Completely handle the illegal use of other people's SIM registration information

On May 19, the Ministry of Information and Communications (MIC) held an online conference to direct and thoroughly implement surprise inspections of compliance with the law on management of subscriber information for terrestrial mobile telecommunications services.

Implementing the Prime Minister's direction, currently nationwide there are 82 inspection teams with a total of 445 officers conducting simultaneous inspections nationwide of 8 mobile telecommunications enterprises, branches of 8 telecommunications enterprises, telecommunications service providers and organizations and individuals registering a large number of subscriber SIMs (the Ministry of Information and Communications deployed 8 teams, the Department of Information and Communications deployed 74 teams).

The objective of this large-scale inspection is to strictly handle the situation of taking advantage of and using other people's information to register subscriber SIMs; the situation of intentionally registering many subscriber SIMs to circulate on the market but not transferring the right to use.

The main inspection subjects are organizations and individuals who register multiple SIM cards, telecommunications service providers who illegally use information of organizations and individuals or use their own information to register and pre-activate multiple SIM cards for circulation in the market.

This includes telecommunications service points established by telecommunications enterprises; the implementation of responsibilities and obligations of telecommunications enterprises in managing subscriber information; detecting and strictly handling violations of Decree No. 49 of the Government on management of subscriber information.

At the conference, on behalf of the Ministry's leaders, Deputy Minister of Information and Communications Pham Duc Long directed and thoroughly explained the purpose and requirements of the inspection, and oriented the major contents that need to be focused on inspection and verification.

Accordingly, inspection teams need to focus on clarifying existing problems and violations in subscriber information management arising during the registration and management process and thoroughly handling the following situations: Taking advantage of and illegally using other people's information to register and activate SIM cards in bulk;

Activating multiple SIMs and selling, circulating on the market, buying, using SIMs registered with other people's information in violation of regulations, not changing information when transferring usage rights according to regulations;

Forging or modifying identification documents to register subscriber information; registering and activating SIM cards in large numbers without being able to prove the purpose of use.

Deputy Minister of Information and Communications Pham Duc Long requested that inspection teams focus on clarifying existing problems and violations in subscriber information management arising during the process of registration and management of subscriber information.

Units under the Ministry and Department of Information and Communications focus resources on implementing and ensuring the achievement of the above goals, especially thoroughly handling the purchase and sale of SIM cards with pre-registered subscriber information.

Request the Ministry Inspectorate, the Department of Telecommunications and units under the Ministry to guide the Departments of Information and Communications and the Inspection Teams on specific inspection plans and scenarios to detect violations; coordinate and provide timely support to the Inspection Teams during the implementation process.

The Deputy Minister of Information and Communications also requested that the Department's leaders pay attention to directing, urging, supervising and creating conditions, focusing resources for inspection teams to conduct inspections according to plan, progress, scope and content of inspection to ensure effectiveness; strictly implement all regulations and rules of the inspection team as well as other provisions of law on inspection;

Inspection teams must not affect the operations of organizations, units and individuals; must strictly follow the regulations on inspection team spokespersons; and must focus resources on key inspection contents.

Through the inspection, we will clearly understand the list of SIM import agents and telecommunication service providers in the area, especially agents importing SIMs in large quantities and telecommunication service providers registering large quantities of SIMs. We will clearly understand the time when SIMs are activated in large quantities and released to the market in order to have timely measures to check, inspect, handle and prevent SIMs that have been registered and activated from being sold to the market .
