The cost is not large

According to Master Nguyen Duc Vinh - Deputy Head of the Department of Social Housing Management and Development, Department of Housing and Real Estate Market Management (Ministry of Construction), the main causes of limitations and shortcomings in the development of energy-saving and environmentally friendly housing projects in Vietnam can be attributed to the fact that awareness of environmental protection and energy efficiency in housing development is not really adequate, and the application of science and technology is still limited.

In addition, the investment cost of this housing project is often 1-2% higher than the cost of normal housing. In addition, there is a lack of propaganda and promotion of the benefits of energy-saving housing projects, so investors and customers who buy, rent, and lease houses pay little attention to this segment.

However, CEO of Fico Tay Ninh Cement Joint Stock Company Nguyen Cong Bao said that choosing green criteria and suitable construction materials is one of the ways to help green buildings in general and social housing in particular achieve the goal of no additional costs.

Project investors do not have difficulty finding “green” products and construction materials at competitive prices, without increasing costs. Concrete with recycled content from blast furnace slag or fly ash from 25-30%; or with steel produced from blast furnace or electric arc technology - using recycled steel and reducing CO2 emissions. Particularly with Fico Tay Ninh green label cement, product emissions are only about 350-600kg CO2/ton, 30-70% less than Portland cement commonly used in the world.

The clinker ratio in Fico green label cement is 53.6%, much lower than the requirement in Vietnam of a maximum of 65% in 2030 and 60% in 2050. The raw material to create this green label cement from blast furnace slag is waste from steel blast furnaces or ash from thermal power plants.

“With the same price and quality, we can choose a product that the consultant calculates will emit less emissions. Green label cement can help buildings achieve the goal of significantly reducing emissions, but without incurring large additional costs,” said Mr. Nguyen Cong Bao.

Need guidance for replication

Regarding the solution issue, Master Nguyen Duc Vinh proposed 4 immediate goals that need to be focused on solving. First, research and promulgate, supplement housing regulations and standards for new designs, techniques, and construction technologies towards improving the quality of living, in line with the trend of developing green, sustainable, smart housing, applying digital technology.

At the same time, strengthen inspection and examination activities related to the application of housing standards and regulations. Develop mechanisms and policies to encourage the application of regulations and standards to existing residential areas of households and individuals associated with urban renovation and beautification.

Second, supplement mechanisms and policies to encourage and provide incentives for organizations and individuals to participate in the development of green, energy-saving and low-emission housing, and the application of digital technology. At the same time, strengthen propaganda and promotion of the benefits of energy-saving housing projects to attract and develop this type of housing.

Third, strengthen the application of science and technology, research and apply new housing construction designs, techniques and technologies, new materials, and digital technology applications to save costs, reduce housing construction costs, and at the same time use energy efficiently and emit low emissions.

Finally, focus on implementing the tasks assigned in Directive No. 34-CT/TW dated May 24, 2024 of the Secretariat on strengthening the Party's leadership over social housing development in the new situation, Decision No. 927/QD-TTg dated August 30, 2024 of the Prime Minister promulgating the Plan to implement Directive No. 34-CT/TW and Decision No. 338/QD-TTg dated April 3, 2023 of the Prime Minister approving the Project "Investing in the construction of at least 01 million social housing apartments for low-income people and industrial park workers in the period 2021 - 2030".

Regarding this issue, Dr. Architect Trinh Hong Viet - Deputy Director of the National Institute of Architecture recommends developing energy-saving social housing projects in the immediate future. To do this, one of the necessary things is to issue guidelines for building energy-saving social housing.

However, to develop green buildings, it is necessary to develop many guidelines such as cost ceilings for green practices; operational guidelines... as well as achieving basic criteria groups of green buildings, building height, ensuring energy saving factors...

“It is necessary to develop green and energy-saving social housing because it not only helps create a better life for residents who are in difficult circumstances by reducing electricity and water costs, improving health, productivity, and real estate value; at the same time, it reduces CO2 emissions, helping to respond to climate change” – Dr. Architect Trinh Hong Viet expressed.
