Expected to create a breakthrough, speed up the implementation of social housing projects

The implementation of social housing projects (NOXH) to create stable housing, improve people's lives, contribute to attracting labor and developing the economy, is being actively implemented in Quang Ninh. The province has issued full programs, plans and projects for NOXH development, and at the same time seriously implemented Resolution 33/NQ-CP on removing difficulties for the real estate market and Directive 34/CT-TW on strengthening the Party's leadership in NOXH development. The Provincial Party Committee and Provincial People's Committee have closely directed and promptly issued directives and management documents, ensured land funds and attracted many investors.

Specifically, the province has issued a project to develop social housing, planning an area of over 660 hectares of land; the coal industry has adjusted the planning of nearly 10 hectares to build accommodation for workers. These land funds are planned and arranged in locations with synchronous technical and social infrastructure, ensuring convenient connections.

Up to now, Quang Ninh province has planned, established investment policies, and built 18 social housing development projects. Of which, the province has started construction of 5 projects with about 2,985 apartments, including: Social housing project in the residential area of Ngan Bang hill, Ha Long city; Sunhome social housing area at Van Don airport; social housing in Kim Son ward, Dong Trieu city and 2 social housing projects serving workers and experts in Dong Mai Industrial Park and Song Khoai Industrial Park in Quang Yen town. The remaining 13 projects are being planned in conjunction with urban development planning, of which 3 projects have been added to the planning for implementation in the period 2026-2030.

To support projects, contributing to the successful implementation of the Government's Project to invest in building at least 1 million social housing units (in which Quang Ninh province is assigned to complete 8,200 units by 2025; 9,800 units in the 2026-2030 period), Quang Ninh has stepped up to remove difficulties, perfect policies, strengthen management and promote propaganda to ensure the goal of developing social housing in the province.

In particular, the province has assigned the Department of Construction to draft a Resolution of the Provincial People's Council on Regulations on support mechanisms for implementing social housing investment projects in Quang Ninh province. The proposed resolution aims to remove obstacles and create favorable conditions for investors to participate in social housing construction using non-budgetary capital and trade union financial resources. The issuance of the resolution stems from new regulations in the Housing Law 2023 and the urgent need for social housing in the area.

According to the draft, the subjects receiving support include: Investors of social housing construction investment projects, projects investing in the construction of workers' accommodation in industrial parks according to regulations; state agencies, organizations, and individuals related to investment activities in the construction and development of social housing and workers' accommodation in industrial parks in Quang Ninh province. Support contents include site clearance; investment costs for the construction of technical infrastructure systems; support for some fees, charges, etc.

Currently, the Department of Construction is organizing to collect opinions on the draft resolution contents to ensure strictness, compliance with regulations, effective support for social housing projects when the resolution is issued, ensuring the rights and benefits of the right beneficiaries. The support mechanisms for implementing social housing investment projects are expected to create a breakthrough, speed up the implementation of social housing projects in the province, meeting the housing needs of people, especially low-income people and workers.
