At the announcement, the Deputy Prime Minister commended the efforts of ministries and localities in overcoming difficulties, proactively implementing tasks and solutions in administrative procedure reform, and acknowledged the role of the Advisory Council's member agencies in promptly informing about obstacles and difficulties in mechanisms, policies, and administrative procedures that are barriers to business production activities of enterprises and people's lives.
However, we must frankly admit that the slow implementation of some tasks by ministries and localities has affected the Government's overall reform efforts.

To overcome the above limitations, the Deputy Prime Minister has proposed a number of key solutions and tasks in the coming time for ministries, branches and localities to implement.
Specifically, regarding the reform of regulations and administrative procedures, the Deputy Prime Minister requested ministries and localities to focus on reviewing and simplifying internal administrative procedures according to Decision No. 1085/QD-TTg dated September 15, 2022, Decision No. 104/QD-TTg dated January 25, 2024 of the Prime Minister; in which, ministries and ministerial-level agencies continue to review, identify and develop a list of internal administrative procedures implemented at ministries and localities in documents issued by ministries and advisory agencies or issued under their authority, and send them to the Government Office before May 15, 2024 for synthesis and sending to ministries and localities for publication and review.
The Ministries of National Defense, Foreign Affairs, and Information and Communications urgently develop and amend legal documents under the authority of the Government, Prime Minister, and Ministers to reduce and simplify regulations related to business activities, administrative procedures, and citizen papers related to population management and decentralize the handling of administrative procedures to implement the reduction and simplification plans approved by the Government and Prime Minister.
The Ministry of Information and Communications prioritizes reviewing and proposing plans to reduce and simplify licenses related to business activities according to the list in Decision No. 104/QD-TTg dated January 5, 2024 of the Prime Minister to send to the Government Office for synthesis.
Restructuring the process of administrative procedures and public services towards people and businesses as the center
Regarding reform of administrative procedure implementation , ministries, branches and localities:
- Strictly implement the timely, complete and accurate announcement and disclosure of administrative procedures as prescribed; 100% of administrative procedure records must be received and processed on the Administrative Procedure Processing Information System and synchronized with the National Public Service Portal.
- Promote the provision of online public services, especially the provision of full-scale online public services on the National Public Service Portal; restructure the process of administrative procedures and public services towards putting people and businesses at the center.
- Digitize records and results of administrative procedure settlement and promote the exploitation and reuse of digitized information and data. Timely review and upgrade terminal equipment at one-stop departments at all levels to meet the requirements of digitization and data reuse as prescribed in Decree No. 107/2021/ND-CP dated December 6, 2021 of the Government.
- Review and upgrade information systems for handling administrative procedures at the ministerial and provincial levels to meet the requirements of connecting, sharing, and synchronizing data with national databases, specialized databases, and the National Public Service Portal to serve the handling of administrative procedures for people and businesses and ensure information security and network security.
- Resolutely handle "bottlenecks" in the implementation of Project 06 at ministries, branches and localities according to the direction of the Prime Minister.
- Periodically, monthly publicize the results of service quality assessment for people and businesses on the National Public Service Portal, Ministry-level and provincial-level Public Service Portals, and electronic information portals of ministries, branches and localities.
The Deputy Prime Minister also requested the Ministry of National Defense to complete, integrate, and provide a group of online public services on the National Public Service Portal for the group of procedures for initial/additional/temporary absence/transfer/relocation when changing residence or place of work or study according to the schedule set forth in Decision No. 206/QD-TTg dated February 28, 2024 of the Prime Minister.
The Ministry of Justice shall preside over and coordinate with the Ministry of Foreign Affairs to upgrade and adjust the common civil status registration and management software for synchronous implementation at representative agencies and the Ministry of Foreign Affairs according to the provisions of Decree No. 87/2020/ND-CP dated July 28, 2020 of the Government, and report to the Prime Minister on the implementation results in June 2024.
The Ministry of Information and Communications shall preside over and coordinate with the Ministry of Finance, the Government Office and relevant agencies to urgently issue economic and technical norms for the activities of guiding, receiving, digitizing records and returning results of handling administrative procedures at ministries, branches and localities by enterprises providing public postal services.
Upgrading the National Public Service Portal
The Government Office urgently upgraded the National Public Service Portal to meet the requirements of connecting, sharing and synchronizing data, making online payments with ministries, branches and localities as well as the ability to experience and interact with users.
The People's Committees of provinces and cities: Hanoi, Ho Chi Minh City, Quang Ninh, Binh Duong closely coordinate with the Government Office to complete model documents on the one-stop department; organize a pilot implementation in 2024 with the goal of creating the most favorable conditions for people and businesses to access and implement administrative procedures and public services regardless of administrative boundaries, maximizing the scope of receiving administrative procedures at 01 location on the basis of applying IT, promoting digital transformation, improving professionalism and promoting the responsibility of the one-stop department in monitoring and urging the settlement of administrative procedures at ministries, branches and localities.
The Standing Agency of the Working Group - Government Office has issued a document requesting ministries, branches and localities to study and handle the reflections and recommendations of business associations and member agencies of the Advisory Council sent to the Working Group; coordinate with ministries, branches and localities to handle and remove difficulties and shortcomings according to assigned functions and tasks and summarize issues beyond their authority, report to the Deputy Prime Minister - Head of the Working Group for consideration and direction.
