Completely handle junk SIM cards before April 15

Accordingly, Minister Nguyen Manh Hung assigned Deputy Minister Nguyen Huy Dung to direct the Department of Telecommunications to advise and submit a document notifying the ministry's viewpoint to mobile telecommunications businesses to resolutely and completely handle the problem of junk SIM cards.

The Ministry of Information and Communications requires telecommunications businesses to complete the processing of all remaining channel SIMs, converting them to SIMs without subscriber information (with or without a package), ensuring that subscriber SIMs are accurate, in accordance with regulations, consistent with the national database on population, and can only be activated and newly developed by the network operators themselves.

The Minister also requested that telecommunications businesses must change the status of two-way locked SIMs to SIMs without subscriber information before March 22. Before April 15, the status of one-way locked SIMs with signs of activation must be changed to SIMs without subscriber information; at the same time, complete the process of completing the collection of subscribers with one document in the name of multiple SIMs (from 4 SIMs/1 document or more).

After introducing a series of strong measures to deal with the problem of junk SIM cards, from April 15, mobile telecommunications businesses will take full responsibility if new SIM cards that are not developed in accordance with regulations still appear on the market.

In case of detecting violations such as SIM cards with subscriber information..., the Ministry Inspectorate will organize an inspection to handle the violation, and may consider stopping the development of new subscribers at the highest level. The Ministry of Information and Communications will consider issuing a written warning to the heads of the enterprises and report to the Prime Minister for disciplinary action.

Previously, speaking at the state management conference in the third quarter of 2023, Minister Nguyen Manh Hung emphasized that the ultimate goal is to have no junk SIM cards that affect people's security.

The Minister affirmed that handling the problem of junk SIM cards well will certainly help businesses reduce costs and network operators' revenue will increase by thousands of billions of dong.
