Results of implementing the resolution for the 2018 - 2023 term
With the movement of farmers competing in good production and business, uniting to help each other get rich and sustainably reduce poverty, every year, the District Farmers' Association develops an implementation plan, directs and guides grassroots associations to mobilize farmers to register. The movement has become the focus of economic and social life in rural areas, with many typical examples of farmers in good production and business, creativity, determination to get rich, boldly applying scientific and technical advances, advanced technology and investing in expanding production and business, forming economic models of households, linkage groups, cooperative groups (THT), cooperatives (HTX), processing and consuming products according to the value chain, bringing high economic efficiency.
Through the movement, 109,858 households registered as good producers and traders at all levels, of which 60,420 households achieved the title of good producers and traders at all levels. The propaganda and mobilization work for members and farmers to participate in collective economy achieved high efficiency, establishing 9 new cooperatives and 18 cooperative groups. Up to now, the whole district has 18 agricultural cooperatives operating under the 2012 Law on Cooperatives, 93 cooperative groups with 1,761 members participating in the fields of cultivation, animal husbandry and rural industries.
The associations at all levels in the district have actively implemented the National Target Program on building new rural areas, civilized urban areas and protecting the environment. They have mobilized funds from the people and members of the association, nearly 4,000 working days and donated more than 36,000 m2 of land, built more than 62km of rural roads; cleared and cleared 32km of canals and ditches, built 20 rural bridges, and had 21 models participating in environmental protection to adapt to climate change. Consulting, support, service and vocational training activities for farmers to develop production and business have received attention. Up to now, the Farmers Support Fund in the district has more than 3.7 billion VND. There are currently 13 projects with 932 participating households. In addition, the District Farmers' Association also coordinated with the District Bank for Agriculture and Rural Development to establish 125 loan groups with nearly 5,000 members participating, with a total outstanding debt of 131 billion VND, and an overdue debt rate of 0.21% to help the Association and farmers expand production and business, and strive to become rich.
The district currently has 21 association bases, 140 traditional associations and 8 professional associations, with 1,247 traditional association groups and 449 professional association groups with 3,319 members. Up to now, 23,409 members have been developed, reaching 69.9% compared to agricultural households (in the new development term, 3,503 members have been developed). The training, fostering and use of association officials are focused on, especially young officials. The quality of the staff has been improved in terms of professional and political skills, knowledge of law and skills in propaganda, mobilization, and gathering farmers, trusted by the people, and trusted by the Party Committee to assign tasks. 100% of associations have funds, an average of 45,000 VND/member/year, reaching 100% of the resolution target.
The work of participating in Party and government building, implementing national defense and security tasks; foreign affairs and international cooperation all achieved important results. With outstanding achievements, in the past term, the Central Committee of the Vietnam Farmers' Association awarded certificates of merit to 8 collectives, 18 individuals and 29 commemorative medals "For the Vietnamese Farmers' Class". The Provincial People's Committee awarded certificates of merit to 30 collectives and 85 individuals. The Provincial Farmers' Association Executive Committee awarded certificates of merit to 26 collectives and 25 individuals. The District People's Committee awarded certificates of merit to 55 collectives and 89 individuals...
12 targets for the 2023 - 2028 term
The 11th District Farmers' Association Congress, term 2023 - 2028, identified 3 goals and 12 specific targets with 5 tasks and solutions to build and promote the role of cadres, members, and farmers in building new rural areas, mobilizing farmers to develop ecological agriculture, modern rural areas, and civilized farmers, contributing to building Giong Trom district to develop quickly and sustainably.
The product "Green coconut - Kim Xa" meets 3-star OCOP standards of Ms. Nguyen Thi Kim Xa, Chau Binh commune.
12 specific targets:
1. Strive to develop new HV, by the end of the term, reaching a rate of 75% of HV compared to the number of agricultural households.
2. Every year, 100% of the association bases are classified as "Completing tasks well", of which 50% are classified as "Completing tasks excellently". District associations are evaluated and classified as "Completing tasks well" or higher. Strive for 100% of the branches to build association funds (including vocational HND branches) and achieve an average of 60 thousand VND/member/year.
4. Propaganda and mobilization to have 65% or more of farmers' households register to implement the movement of farmers competing in good production and business, uniting to help each other get rich and sustainably reduce poverty. At the end of the year, 55% or more of registered households will be recognized as good farmers in production and business at all levels, of which 3% will reach the central level and 20% will reach the provincial level.
5. Build new and maintain, improve the operational efficiency of existing professional HND branches and groups according to Resolution No. 04-NQ/HNDTW of the Central Executive Committee of the Vietnam Women's Union.
6. All levels of the association have measures to provide consultation, services, support, and help poor students and farmers to have production conditions to escape poverty, and strive to reduce the rate of poor and near-poor student households by an average of 8%/year by the end of the year.
7. Propaganda and mobilize 100% of families of cadres, students and farmers to register to maintain cultural families.
8. Coordinate the establishment of 5 new cooperatives and 35 cooperative groups; participate in coordinating the dissemination of laws and mobilizing members and farmers to establish cooperatives and cooperative groups in the field of agricultural production.
9. Maintain effective operations of the Farmers' Support Fund Mobilization Board at all levels; during the term, increase the District Farmers' Support Fund by at least 2 billion VND.
10. During the term, strive to introduce at least 30 outstanding cadres, students, and workers for the Party to consider and develop.
11. Propaganda and mobilize students and farmers to participate in implementing "New Rural Sunday" well. Every month, at least 25% of students and farmers participate in implementation.
12. Propaganda and mobilization of members, farmers, production and business households, cooperatives, and groups to participate in building and developing OCOP products. By the end of the term, each commune will have at least 1 OCOP product certified to meet 4-star standards or higher.
The Congress of the Farmers' Union of Giong Trom district for the 2023 - 2028 term with the theme "Promoting the role of cadres, members, and farmers in building new rural areas, mobilizing farmers to develop ecological agriculture, modern rural areas, and civilized farmers, contributing to building Giong Trom district to develop rapidly and sustainably".
