In his speech, the General Secretary emphasized the need to resolutely not miss out on those who are truly virtuous, talented, and qualified; and at the same time, not to allow those with one of the six shortcomings into the 14th Central Executive Committee. Many cadres and party members supported this regulation and believed that it was very necessary to build a clean and strong leadership team.

Many opinions of cadres and party members believe that the speech of the General Secretary has great effects and significance in the current cadre work. From the directional instructions, each Central Committee member who is trusted and elected by the people must be steadfast in ideology, stance, political qualities, maintain revolutionary ethics, good lifestyle, have correct awareness and actions, and match words with deeds. In particular, Central Committee members who hold the role of leaders in the Party Committees of agencies and localities must be exemplary, strictly implement what party members are not allowed to do, and at the same time regularly inspect, supervise, and monitor the management of cadres and party members regarding developments in political ideology, ethics, lifestyle associated with arising factors, behaviors, etc.
Party Secretary of Lung Cu Commune, Dong Van District, (Ha Giang) Giang Mi Say highly appreciated the instructions in the speech of General Secretary Nguyen Phu Trong. According to Mr. Giang Mi Say, one of the first and very important shortcomings mentioned by the General Secretary in the speech was: Lack of political will; not steadfast in the Party's line and viewpoint; showing signs of political opportunism, ambition for power, flattery, lobbying, corruption, bureaucracy, localism, lobbying for individuals, factions, and group interests; lack of political views, not defending what is right, not fighting what is wrong.
According to the Party Secretary of Lung Cu commune, the Central Party Committee members are outstanding individuals who have held many positions and have grown up from the grassroots level, so when assigned important responsibilities, they need to promote a sense of responsibility, and political mettle is considered an important factor that determines the qualifications and actions in managing work. In addition, violating the principles of democratic centralism, populism, authoritarianism, and arbitrariness; being unfair and unjust in evaluating and using cadres, and suppressing those who openly fight and criticize are also considered shortcomings that a central-level cadre is absolutely not allowed to commit.
Sharing about this content, Lawyer Ha Huy Tu, Director of the Center for Legal Advice for the Poor and Community Development (Vietnam Lawyers Association) said that the content of the speech by General Secretary Nguyen Phu Trong, Head of the Personnel Subcommittee of the 14th National Party Congress, is both highly general and detailed, specific, and easy to apply in practice. The speech does not avoid, but goes straight to the practical issue as commented: "Our current staff is large but not really strong; the situation of both surplus and shortage of staff still occurs in many places; the connection between levels and sectors is still limited".
According to the lawyer, the 6 shortcomings mentioned in the speech are also for the masses to "identify", and at the same time, this is also a "filter" to eliminate those who are unworthy, immoral, and untalented.
The Director of the Center for Legal Advice for the Poor and Community Development analyzed that in recent times, the fight against economic and corruption crimes has proven that individuals with one of the six shortcomings mentioned in the speech will cause great consequences for the country and the people. In addition, the speech drew on experiences from previous terms to provide the contents, methods, and ways of conducting for the personnel team of the 14th National Party Congress very correctly, accurately, and comprehensively. These contents not only apply to the 14th National Party Congress but also have value for the following Congresses, carrying the value of an overall strategy for the country's personnel work in the coming years.
"This is the most core value and also the applicable standard, measure, and evaluation criterion in the high-level personnel work of the Party and State. Not only that, other organizations and individuals can learn and apply the speech in the process of recruiting, evaluating, arranging, and classifying personnel to bring personnel management to a new level," emphasized Lawyer Ha Huy Tu.
The structure of General Secretary Nguyen Phu Trong's speech is tight and logical. In the structure of the speech, section 4 is "Our responsibility" - the requirement that the work of preparing personnel for the 14th National Party Congress is not only the task of the Personnel Subcommittee, the Politburo, the Secretariat, the Central Executive Committee, but also an important task of the entire political system, of Party committees, Party organizations, agencies, units and localities.

Set an example, practice what you preach
In order to avoid the 6 shortcomings, Mr. Vu Mi Ho, Secretary of the Then Van village Party Cell, Lung Cu commune, Dong Van district, Ha Giang province, said that the Central Party Committee members are prestigious people, trusted by the people, so their words must go hand in hand with their actions, setting an example of practicing ethics - a necessary quality for every Party member. Therefore, the Central Party Committee members must set an example of practicing ethics, saying what they do; must strictly implement the Party's guidelines and policies, the State's policies and laws; at the same time, direct cadres and Party members to propagate and guide people to understand the Party's policies correctly; when proposing work, it must be very specific, detailed, not general, not bureaucratic, talking a lot but doing little or talking but not doing.
The Secretary of the Then Van village Party Cell believes that the "virtue" and "talent" of cadres and party members, especially those holding high leadership positions, have always been especially valued by President Ho Chi Minh. Therefore, each member of the Party Central Committee must have a serious, proactive, and self-conscious attitude in studying and mastering the viewpoints of Marxism-Leninism, Ho Chi Minh's thought, the Party's guidelines and viewpoints, and the State's policies and laws; have a deep understanding of economics, politics, culture, society, national defense, security, foreign affairs, regularly improve the effectiveness of organizing practical activities and be proactive in performing professional tasks... Only in this way, each party member and member of the Party Central Committee can constantly progress, mature, and truly be worthy of being "a leader and a truly loyal servant of the people".
"Self-criticism and criticism are very important to build and strengthen solidarity and unity within the Party. Therefore, each Party member and Central Committee member must be truly exemplary in self-criticism and criticism, must examine themselves, listen to the opinions of comrades, colleagues and everyone to evaluate themselves objectively and strictly," Mr. Vu Mi Ho emphasized.
