Progress of social housing implementation nationwide as of January 2025

Implementing the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021 - 2030", up to now, the whole country has had 645 social housing projects implemented with a scale of 581,218 apartments.

According to the Ministry of Construction, in the context of the difficult real estate market, developing social housing is considered one of the “core” solutions to help the real estate market develop stably. Therefore, taking care of housing for low-income people and workers in industrial zones has been and is receiving special attention from the entire political system.

Sharing with reporters of VietnamPlus Electronic Newspaper, Deputy Minister of Construction Nguyen Van Sinh said that implementing the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021 - 2030", up to now, nationwide, there have been 645 social housing projects implemented with a scale of 581,218 apartments.

Of these, 96 projects with a scale of 57,652 apartments have been completed; 135 projects with a scale of 115,630 apartments have started construction; 414 projects with a scale of 407,936 apartments have been approved for investment.

In 2024 alone, 28 projects with a scale of 20,284 units were completed nationwide, an increase of about 46% compared to 2023. In addition, 23 projects with a scale of 25,399 units were licensed, started construction and 113 projects were approved for investment policy, equivalent to 142,450 units.

According to Mr. Sinh, by January 2025, many provinces and cities across the country have implemented planning and allocated land funds to invest in social housing.

Specifically, the whole country has planned more than 1,309 land plots with 9,756 hectares for investment in social housing development, in which many localities have reserved large land funds, such as: Ho Chi Minh City, Hanoi, Dong Nai, Long An, Hai Phong...

For the 120,000 billion VND credit program for preferential loans to develop social housing, workers' housing, and renovate and rebuild apartments, to date, banks have committed to providing loans of over 4,000 billion VND, with loan turnover reaching 2,360 billion VND (of which about 2,162 billion VND is for investors in 17 projects; 198 billion VND is for home buyers in 15 projects).

“Despite the above results, the increase in social housing supply for beneficiaries of social housing support policies has not been as expected. The reason is that localities and businesses have encountered many difficulties and obstacles related to legal regulations in implementation,” Mr. Sinh acknowledged.

In addition, Mr. Sinh said that there is still a mentality of apprehension, waiting for new legal regulations to be issued (such as the Land Law, Housing Law, Real Estate Business Law with more flexible regulations to come into effect before implementation). The disbursement of preferential credit capital of 120,000 billion VND is also slow compared to expectations and practical needs.

Faced with the above reality, Mr. Sinh said that to achieve the goal of developing social housing assigned by the Government and the Prime Minister, it requires high determination from ministries, branches, especially localities as well as enterprises.

Recently, in early 2025, the Ministry of Construction also reported and proposed to the Prime Minister to organize a conference to promote social housing and the healthy and sustainable development of the real estate market - demonstrating the great determination of the Government and the Prime Minister to develop social housing, meeting the huge housing needs of the people today.

In 2025, the Ministry of Construction will continue to urge localities to allocate more land funds to develop social housing, continue to reform administrative procedures, promote the implementation of social housing projects, and strive to complete the target of 100,000 apartments in 2025 assigned by the Government and Prime Minister./.
