The 11th Conference of the 13th Party Central Committee concluded on April 12, 2025 after 3 days of urgent work with absolute consensus. This can be considered a "conference of urgent tasks", a "historic conference discussing historic decisions" in the new revolutionary period of Vietnam.

Officials and people of Hong Son commune (Son Duong) have high expectations for the Party's major policies.

The Party Central Committee has unanimously agreed on the contents stated in the Submissions, Reports, and Projects on continuing to reorganize the apparatus of the political system, reorganize administrative units, and organize two-level local governments.

The Central Executive Committee has agreed on the number of provincial-level units; on the merger of commune-level administrative units so that the whole country can reduce about 60 - 70% of the current number of commune-level administrative units.

The Central Committee unanimously assessed that preparations for the 14th National Party Congress and the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term will continue... The Central Committee basically agreed on the content of the amendments and supplements to Directive No. 35-CT/TW, dated June 14, 2024 and Conclusion No. 118-KL/TW, dated January 18, 2025 of the Politburo on Party Congresses at all levels towards the 14th National Party Congress. The work of preparing and organizing Party Congresses at all levels must be led and directed by Party committees at all levels in accordance with the Party's regulations and principles, especially the principle of democratic centralism, ensuring safety, practicality, efficiency, avoiding formality, and resolutely fighting waste and negativity. Improving the quality of party congress documents at all levels is closely linked to the implementation of the Party Central Committee's policies and resolutions on streamlining the organizational apparatus throughout the political system.

Immediately after the Conference, the spirit of urgency, taking advantage of every hour and every minute, is also reflected in the Central Steering Committee for the Summary of Resolution 18, which will meet to specify the work that needs to be done, develop plans and roadmaps for implementing tasks in the coming time, and assign members of the Politburo and Secretariat to direct, guide, inspect, and urge.

Appreciating the direction of General Secretary To Lam at the 11th Conference, Mr. Mai Quang Thang, Vice Principal of the Provincial Political School, said that the merger of administrative boundaries is not just a mechanical administrative issue but it is regional planning; arranging and reorganizing administrative units at all levels and building a 2-level local government organization model, that is a strategic vision.

“For Tuyen Quang and Ha Giang provinces, the two merged localities have many similarities, and have been connected and linked in terms of culture, politics and society for many years. That condition helps the new locality to allocate resources effectively. In particular, after the merger, Tuyen Quang will have more space and room for development.”

However, Mr. Thang also said that adjusting the structure, organization, and rearranging the staff of cadres and civil servants requires strong and specific policies to "retain" those who are truly talented and capable in the administrative apparatus to serve and serve the people; and to eliminate incompetent civil servants who are greedy for power, cling to their positions, and harass the people and businesses.

Agreeing and appreciating the contents discussed and decided by the Central Conference, Mr. Quan Anh Hien, Party Secretary of Trung Ha Commune (Chiem Hoa) said: The project on rearranging and reorganizing administrative units at all levels and building a 2-level local government organization model is a major policy. This content is consistent with the historical development process in the period of regional international integration. In addition, when the district level is abolished, the direction will be smooth from the provincial level to the commune level, reducing time and innovating the role of cadres and party members in the period when the country is rising and entering a new era.

Secretary of the Trung Ha Commune Party Committee, Quan Anh Hien, added that in preparation for the 14th National Party Congress and the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, in this new term, cadres and party members of Trung Ha Commune have high expectations for the Party's new guidelines and policies, especially the streamlining and rearrangement of the government apparatus.

Party member Trieu Thi Oanh, village 9, Trung Mon commune (Yen Son) said: The Central's decisions demonstrate democracy, concentration, with great determination and the right method to come to the decision to reduce about 60 - 70% of the number of communes, which is very reasonable in the current context.

“Without the district level, administrative burden has been greatly reduced. Especially in remote areas, people really want their voices to reach the places where they need to be heard. Reducing the district level will immediately lead to the provincial level. From the provincial level, it can be communicated to the central level. That is the wish of the people that has been quickly fulfilled,” Ms. Oanh shared.

Expressing his high confidence in the Central Government's decisions, in which the Central Executive Committee unanimously approved the policy, Mr. Nguyen Trac Long, Chairman of the Son Duong District Business Association, said: "I am very satisfied with the construction and promulgation of laws, policies and mechanisms, creating an open, transparent, safe and low-cost business environment; thoroughly handling institutional "bottlenecks" to turn them into resources and competitive advantages. This will create conditions for businesses in Tuyen Quang province in particular and the whole country in general to have more development opportunities."

Ms. Nguyen Thi Minh Phuong, Group 1, Nong Tien Ward (Tuyen Quang City) feels excited and has great confidence in the important innovation of the country, marking a turning point in the new period. Ms. Phuong also hopes that the new apparatus will have truly capable, enthusiastic and responsible cadres to be close to the people and serve the people.
