Worthy of the trust of the Party and the People

With a high sense of responsibility, the Provincial Party Organization and Building Department has closely followed the work program, overcome difficulties, and innovated working methods to complete the task. Since the beginning of the term, the department has advised the Party Committee to issue many specific documents, seriously implementing the documents of the Politburo, the Secretariat, and implementing the Resolution of the 14th Provincial Party Congress on Party organization and building.

The Provincial Party Committee's Organizing Committee advised the Provincial Party Committee's Standing Committee to issue Resolution No. 04-NQ/TU on "Improving the leadership capacity and fighting strength of grassroots party organizations, contributing to strengthening the political system at the grassroots level, period 2021 - 2025". Advised on issuing regulations on cadre planning; decentralization of management of organizations, cadres and appointment and introduction of candidates; standards for cadre titles under the management of the Provincial Party Committee's Standing Committee; subjects, standards and decentralization of political theory training; decentralization of management of cadre organization, appointment and introduction of candidates...

With the goal of "where there are people, there are party members", the work of consolidating and building party organizations, improving the leadership capacity, fighting strength of grassroots party organizations and the quality of party members has always been focused on by the Party Organization and Building sector. In particular, focusing on implementing the resolutions, projects and plans of the province on party organization and party member work (Resolution No. 04-NQ/TU, Project No. 09-DA/TU, Plan No. 66-KH/TU); thereby creating a clear change, the number of party members has continuously increased in both quantity and quality.

Since the beginning of the term, the province has admitted 8,279 party members, an average of nearly 2,500 party members per year, reaching over 5% of the total number of party members in the province; 949/1,446 village, hamlet and residential group heads are party members. 1,446/1,446 villages and hamlets have party organizations and party members; 38 private economic units have party organizations (an increase of 20 party organizations compared to the beginning of the term). Compared to the goals of the Resolution of the 14th Provincial Congress, currently 8/10 goals have been completed, striving to complete the remaining 2 goals by the end of 2024.

The whole sector has focused on advising on reviewing, amending, supplementing, and promulgating new regulations on decentralization of management of the organization and apparatus of cadres, appointment, introduction of candidates for election and regulations such as: Regulations on rotation of cadres, regulations on cadre planning... Up to now, the system of documents and regulations on cadre management is basically complete and synchronous. Continue to direct the review and supplementation of the planning of Party committees, leaders and managers for the 2025 - 2030 and 2026 - 2031 terms according to the direction of the Central Government and the plan of the province. In particular, attention is paid to supplementing and ensuring the structure of three age groups, young cadres, and female cadres in the Party committees and standing committees. The recruitment of cadres, civil servants and public employees has been focused on shifting from selection to examination, ensuring publicity, transparency and fair competition. Since the beginning of the term, 306 civil servants and 1,667 public employees have been recruited.

Based on the requirements of the task, with many suitable solutions, the work of mobilizing and rotating cadres has been effectively implemented by the Party Organization and Building sector; contributing to helping the grassroots overcome difficulties, creating conditions for cadres to gradually mature and change in a positive direction, meeting the requirements of the tasks of the locality and unit.

From the beginning of the term to May 1, 2024, the whole province has transferred and rotated 414 cadres (120 cadres were transferred and 294 were transferred). For positions under the Politburo and the Secretariat, 2 cadres were managed; positions under the management of the Provincial Party Standing Committee had 66 cadres transferred and mobilized; district-level positions managed 346 cadres transferred and mobilized. Most of the transferred cadres have promoted their capacity and strengths well, fulfilled their tasks and gained the trust of the people. In particular, implementing the policy of arranging key leaders who are not local people, currently the Provincial Party Committee has 10/10 districts, towns and cities with secretaries, chairmen of the People's Committees, chief judges of the People's Courts, chief prosecutors of the People's Procuracy, and heads of the finance sector who are not local people.

In the work of planning cadres, basically meeting the requirements on quantity, quality, structure and ensuring the transition between generations; paying attention to the structure of the proportion of young cadres, female cadres, and cadres of ethnic minorities in accordance with the characteristics and situation of the province. Accordingly, the number of planned personnel for executive committee members, standing committee members and key leadership positions at all levels for the 2020-2025 and 2021-2026 terms at the provincial level is 126 cadres, 1,210 cadres at the district level, and 7,684 cadres at the commune level. The planning for the 2025-2030 and 2026-2031 terms at the provincial level is 120 cadres, 1,198 cadres at the district level, and 8,124 cadres at the commune level. Planning work contributes to ensuring proactive human resources for training, fostering, and training to create resources for current and future tasks.

Implementing Directive No. 35-CT/TW of the Politburo on Party congresses at all levels towards the 14th National Party Congress, the Provincial Party Committee's Organizing Committee has advised the Provincial Party Committee's Standing Committee to issue Plan No. 158-KH/TU and Instruction No. 03-HD/TU. Up to this point, Party committees at all levels in the province have completed the establishment of subcommittees to assist the congress; issued plans, and strengthened propaganda. The preparation work for the congress has been carried out synchronously and in accordance with regulations, ensuring the spirit of strongly innovating leadership methods, improving the leadership capacity and fighting strength of Party organizations; promoting democracy, strengthening solidarity, maintaining discipline; promoting the intelligence and responsibility of Party committees at all levels, Party organizations, organizations in the political system, of cadres, Party members and people.

Celebrating the 94th anniversary of the traditional day, cadres and civil servants of the Party Organization and Building sector of Dien Bien province are determined to strive and train in all aspects to build a team of cadres who are "united, loyal, honest, exemplary, pure, proficient, and professional", contributing to improving the quality and efficiency of work to meet the requirements and tasks in the new situation, worthy of the trust of the Party and the People.
