Showing gratitude and remembering the merits of those who have contributed to the revolution is a tradition and a fine morality of the nation for thousands of years. On the occasion of the 77th anniversary of War Invalids and Martyrs Day (July 27, 1947 - July 27, 2024), Ninh Binh Newspaper reporters had an interview with comrade An Don Nghia, Vice Chairman of Yen Mo District People's Committee, about the work of caring for the lives of people with meritorious services in the district.
Reporter (PV) : Could you please tell us about the outstanding results in the work for people with meritorious services in the district in recent times?
Comrade An Don Nghia: Yen Mo is a land rich in patriotic and revolutionary traditions. During the wars to defend the country, many outstanding sons of the homeland followed the sacred call of the Fatherland and joined the army to fight the enemy. Some of them did not return, many left behind a part of their blood and bones on the battlefield. Some returned with disabilities. Their great sacrifices and contributions are irreplaceable. Aware of that, for many years now, all levels and sectors of Yen Mo district have made efforts to effectively carry out activities to care for the material and spiritual lives of those with meritorious services.
Currently, the whole district has 2,248 martyrs, 180 mothers who were posthumously awarded the title of Vietnamese Heroic Mother (of which only 2 mothers are still alive), 748 war invalids, 543 sick soldiers, 199 resistance fighters and their children infected with toxic chemicals and over 10,000 people belonging to other groups of meritorious people. Expressing the gratitude and deep gratitude of the Party, State and People to those who contributed to the revolution, policy families, promoting the tradition of "When drinking water, remember its source" and effectively implementing the movement "Repaying gratitude", all levels and sectors of Yen Mo district have made efforts to carry out many specific and practical actions to show gratitude to those who contributed to the revolution.
The district has ensured full and timely implementation of the Party and State's policies and regimes for people with meritorious services and their relatives; not allowing files to be backlogged for a long time, focusing on directing the completion of support for building new houses and repairing houses for over 600 families of people with meritorious services according to Decision 22 of the Prime Minister; timely payment of martyr worship money in 2024 to relatives of martyrs' families... Thereby contributing to stabilizing the lives of people with meritorious services and their relatives in the area.
Activities to pay tribute to heroic martyrs have received attention, demonstrating the tradition and morality of "When drinking water, remember its source" of the nation. To create conditions for relatives of martyrs' families, organizations, individuals and people to offer incense and flowers to pay tribute to heroic martyrs on the occasion of July 27, works honoring martyrs, memorial houses for martyrs in communes, towns and martyr cemeteries in districts have been renovated, upgraded, repaired and regularly cleaned to ensure cleanliness and solemnity.
PV: According to you, besides the achieved results, what difficulties are there in implementing policies for meritorious people in the district?
Comrade An Don Nghia: In addition to the achieved results, the work of caring for people with meritorious services still has difficulties and shortcomings, that is, legal documents on guiding the implementation of regimes and policies for people with meritorious services are still very broad and the number of documents is large; at the same time, the State has also expanded or changed a number of preferential policies for people with meritorious services, so understanding the regulations, procedures and documents for implementing regimes for these subjects is still limited.
The process of confirming meritorious people still faces many difficulties because most of the original documents of the subjects are almost no longer kept. There are still disputes among some relatives of meritorious people after the meritorious person passes away over the right to enjoy related preferential regimes, leading to disagreement on the authorized person, delaying the time to process the dossier according to regulations, such as dossiers requesting to enjoy the worship allowance regime after the martyr has no relatives to receive monthly allowances...
Reporter: Sir, what specific solutions has the district had to further improve the effectiveness of policy implementation for people with meritorious services?
Comrade An Don Nghia: To better implement the policy for people with meritorious services, in the coming time, the district's functional branches will deploy many synchronous solutions to enhance the effectiveness of the work for people with meritorious services, including important solutions such as: Strengthening the mobilization of social resources to build a "Social Security and Gratitude Fund" to have more funding for implementation; organizing more training conferences and propaganda on regimes and policies for policy officers and local people to further improve the effectiveness of policy implementation with relatives of war invalids and martyrs; gradually removing remaining problems in the implementation of policies for people with meritorious services...
PV: To celebrate the 77th anniversary of War Invalids and Martyrs Day, what specific activities does Yen Mo district plan to have to show gratitude to families of policy beneficiaries and people with meritorious services to the revolution?
Comrade An Don Nghia: July 27 is an occasion for the whole society to express gratitude to those who have contributed. All levels and sectors of Yen Mo district have had many specific activities to express gratitude to the relatives of martyrs and wounded soldiers.
The district also identified visiting and giving gifts as one of the practical and effective activities, demonstrating the concern of Party committees at all levels, local authorities and all people for people with meritorious services and their relatives.
Leaders of the District Party Committee, People's Council, People's Committee, departments, branches, organizations of the district and provincial leaders visited and presented gifts to the Provincial Nursing Center for Meritorious People and the Provincial Mental Rehabilitation Center. The district organized delegations to visit and present gifts to 19 typical families of meritorious people with a total amount of 28,500,000 VND.
Agencies, organizations, and sectors that take care of and support Vietnamese Heroic Mothers have also taken care of and supported Vietnamese Heroic Mothers according to the assignment of the Provincial People's Committee in a timely and thoughtful manner, contributing to material and spiritual encouragement for the Mothers. Statistics in the whole district (as of July 20, 2024) have shown that 7,158 people with meritorious services and relatives of people with meritorious services have been visited and given gifts with a total amount of more than 2.1 billion VND.
At the same time, many activities to pay tribute to the heroic martyrs were carried out in the area, such as: Organizing flower offerings to Uncle Ho's statue, offering incense and flowers to the heroic martyrs, organizing a requiem ceremony for the souls of the heroic martyrs at the district martyrs cemetery and offering incense at the Ta Uyen Memorial House.
On the evening of July 26, Yen Mo District Youth Union will coordinate with the district's Department of Labor, War Invalids and Social Affairs to organize a candle lighting ceremony to pay tribute to heroic martyrs at the district's martyrs cemetery; 17/17 communes and towns in the district will also organize incense offering, flower offering and candle lighting ceremonies at the martyrs' memorials of communes and towns; many units will organize conferences to meet with wounded soldiers, sick soldiers, relatives of martyrs and meritorious people in the area.
