On the morning of December 26, Secretary of the Hanoi Party Committee Dinh Tien Dung, Head of the Steering Committee for the Investment Project to Build Ring Road 4 - Capital Region, inspected the project's progress and worked with relevant parties.
Inspecting the construction site in Soc Son, Me Linh, and Hoai Duc districts, Mr. Dinh Tien Dung was delighted and highly appreciated the urgent and responsible working spirit of the agencies, units, contractors, and localities. Thanks to that, the 13km section north of the Red River is expected to be completed by the end of 2024; the 19km section in Hoai Duc district is expected to be completed by mid-2025.

Currently, contractors constructing other sections are also striving for similar progress; so basically by mid-2025, the parallel road section of the Ring Road 4 Project will be completed.
Through the inspection, the Secretary of the Hanoi Party Committee also highly appreciated the progress of site clearance work in localities and the results of removing difficulties in land and sand sources for the project.
Reporting at the meeting, Director of the City Traffic Construction Investment Project Management Board Nguyen Chi Cuong said: For Component Project 1.1, the entire city has approved and reclaimed 763.86/791.21 hectares of land, reaching 96.54%. Up to now, localities have basically completed measuring, counting, and confirming the origin of residential land.
Soc Son and Thuong Tin districts have completed the approval of the residential land plan. The Project Management Board has received 714.15/763.86ha, reaching 93.49% of the cleared land area. The number of relocated graves reached 7,899/9,263 graves, equal to 85.27%. The districts have built 13 resettlement areas, with a total area of 32.5ha.
In particular, at Component Project 2.1, 32 construction teams were organized along the entire parallel route, including 2 road construction teams and 9 bridge construction teams. Mr. Nguyen Chi Cuong also said that the problem of soil and sand materials for construction has been basically resolved.
One of the biggest difficulties is the procedural issue to implement Component Project 3 (PPP Project, Expressway). According to Vice Chairman of the City People's Committee Duong Duc Tuan, if we do not strive to start construction of this component project in June 2024, it will be very difficult to reach the target on schedule.
Reporting at the meeting, leaders of the 7 districts where the project passes through clearly stated the situation of site clearance and resettlement; made recommendations and proposals to resolve difficulties and obstacles; and committed to completing assigned tasks on schedule. Representatives of the construction contractors also affirmed their determination to strive to complete the packages ahead of schedule.
Concluding the inspection, Secretary of the City Party Committee Dinh Tien Dung affirmed: Up to this point, the situation and results of project implementation according to Resolution 56 of the National Assembly have achieved relatively good initial results; notably the work of site clearance and resettlement; construction work of contractors...
The Head of the Steering Committee acknowledged and commended the agencies and units, especially the 7 districts where the project passes through; welcomed the districts' commitment to strive to complete site clearance before March 30, 2024; highly appreciated the contractors' commitment to work through Tet, striving to finish ahead of schedule.
Regarding the tasks in the coming time, Mr. Dinh Tien Dung directed agencies, units, districts and towns to continue to focus on completing site clearance as committed, ensuring that the construction site is not affected. Departments and branches closely coordinate to remove all difficulties and obstacles of districts and towns; speed up procedures, apply mechanisms and policies that are most beneficial to the people. Construction contractors are urgently taking advantage of time, determined to strive to complete the parallel road section by the third quarter of 2025 at the latest.
Secretary of the City Party Committee Dinh Tien Dung suggested that the leaders of the City People's Committee increase their visits to the grassroots, directly listen to opinions and recommendations from localities and contractors to focus on removing obstacles, upholding discipline, and taking advantage of every day to speed up project implementation. At the same time, he suggested that the City People's Committee direct the continued review of mines in the East of Hanoi to provide necessary support to both Bac Ninh and Hung Yen.
The Secretary of the Hanoi Party Committee noted that agencies, units and localities must strictly implement specific regulations, giving priority to the project, especially on the exploitation of sand and soil materials for the project; absolutely not allowing any mistakes or violations of the law, with the correct capacity, correct location, correct departure and destination points... "If there are violations, we will strictly handle them," Mr. Dinh Tien Dung stated.
