Government regulations in Decree No. 81.
However, Hanoi also decided not to support 50% of tuition fees as in previous school years. Therefore, the actual amount students pay this year will be nearly double that of last year.
Specifically, in urban areas, tuition fees for preschool and secondary school students increased nearly 2 times, from 155,000 VND to 300,000 VND/month. In mountainous communes, high school students pay 100,000 VND/month, an increase of more than 4 times compared to the old level - 19,000 VND/month, while preschool and secondary school students have increased more than 2 times, from 24,000 VND to 50,000 VND.
Other localities such as Binh Thuan, Yen Bai, Dak Nong, Phu Tho, Thanh Hoa, Ninh Binh ... have all established tuition fees for the 2023 - 2024 school year. The new tuition fees are all based on Decree No. 81 of the Government, ranging from 50,000 to 300,000 VND/month.
