Faced with the strong impact of the negative side of the market economy, the transition from traditional family values to modern values, the conflict between old and new values is an inevitable process. But regardless of their position in society, everyone puts family first and ultimately returns after experiencing setbacks and dangers. The "filtering the muddy, bringing out the clear" based on the foundation of traditional families is the basis for contributing to preserving Vietnamese cultural traditions in general and Binh Thuan family culture in particular.
“Soft power” from family foundation
Analyzing the family value system from the traditional and modern aspects, at the provincial scientific conference organized by the Department of Culture, Sports and Tourism of Binh Thuan province in June, many delegates who are leaders of departments, branches, sectors, and cultural researchers in the province all agreed, affirming that the family is the cell of society. The family exists thanks to love, combined with affection and responsibility for each other. Each family is truly happy when its members are attached, share, understand and respect each other. The family is also a special social group with full psychological, cultural and economic factors, so the family always changes with society.
Our folk saying goes: “A son of a father, if not like his father’s feathers, will also like his wings”, “A family’s basket has its own handle”… The family is the foundation, the support, the basis for people to firmly step out into life. In the family, fathers and mothers who live a standard, competent life, have a tradition of patriotism, solidarity, self-reliance, loyalty, honesty, responsibility, discipline, creativity… will mostly raise children who inherit the family tradition and have those good standard virtues. On the contrary, they will raise and train children who are selfish citizens, have deviant lifestyles, and are burdens of society.
Citing this, according to information from the Provincial Police, if in the past, minors mainly committed crimes such as theft and public disorder, now criminal acts are becoming more diverse with crimes such as robbery, murder, illegal drug use, etc. In addition, crimes using high technology, gathering crowds, disturbing public order, and destroying property also appear with many subjects under 18 years old. There are cases of crime that do not simply stem from rashness and lack of understanding, but have collusion, calculation, and methodical planning, clear criminal purposes and plots, and cruel behavior...
Through research, evaluation and analysis, cases of minors who violate the law all have common characteristics such as unhappy families, lack of parental care, abuse, early school dropout... This can be said to be the consequence of the decline in connections between family members, lax management of children, lack of attention and education leading to moral decline and distorted perception. This not only directly affects the future of each individual and the stability of families, but also seriously affects the health, life and property of those around them, causing social insecurity and negative impacts on the community. In addition, the rapid development of information technology, combined with the lack of control and education of adults, has created deviant thoughts and actions among young people, which are not in accordance with ethical standards and customs, leading to violations of the law.
Therefore, nurturing children's personality from an early age will contribute to forming and building a system of human values, positioning a system of national values, and "soft power" for sustainable social development.
Building cultural family standards in Binh Thuan
Binh Thuan is a new land in the process of our ancestors expanding the territory to the South of the Fatherland, up to now more than three centuries, since the place name Binh Thuan appeared in 1697. The population of the province is nearly 1.3 million people and there are many ethnic groups living together. Of which, ethnic minorities account for nearly 8%, in addition, the free migration of other provinces and cities to Binh Thuan is increasing, bringing with them many customs, habits, and cultures, creating a colorful cultural picture. Therefore, families in Binh Thuan province have a strong cultural identity typical of the three regions of the North - Central - South.
Implementing the Party's guidelines and policies, the State's laws and policies on family work in recent years, agencies, departments, branches, unions and localities in the province have proactively and effectively implemented family work. In particular, the construction of cultural families has been initiated since 1996 until now and has always been closely linked to the content of building cultural villages - neighborhoods and civilized urban areas. The registration and voting for cultural families are carried out from the grassroots level, with close supervision by the Neighborhood Executive Board, synchronous coordination of the Neighborhood Front Working Board, focusing on practical effectiveness. As a result, by the end of 2023, the whole province had 304,047/320,782 households achieving the title of "Cultural Family" (accounting for 94.78% of the total number of households), with 678/691 villages and neighborhoods meeting cultural standards (accounting for 98.1% of the total number of villages and neighborhoods).
In addition, the provincial-level cultural family competitions are maintained to be an opportunity to recognize and promptly honor the most beautiful flowers in the provincial “Cultural Family” flower garden. Between the two honors at the provincial and central levels, the Department of Culture, Sports and Tourism of the Southeast provinces also organizes the Regional Cultural Family Festival. These practical activities have created a strong motivation to maintain the quality of building cultural families.
In addition, education is also coordinated by the Vietnam Fatherland Front Committee, the Association of the Elderly, the Women's Union, and the Provincial Youth Union in the movement "Exemplary grandparents and parents, filial children", associated with building "Cultural families" in the movement "All people unite to build a cultural life" in accordance with the customs and practices of each region, each locality, each religion...
Family and community culture is one of the cores of Vietnamese culture, the place where people are born and nurtured to adulthood. Despite the strong impact of the negative side of the market economy, Mr. Dao Xuan Nay - Chairman of the Provincial Elderly Association believes that families and people of Binh Thuan from mountainous areas, coastal areas, islands, ethnic minority areas to the plains still preserve the good customs, revolutionary traditions of their homeland, diligence, creative labor, respect for loyalty, taking morality as the most important, selectively absorbing cultural identities and quintessence from outside. It is the strength of that traditional family culture that will be passed down from generation to generation.
