On the morning of October 23, the Executive Committee of the Hanoi Party Committee, term XVII, held its 19th meeting. The meeting discussed the following contents: supplementing and amending the Working Regulations of the Executive Committee of the City Party Committee, the Standing Committee of the City Party Committee, the Standing Committee of the City Party Committee, term XVII; giving opinions on the first Draft of the Political Report of the Executive Committee of the City Party Committee, term XVII, to be submitted to the 18th Congress of the City Party Committee; and personnel work.

In her concluding remarks at the conference, Secretary of the Hanoi Party Committee Bui Thi Minh Hoai emphasized a number of major and important issues and summarized the main results. In particular, Ms. Hoai said that the Hanoi Party Committee Executive Committee highly agreed on the proposed amendments and supplements to the Hanoi Party Committee's working regulations No. 9. The proposed amendments to the working regulations ensure the principle of the Party's comprehensive leadership without making excuses or replacing the government, complying with the Party's regulations and the State's laws in the spirit of promoting decentralization, reasonable delegation of authority, clearly defining the tasks, powers and authorities of each level.
The proposed amendments and supplements to the regulations also focus on adjusting the processes and procedures to ensure substance and efficiency, avoid wasting time and resources, increase initiative in handling the city's work, overcome some shortcomings in implementing the working regulations and strengthen inspection and supervision of the implementation process.
The Hanoi Party Committee has agreed on the format for issuing documents; at the same time, it has revised and supplemented a number of articles and clauses of Regulation No. 12 on cadre management, decentralization of cadre management and appointment and introduction of candidates to ensure consistency and unity among the regulations and rules of the City Party Committee.
The Hanoi Party Secretary assigned the Party Committee's Organization Board and the Party Committee Office to synthesize and absorb all comments and suggestions; complete the document and submit it to the Standing Committee of the Party Committee for consideration and promulgation in October for unified implementation throughout the Party Committee.
